The Department of the Interior (DOI)/Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Appraisal & Valuation Services Office (AVSO) is issuing a request for quotation for an appraisal report. Agency Case ID: 00210449, AVIS Number: F230088, Case Name: Willamette Valley Conservation Area, Tract #11, located in the Willamette Conservation Area, Polk County, Oregon.

This Request for Quote (RFQ) is issued in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services and FAR Part 13 - Simplified Acquisition Procedures.

TECHNICAL QUALIFICATION FOR REQUIREMENT
FACTOR 1 – STATE CERTIFICATION
1. State Certification The appraiser must hold a current certified general appraiser license from the State of Oregon, as demonstrated by a copy of their State Licensing Certificate.
FACTOR 2-TECHNICAL ABILITY
a. Experience for Assignment: Both geographical competency and technical competency will be considered. The contractor shall provide a standard Appraiser's Statement of Qualifications and a signed proposal letter that describes and attests to the following:
i. Identify experience appraising comparable agricultural properties in Oregon and specifically properties encumbered by conservation easements, as well as properties within the area relative to the subject property.
ii. Identify years of appraisal experience as a Certified General Appraiser, professional affiliations, and designations.
iii. Provide a summary of experience appraising lands for federal sale or acquisition under both
USPAP and UASFLA guidelines. The appraiser must have prepared UASFLA- compliant appraisal reports reviewed and approved for federal agency use within the preceding five years, or submit an appraisal work product for AVSO examination.
iv. State whether a UASFLA 2016 (6th Edition) course or seminar has been completed within the past five years.
v. A designation from a recognized professional appraisal organization will be considered but is not required. If applicable, please submit a copy of the relevant documentation.
b. Qualifications of Associate Appraisers: Any associates expected to contribute to the appraisal must be identified in the proposal. A statement of qualifications and copy of license or permit must be provided for each individual. Those qualifications will be considered in the evaluation of proposals, with emphasis on professional designations and license, years of appraisal experience, and the extent of education applicable to the appraisal of this property type. An expanded description of these qualifications for any key associates is recommended and may be included in the proposal. No other associates may work on the project without prior written authorization from the AVSO Review Appraiser. The appraisal report must detail specific contribution(s) of all individuals, other than the signer(s). If the contractor does not list anyone else as providing assistance, it is expected that the proposal is with the contractor completing 100 percent of the research, analysis and writing.
c. Sub-contracting of this assignment is not permissible.
FACTOR 3 – PAST PERFORMANCE
Submit a list of UASFLA-compliant appraisal reports prepared in the last five (5) years that were reviewed and approved for federal agency use. Include property type, general location, agency, contact information, etc. Consideration will be given to whether the prior performance of the appraiser included corrective reviews, report rejections, and/or significant corrections in appraisals prepared for the government over the past three years.
FACTOR 4 – DELIVERY/INSPECTION DATE
The quoter must indicate the target date or timeframe for delivery of the initial appraisal report to the AVSO Review Appraiser. Early delivery is preferable (90 days or less).
FACTOR 5 – PRICE QUOTE
a. The Quoter must provide a firm-fixed price quote with any and all discounts applied for all the work to complete the assignment described in the Statement of Work (SOW).
b. The quote should include a separate line item for subcontractor’s (timber expert’s) services, if necessary.
c. The appraisal fee shall be commensurate with the location and complexity of the assignment.
d. The appraisal contract may or may not be awarded to the lowest bidder.
e. Price quotes will be evaluated for completeness and reasonableness.

