The Department of the Interior (DOI)/Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Appraisal and Valuation Services Office (AVSO) is issuing a request for quotation for market valuation and appraisal services for:

SOLICITATION/AWARD PROCEDURES
This Request for Quote (RFQ) is issued in accordance with the Federal Acquisition Regulation (FAR) Part 12, the acquisition of commercial items and FAR Part 13 Simplified Acquisition Procedures.

Requirement are provided in the Statements of Work (SOW).
DELIVERY/PERIOD OF PERFORMANCE
The target period of performance is 240 calendar days from the date of the Purchase Order (PO) award. The initial appraisal target date is 90 calendar days from the date of award. If the target delivery dates are not achievable, then the contractor may provide justification (workload, etc.) and propose an alternative delivery date. See SECTION 6: PERFORMANCE / DELIVERABLE REQUIREMENTS specified in the SOW.

GENERAL REQUIREMENTS

TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR 1: STATE CERTIFICATION
a. State Certification - The Offeror, i.e. the contractor making the offer, must hold a current Certified General
Appraiser license in the State of Texas.
FACTOR 2: TECHNICAL ACCEPTABILITY
a. Experience for Assignment – Both technical and geographic competency are required. The Offeror shall provide their standard Appraiser's Statement of Qualifications and a signed quote that describes and attests to the following:
i. Verifiable general and technical appraisal experience. The offeror shall identify within their quote, supported by the information contained in their Appraiser’s Statement of Qualifications verifiable general and technical appraisal experience in appraisal assignments with similar Texas Coastal land(s) property types; as well as experience working with federal government acquisitions, dispositions, and commercial services. Quotes with more detailed experience which include client contacts may be rated higher.
ii. Their geographical competency. The offeror shall have or have the ability to reasonably obtain geographic competency in the subject’s immediate market. If the offeror has experience with the subject’s property type, but not in the immediate market area for the subject property, then they must so-state this fact and demonstrate their experience in other market areas with similar geographic and economic influences, as well as the actions proposed that will allow them to complete the assignment competently.
iii. A designation from a recognized professional appraisal organization, or a licensed appraisal instructor will be considered but is not required. If the offeror is a member of a professional organization or licensed appraisal instructor, this should be identified in their Appraiser Statement of Qualifications with the name of the organization, and the level/type, or category of such membership/licensure.
iv. The offeror must provide evidence of completion of their most recent UASFLA course.
b. Qualifications of Licensed Associate Appraisers: Sub-contracting of this assignment is not permissible;
however, the contracted appraiser may employ the assistance of state licensed or certified general appraisers as Licensed Associate Appraisers for this award. The contracted appraiser must inspect the subject properties and all comparable market sales used in the appraisal report.
The quote shall:
v. Outline the roles and responsibilities of each identified Licensed Associate Appraiser.
vi. Provide Appraiser Statement of Qualifications for each Licensed Associate Appraiser
vii. Provide a copy of each Licensed Associate Appraiser’s State license.
No other associates or non-licensed staff may work on the assignment without prior written authorization from the AVSO Review Appraiser. If Licensed Associate Appraisers contribute to the development and/or report writing of the appraisal, their assistance must be detailed in the scope of work and certification of the appraisal report. If the Offeror does not list anyone else as providing assistance in the quote, it is expected that Offeror is doing 100 percent of the research, verifications, valuation analyses and appraisal report writing.
FACTOR 3: PAST PERFORMANCE
a. Submit a list of similar USPAP/UASFLA, projects that the offeror has performed in the last five (5) years.
Include property type, general location, agency, agency contact information, etc. Verifiable UASFLA experience in the past five years is required.
b. Provide comparable sale write up sheets for two property types that demonstrate typical reporting levels for your work. Comparable sale write up sheets in compliance with UASFLA are preferred.
c. If you have not previously contracted with AVSO within the past 5 years, please provide two references (name, position, origination, contact information) who can verify your experience with UASFLA, and/or assignments completed for litigation purposes.
FACTOR 4: DELIVERY/INSPECTION DATE
The date of value, being the last field inspection of the subject property, must be within 30 calendar days of delivery of the appraisal report. The initial submission of the appraisal report is due within the contracted timeframe. The quote should be for a 90 day turn time.
FACTOR 5: PRICE QUOTE
a. The offeror must provide a firm-fixed price quote that includes the proposed turn time for all the work to completed in the assignment described in the Statement of Work (SOW).
b. Price quotes will be evaluated for proposed turn times, completeness and reasonableness.
EVALUATION OF QUOTATIONS
FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
Award of this Purchase Order will be made on a Best Value/Trade Off basis.
• The following factors shall be used to evaluate offers:
1. State Certification
2. Technical Acceptability
3. Past Performance
4. Delivery/Inspection Date
5. Price Quote
State Certification, Technical Acceptability, Past Performance, and Delivery/Inspection when combined, are more important than the Price Quote.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SECTION 1: CASE PROPERTIES
Case Name: TCF 331b and TCF 331c
Case Type: Acquisition
Agency: U.S. Fish and Wildlife Service (FWS)

