SECTION 1 - REQUEST FOR QUOTE (RFQ)
1.1 General
The Department of the Interior (DOI) Interior Business Center (IBC) Acquisition Services Directorate (AQD) is issuing this Request for Quotation (RFQ) 140D0423Q10380 on behalf of the National Park Service (NPS) George Washington Memorial Parkway (GWMP). The NPS GWMP needs to upgrade the outdated HVAC Metasys software at The Arlington House Bunker which is located at 321 Sherman Dr. Fort Myer VA 22211.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are being requested, and a separate, written, solicitation document will not be issued.
This Request for Quote (RFQ) is conducted under the authority of FAR Part 13 Simplified Acquisition Procedures with a North American Industrial Classification System (NAICS) Code: 561210 – Facilities Support Services. The Product or Service Code (PSC) is J041 - Maintenance, Repair, and Rebuilding of Equipment - Refrigeration, Air Conditioning, and Air Circulating Equipment.
The Government reserves the right not to make an award.

The Government anticipates awarding one (1) Firm-Fixed-Price (FFP) purchase order, as a result of this

REQUIREMENTS DOCUMENT
1. BACKGROUND
The National Parks Service is searching for a contractor to upgrade the outdated HVAC Metasys software at The Arlington House Bunker which is located at 321 Sherman Dr. Fort Myer VA 22211. The purpose of this document is to procure and implement the following work. The Metasys software needs to be updated to the latest revision, new ADS (Application and Data Server) ready hardware and monitor and controls labor to perform upgrade on a 410 A York Chiller.
2. INTRODUCTION / SCOPE
A. The goal of this contract is to obtain an efficient, cost-effective repair to upgrade the HVAC system software.
B. Services to be performed under this SOW shall consist of providing all materials, labor, supervision, equipment, tools, and services necessary to perform the upgrade. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under the contract.
C. The term “contractor” is used throughout this document and applies to the offeror selected to perform these services.
D. Contractor shall be licensed in the state of Virginia to provide the services described in this Scope of Work.
3. WORK REQUIREMENTS
A. The Contractor is responsible to provide and install the Metasys system software to latest revision.
B. The contractor is responsible for a new ADS ready hardware and monitor.

C. The contractor is responsible for the Controls labor to perform upgrade.
D. The contractor is responsible for providing a list of all mechanical HVAC components and software that will need to be updated to ensure compatibility for the next (3) three years.
E The contractor is responsible to provide a minimum (5)-year warranty on all software to include labor, diagnostics, etc.
F. The work shall comply with the latest approved revision of the following documents. In the event of discrepancy between the Codes and Specifications, the more stringent criteria shall apply.
• Federal, State and Local Regulations
• 29 CFR 1910 – OSHA General Industry Regulations & Standards
• ASHRAE (American Society of Heating Refrigerating and Air-Conditioning Engineers)
• National Park Service Occupational Safety and Health Program Reference Manual 50B
4. DELIVERY
A. The contractor shall complete all task identified in the scope no longer than 10 business days after notice to proceed is issued. Excluding weekends and Federal Holidays.
B. Work hours are Monday through Friday 6:00 a.m.- 3:30 P.m.

6. SECURITY REQUIREMENTS
A. Contractor will be escorted by the COR or a NPS employee to the Arlington House Bunker where the HVAC unit is located.

