SECTION 1:
I. This is a combined synopisis/soliciation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
II. This action is being processed in accordance with FAR Part 12 and FAR Part 13. The solicitation number is 140D0423Q0774 for a Museum Assistant at the Southern Plains Indian Museum in Anadarko, Oklahoma. This solicitation is issued as a Request for Quote (RFQ). The solicitation will result in the award of a Firm Fixed Price Purchase Order. The Acquisition Services Directorate of the Department of the Interior, on behalf of the Indian Arts and Crafts Board (IACB), is issuing this combined solicitation/synopsis for the purpose of entering into a Purchase Order after receipt and evaluation of quotes.
III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2023-04, dated June 2, 2023.
IV. This requirement is a Total Small Business set-aside. The NAICS code is 561110 – Office Administrative Services, and the size standard is $12.5M.
V. Contract Line-Item Numbers: 00010 – Museum Assistant
VI. Description of the requirements for the services to be acquired: See Statement of Work in Section 2.
VII. The Period of Performance shall be 1,320 hours or approximately 8 months.
VIII. The provision at FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. See Page 42 for the reference.
IX. The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition. See Page 23 for full text of the provision, along with the specific evaluation criteria to be included.

SECTION 2:
Statement of Work
REQUIREMENTS:
The Indian Arts and Crafts Board (IACB)/Southern Plains Indian Museum (SPIM) is located in Anadarko, Oklahoma. The IACB employs one full time staff member at the SPIM who is responsible for handling museum visitors, collections care, changing promotional Indian arts exhibitions, and overseeing the management of two other IACB museums.
The IACB/SPIM has a requirement for (1) one Contractor Provided Full Time Employee, hereinafter referred to as Museum Assistant to work the duties outlined below. The Contractor must be able to provide at least one qualified Museum Assistant to perform the duties at the SPIM from 8:00AM through 5:00 PM – 5 (five) days a week, an 8-hour workday, with one hour break hour for lunch. The total contract is for 1,320 hours or approximately 8 months. The work shall begin upon award of contract and the selected Museum Assistant has a favorable clearance from the required Department of the Interior (DOI) background check.
Upon award of contract the Contractor and selected Museum Assistant shall provide the required material for the background check to the Contracting Officer’s Representative (COR), as outlined in the Background Check section, within 5 days of award of contract so the background check process can begin.
The days of operation will be Monday through Friday. There is no work on Saturday and Sunday or on federal holidays. Federal holidays are June 19, July 4, September 4, October 9, November 10, November 23, December 25, 2023, and January 1, January 17, and February 21, 2024.
SPECIFIC TASKS
Museum Assistance
The Contractor shall provide a Museum Assistant who reports and works in the SPIM located at 801 East Central Blvd., Anadarko, Oklahoma, Monday through Friday, from 8am to 5pm, with one hour for lunch break.
Under the supervision and training of the Curator, the Museum Assistant will perform the following duties:

1. Clean and maintain exhibits, including weekly inspections, monthly cleaning and vacuuming of display areas, replacement of light bulbs, monitoring potentially damaging environmental conditions, rotating objects from display to prolong their lifespan, and updating and installing signage to reflect changes in exhibits.
2. Perform duties related to the museums Integrated Pest Management program. This includes monitoring of insect traps in the museum and cleaning and vacuuming exhibition areas and artifacts.
3. Alleviate the backlog of cataloging and photography of collection items for permanent museum records.
4. Assist in the development and installation of museum exhibits, including contemporary Indian art sales exhibitions at the SPIM and online.
5. Assist the Curator with the development and presentation of educational programs at the SPIM and online.
6. Assist with giving tours and monitoring the front desk.
The Museum Assistant is responsible for reporting any issues or concerns to the on-site museum staff and take any appropriate direction concerning these issues as directed by the staff.
If the Museum Assistant cannot perform the work duties on a particular day, the Contractor and/or Museum Assistant shall notify the on-site contact and the Contracting Officer’s Representative (COR) via email no later than 9am local time. If for some reason email is not available a call should be made and voice message left with the on-site contact and the COR no later than 9am local time.
If the museum has an unscheduled closure on a workday the Museum Curator will contact the Contractor and Museum Assistant to inform them as soon as they become aware of the closure (closure could be due to lack of museum staff, no power or other issues effecting the operation of the museum).
Minimum Qualifications
The Museum Assistant selected to work at the museum must demonstrate one year of previous work, including volunteer work, in a museum or similar facility on their resume. Similar facilities could include art galleries, libraries, visitor centers, or historic homes. Relevant experience could include but is not limited to working with historic artifacts, working with contemporary artists, photographing artwork, developing and presenting educational programs for the public, conducting guided tours of cultural attractions, etc.
Employee Timesheets
Monthly Timesheet for Contractor Employees
Daily Timesheets of the contractor’s Museum Assistant working hours for each month shall be submitted with the month end invoice. Timesheets are required to be signed by the Museum Assistant and Contractor supervisor. Timesheets can be in contractor format.
The timesheets shall be emailed to the COR at the end of the month.