Requested Service: Market value appraisals of TCF 331b & TCF 331c. The appraisals shall be completed in one report; the report should provide an opinion of market value for each property. The appraiser may provide two separate appraisal reports with prior written approval from the AVSO Review Appraiser, if they determine it to be more efficient.
SECTION 2: SUBJECT OF THE APPRAISAL
Property Description: TCF 331b is 498.26 acres, south of FM2925, approx. 1.4 miles southeast of Arroyo City, Cameron County, Texas. The property is rectangular in shape with level topography. Vegetation is believed to be Texas Saline Coastal Prairie lands. The eastern boundary adjoins the Laguna Atascosa
NWR.
TCF 331c is 425.10 acres, north of San Fernando Rd, approx. 2 miles southeast of Arroyo City, Cameron County, Texas. The property is rectangular in shape with level topography. Vegetation is believed to be Texas Saline Coastal Prairie lands.

Outstanding Rights and/or Reservations:
The appraisals are to consider the exceptions noted in the title commitment documents for each tract.
Any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances discovered must be identified and discussed in the appraisal report(s) in relation to their impact on value.
Access: TCF 331b: Access is by a 12’ ingress/egress easement extending from FM2925 from a point northwest of the site and traverses over and across adjoining land(s).
TCF 331c: Access is by a 30’ road & utility easement extending from San Fernando Road from a point south of the southwest corner of the site traversing over and across adjoining land(s).
The appraiser must verify the subjects’ access as part of the appraisal process.
Water Rights: Owned water rights, if any, are to be included in the appraisals.
Minerals: Owned mineral rights, if any, are to be included in the appraisals. Please refer to the Title Commitment documents for each tract which note several exceptions relating to mineral interests.
A mineral report is not available for the proposed acquisition. AVSO’s Division of Minerals Evaluation has opined to the mineral development and mineral valuation issues as follows: unless specifically requested, DME does not plan to complete a mineral report for this request [TCF 331b & 331c]. The parcels are outside of any known active hydrocarbon or mineral producing area. Datasets such as USGS's Mineral Resources Data System, local aerial imagery (Google Earth, Digital Globe), and IHS Enerdeq were reviewed for relevant mineral information. While there are a number of plugged (non-producing) wells in the area, there hasn't been active production since before 2000. The properties themselves have no history of production. There is no indication of existing or proposed industry interest or development in the area. There are no recognized mineral development or mineral valuation issues, as was determined in the previous cases for the subject parcels.
Real Property Improvements: Unknown
Personal Property: Personal property must be disregarded for purposes of the appraisals.
SECTION 3: APPRAISAL PROBLEM IDENTIFICATION
Client: AVSO
Intended Users: AVSO and FWS, on behalf of the United States of America
Intended Use: The appraisal report(s) will be used to assist the FWS in its determination of the amount to be paid as just compensation for the property rights acquired. The appraisal report(s) is/are not intended for any other use. (UASFLA 1.2.3, pg. 10)
Type of Value: Market Value
Definition of Market Value: The Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) defines market value as follows:
Market value is the amount in cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property.