SECTION 5 – QUOTATION PREPARATION & SUBMISSION INSTRUCTIONS
The following instructions to quoters are included in lieu of Federal Acquisition Regulation (FAR) provision 52.212-1. All Quoters intending to reply to this request shall respond as follows.
5.1 Quotation Preparation Instructions
Quoters are required to be registered in the SAM website as of the date the quotation is submitted. The SAM website can be accessed via www.sam.gov. The quoter’s SAM registration shall be in active status.
Quotations that do not meet all the requirements specified in this RFQ will not be considered.
The Department of the Interior, Interior Business Center – Acquisition Services Directorate, is issuing this RFQ to solicit HVAC Services for the purpose of entering into a Firm-Fixed Price purchase order.
The following information must be submitted in order to be considered for award:
1. Price Quote (contractor’s format): your price quote shall include the unit price for the item quoted, the extended total and the total delivery order amount.
2. Specifications/Descriptions of all items being submitted (contractor’s format).
3. Provide pricing information to include contractor terms and conditions with any and all discounts taken into consideration. The price quote shall show the discount provided.
4. Include any shipping and/or handling charges that apply.
5. Signed Standard Form (SF) 1449, page 1, block 20.
6. The quote must also contain the following:
a) Tax Identification Number (TIN)
b) Unique Entity Identifier (UEI)
c) Complete Business Mailing Address
d) Contactor Name, phone number, and e-mail Address

i) All potential quoters responding to this RFQ are required to verify 508 compliance for all IT products contained in their quote.
Quoters are cautioned that if the Government deems the terms and conditions to be unacceptable, the quoter may be found ineligible for award. For each non-compliant term and/or condition, the quoter shall identify technical and price impacts to its quote if it is not accepted by the Government.
Your quote may be rejected without further consideration for failure to submit any of the information requested in this RFQ.
The potential quoter is required to be registered in the Systems for Award Management (SAM) website as of the date the quote is submitted, which can be accessed at https://www.sam.gov/portal/SAM/#1.
The registration must be in active status.
5.2 Submission of Questions
Questions shall be submitted no later than 11:00 AM Eastern Time on September 1, 2023.
5.3 Submission of Quotations
Quotations shall be submitted via EMAIL no later than the date and time specified. It is the quoter’s responsibility to ensure/verify that the Government receives its submission on or before this date and time. Quotations received later than this date and time will not be considered.
Assumptions, Conditions, and/or Exceptions Quoters must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this RFQ. If not noted in this section of your quote, it will be assumed that the quoter proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions conditions, or exceptions buried within the quoter’s quote.
Other General Information The Government reserves the right to contact a Quoter regarding their quote including to request additional discounts.
5.4 Quotation Submission Deadline
Quotations shall be submitted NO LATER THAN 1:00 PM Eastern Time on September 6, 2023.

SECTION 6 – EVALUATION FACTORS FOR AWARD
The following evaluation factor information is provided in lieu of the FAR provision 52.212-2:
The source selection method for this requirement will be “Lowest Price Technically Acceptable.”
The Government will evaluate the lowest price quote for technical acceptability on a pass/fail basis. If the lowest price quote is not acceptable, the Government will evaluate the next lowest price quote (and so forth) until a quote has been determined to be acceptable.
The Government will evaluate technical acceptability on a pass or fail basis. To meet the minimum technical acceptability standards, the quotation must:
1) The quotation shall provide a technical quotation meeting all of the requirements identified in the solicitation in order to be deemed technically acceptable.
2) The total price will be evaluated in order to determine if the quoted price is fair and reasonable.
Award will be made to the responsible quoter whose quote is determined to be technically acceptable and quoted the lowest price that is determined fair and reasonable, providing a best value to the Government
The Government intends to make a single award for the requirement. Submission of a quote implies the Contractor agrees to the terms and conditions in this document. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to not issue an award from this RFQ. This is an RFQ only and in no way obligates the Government to award a Purchase Order or to reimburse the Contractor for any costs incurred in preparing the response to this RFQ.

(a) This contract and employees working on this contract will be subject to the whistleblower rights and remedies in the pilot program on Contractor employee whistleblower protections established at 41 U.S.C. 4712 by section 828 of the National Defense Authorization Act for Fiscal Year 2013 (Pub. L. 112-239) and Federal Acquisition Regulation (FAR) 3.908.
(b) The Contractor shall inform its employees in writing, in the predominant language of the workforce, of employee whistleblower rights and protections under 41 U.S.C. 4712, as described in section FAR 3.908.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