COVID
All Contractors must follow DOI policies with regards to face masks and social distancing.
Background Checks
The selected candidate for the Museum Assistant will undergo a basic background check performed by DOI. Upon award of contract, within five (5) business days, the Contractor will provide the IACB/SPIM COR the following material of the selected Museum Assistant so the background check can get started -
• The selected applicant completes an OF-306
• A current copy of the applicant’s resume
• The applicant must complete a Credit Release form (a link will be provided for the form)
• The Contractor will provide an E-Verify print out from USCIS DHS
The selected Museum Assistant will need to follow additional instructions provided by the DOI Security Team and do so within the timeframe they are given by the DOI Security Team.
If the selected Museum Assistant fails to clear the DOI clearance the contractor will provide a new applicant resume within 10 business days.
Government Furnished Equipment
A laptop will be provided to the Contractor employee.
Contractor Requirements
In order to be considered for contract award, prospective Contractors must demonstrate that they possess the necessary requirements and skills to perform.
KEY PERSONNEL
The Contractor shall submit resumes for the key personnel listed below; the contractor shall also provide the necessary certifications/ credentials for the contractor personnel identified below:
- SPIM Museum Assistant
If the personnel proposed in the key position are replaced, the resume of their successor shall be submitted to the Contracting Officer (CO) and COR for evaluation. The Government retains the sole right to reject a proposed a key person based upon its assessment of the key person’s capabilities. In the event of a rejection the contractor shall provide the Government with a resume for a different candidate for evaluation.

CUSTOM CLAUSE # 1 - NOTICES TO THE GOVERNMENT OF DELAYS OR NON-COMPLIANCE
WITH DELIVERY SCHEDULES
The Contractor must immediately notify the Contracting Officer or designated representative when delays exceeding 1-business day are expected, and in the following cases:
1. When the Contractor anticipates difficulty in complying with the purchase order delivery schedule or date, and
2. When the Contractor has knowledge that any actual or potential situation is delaying, or threatens to delay, the timely performance of this purchase order.
In cases of delays that are under 1 business day and/or in cases when the Contractor is unable to comply with the delivery schedule, the Contractor must immediately notify the Contracting Officer or designated representative by phone. These notifications shall be informational in character and this provision shall not be construed as a waiver by the Government of any delivery schedule or of any rights or remedies provided by law or under this purchase order.
The Contractor will not be liable for failure to perform services where such failure is caused, directly or indirectly, by: (i) a strike, (ii) an act of God, or (iii) circumstances beyond the control of the Contractor.

Electronic Invoicing and Payment Requirements – Internet Payment Platform (IPP) (Apr 2013)

Processing Platform System (IPP). Monthly invoicing is allowed.
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice.
INVOICE CONTENTS:
Invoices must include, as a minimum, the following information:
1. CLIN/Item number of deliverable
2. Description of deliverable
3. Price of deliverable
4. Quantity of deliverable
5. Date deliverable was provided to the Government for inspection
6. Serial number/part number if applicable
7. Other Direct Costs (ODCs) incurred (including supporting documentation/receipts of all other charges) for the current billing period and cumulative to date
The contractor is responsible for ensuring invoices submitted are accurate and complete, and all labor, travel and other direct costs are in accordance with federal guidelines, the FTR and other Government mandates and directives.
Additional supporting documentation MAY BE REQUESTED at the discretion of the COR or CO.
PAYMENT:
a. Payments under this order will be due 30 calendar days after the date of actual receipt of proper invoice in the office designated to receive the original invoice or final acceptance of the goods or services, whichever is later.
b. The date of the check issued in payment or the date of payment by wire transfer through the Treasury Financial Communications System shall be considered to be the day payment is made.
Final Invoice:
Within sixty calendar days of product acceptance and/or completion of services:
a. The contractor shall submit a final invoice, designated as such by a clear statement of “FINAL
INVOICE” on the face of the invoice document.
b. The contractor shall provide a certificate of completion which certifies all goods and service have been provided as required by this task order.
c. The contractor shall provide a release of claims against the government for any further payment under this task order.
The sixty-calendar day submission timeframe shall not be extended without written authorization from the

Contracting Officer. In the event items a, b, or c above are not submitted within the authorized timeframe, the contracting officer will make final cost determinations in order to make final payment and close out the contract unilaterally.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3
- 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
(i) 52.203-13, Contractor Code of Business Ethics and Conduct (NOV 2021) ( 41 U.S.C. 3509).
(ii) 52.203-19, Prohibition on Requiring Certain Internal Confidentiality Agreements or Statements (Jan 2017) (section 743 of Division E, Title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. If the subcontract (except subcontracts to small business concerns) exceeds the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