Effective Date: The effective date for each appraisal must be no later than 30 calendar days prior to the submission of the completed appraisal report(s). This requirement must be met.
SECTION 4: ASSIGNMENT CONDITIONS
Applicable Standards / Law Regulation and Policy:
The standards applicable to these appraisal assignments include:
- Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA), 6th Edition, and the
- Uniform Standards of Professional Appraisal Practice (USPAP), 2024 edition.
The appraisal must conform to the following laws, regulations, and policies:
- Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended. Federal Regulations 49 CFR, Part
Extraordinary Assumptions: None. If the appraiser determines that extraordinary assumptions are necessary, the appraiser must contact the AVSO review appraiser for prior written approval.
Hypothetical Conditions:
None. If the appraiser determines that hypothetical conditions are necessary, the appraiser must contact the AVSO review appraiser for prior written approval.
Jurisdictional Exceptions: The appraiser has been instructed to produce a UASFLA compliant appraisal for each parcel. Section 1.2.4 of UASFLA states that “appraisers should not link opinions of value under these Standards to a specific opinion of exposure time.”
USPAP requires the appraiser to develop and report a reasonable exposure time if it is a component of the definition of market value, which contravenes the UASFLA. Therefore, the appraiser should invoke USPAP’s Jurisdictional Exception Rule.
Meetings/Communication Plan: The appraiser will be required to attend an assignment kick-off meeting within seven (7) days of award to discuss the Statement of Work and assignment scope.
In addition, the appraiser is required to provide weekly status updates either by teleconference or email.
Property Inspection The contracted appraiser must inspect the subject properties and all comparable market data used in the assignment, unless the AVSO review appraiser has approved other conditions in writing. The inspection of the subject properties must be coordinated with the property owner’s representative, the FWS Refuge Manager, and the AVSO review appraiser. The appraiser must notify both the
FWS and AVSO review appraiser within 3 weeks of when the subject property inspection will occur so they have adequate time to make travel arrangements.
Multiple inspections may be required to accommodate scheduling requirements and the Effective Date requirement outlined in this SOW.
Contacting the Property Owner(s): In accordance with the Uniform Act, the owner or the owner’s designated representative must be given an opportunity to accompany the appraiser during the inspection of the property (UASFLA 1.2.6.4).
Highest & Best Use / Larger Parcel Analyses:
Upon completion of the Highest and Best Use and Larger Parcel analyses, the contract appraiser must discuss the conclusions with the review appraiser.
Controversies / Issues This case has high organizational visibility. Conclusions must be market supported. Quantifiable market evidence is required when a sufficient amount of market data is present.
SECTION 5: APPRAISAL REQUIREMENTS AND INSTRUCTIONS
1. If applicable, strict compliance with UASFLA Sections 1.5.2.1, 1.5.2.4, and Appendix E is required.
2. The AVSO Statement of Work, engagement letter, and other assignment instructions must be included in the addenda to the appraisal report. Reference to these documents should be provided in the body of the report.
3. Unsigned and draft reports will not be accepted.
4. The appraisal report should reasonably conform to the sequence and content described in Section 2 of the
UASFLA.
5. If including any proprietary information in the appraisal, the appraiser must gain concurrence from the AVSO review appraiser and deliver the proprietary information in a separate binder.
6. When the appraiser has performed any services regarding the subject property within the prior three years, they must disclose this to the AVSO review appraiser prior to engagement.
7. AVSO is the appraiser's sole client. The appraiser may not communicate assignment results to any party except AVSO, unless authorized to do so in writing by AVSO.
8. If the appraiser discovers material facts which differ from those provided by AVSO or encounters circumstances which prevent the appraiser from developing an unbiased appraisal, the appraiser must contact the AVSO review appraiser for instructions.
9. Any communication with the bureau realty contact or property owner shall include the assigned AVSO review appraiser.
10. Even though communication is encouraged with the property owner and FWS, only the assigned AVSO review appraiser can modify appraisal instructions (in writing).
11. Any communications between AVSO (Client) and the contract appraiser that pertain to the appraisal review
(i.e., review questions, comments, concerns, etc.) are confidential. Disclosure of these communications requires the written approval of the Client.
12. This appraisal assignment will be an engagement between the appraiser and AVSO, the appraiser’s client. The appraiser must address any questions regarding appraisal instructions and/or technical requirements for the appraisal to the AVSO review appraiser. Appraisal assignment contacts are provided as an exhibit in Section 7 of this Statement of Work.
SECTION 6: PERFORMANCE / DELIVERABLE REQUIREMENTS
Appraisal Report Due: Submission of the appraisal report(s) is due within the contracted timeframe.
Target deliver day is 90 days from contract award date, but alternative dates will be considered.
Review & Comments Provided: Target date is less than 20 calendar days after receiving initial appraisal report.
Any subsequent revisions are to be completed within 10 days.
Deliverables: Digital report
Invoice Submission and Payment: 60 days after final appraisal report acceptance by the Government
Closeout: 60 days after final payment
Please note: The final invoice/request for payment is not to be submitted until the AVSO Review Appraiser is in receipt of the final copy of the appraisal report and has notified the Appraiser that the contract is complete.
Any adjustments to the above Deliverable/Task Schedule shall be submitted to the Contracting Officer (CO). The Contracting Officer will approve or reject the request by email.