EVALUATION OF QUOTATIONS
52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Purchase Order will be made on a Best Value/Trade Off basis.
The following factors shall be used to evaluate offers: Technical, Past Performance, and Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SECTION 2: SUBJECT OF THE APPRAISAL
Description of the Proposed Acquisition: The U.S. Fish and Wildlife Service proposes to acquire about 160 acres located at 5560 Zena Road, around seven miles northwest of Salem, within the Eola Hills in northeastern Polk County. The property includes two non-contiguous tracts consisting of the “Farm Property” and the “Spring Parcel.” The farm portion includes about 159 acres and is bisected by Spring Valley Creek. This portion of the property includes varied terrain with approximately 46.7 acres of forestland, six acres within vineyard, and five acres within residential areas. The balance of the site is within hay production and pasture use, riparian areas, and roadways. The “Spring Parcel” includes about 0.13 acres and is situated roughly ½ mile southwest of the farm property.
Improvements of the property include a single-family dwelling built in 2007, plus a detached garage and outbuildings including a feeder barn, a machine shed, and a loft barn. Domestic water is provided by a spring situated on the “Spring Parcel,” which is located about ½ mile southwest of the “Farm Property.”
The property is encumbered by a conservation easement intended to protect the natural resources including wildlife habitat and high priority ecological systems, but allowing residential, agricultural, and sustainable forest use of the property.
The 46.7 acres of forestland have merchantable and/or premerchantable standing timber. According to the Management Plan for the property, the forested areas include about 20.5 acres in the northwest portion of the property and about 26.2 acres in the southeast. A timber cruise performed in 2007 indicated the timber volume on the property was 436 thousand board feet (mbf), of which 365 mbf (84%) was in Douglas-fir. Most of the remainder was in Oregon white oak. The easement restricts timber harvest on the property to thinnings that do not exceed growth. On a five-year re-entry schedule the allowable harvest equates to 40 mbf Douglas-fir and 5 mbf hardwoods. Oregon Department of Forestry records suggest the property has not been logged since at least 2017.
Legal Description of Proposed Acquisition: The proposed acquisition is situated within Sections 26 and 34, Township 6
South, Range 4 West, Willamette Meridian, in Polk County, Oregon. A complete legal description will be provided to the appraiser following contract award.
Property Rights Appraised: Fee simple estate, subject to reservations and encumbrances of record.
Access: Physical and legal access to the property are provided by Zena Road.
Water Rights Domestic water is provided by a spring situated on the “Spring Parcel” (tax lot 501, Section 34, Township 6S, Range 4W, WM). The Oregon Water Resources Department indicates there are no water rights appurtenant to the property.
According to the District 22 Watermaster, the spring likely qualifies as a dug well, and domestic use not exceeding 15,000 gallons per day is exempt from the requirement to obtain a permit. This information must be thoroughly researched and analyzed by the appraiser, including market reaction thereto.
SECTION 3: APPRAISAL PROBLEM IDENTIFICATION

Intended Use: To assist the client agency in its determination of the amount to be paid as just compensation for the property rights acquired or conveyed.1
Type of Value: Market Value
Definition of Market Value: Market value is the amount in cash, or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property.2
Effective Date: The latter of:

SECTION 4: ASSIGNMENT CONDITIONS
Applicable Standards: USPAP 2020-2021

Extraordinary Assumptions: None.
If the appraiser determines that any extraordinary assumption is required, he/she must contact the AVSO Review Appraiser.
Legal Instructions: None.
Hypothetical Conditions: None.
If the appraiser determines that any hypothetical conditions are required, he/she must contact the AVSO Review Appraiser to request legal instruction.
Jurisdictional Exceptions: A jurisdictional exception to USPAP Standards Rule 1-2(c) is required for appraisals for federal acquisitions—i.e., appraisals applying the federal definition of market value—to ensure the opinion of value can be used as a reliable measure of just compensation under the Fifth Amendment to the U.S.
Constitution. Therefore, the appraiser must include the following statement:
• The appraisal was developed and the appraisal report prepared in conformance with the Appraisal Standards Board’s Uniform Standards of Professional Appraisal Practice and complies with USPAP’s Jurisdictional Exception Rule when invoked by Section 1.2. 7.2 of the Uniform Appraisal Standards for Federal Land Acquisitions.
Pre-Work Meeting: A pre-work meeting, scheduled by the Review Appraiser at a mutually acceptable time and place, must precede the appraiser’s scope of work determination.
This meeting should include the agency, the private property owner, and/or other stakeholders, to provide transparency with respect to the process, to exchange vital information, and to assign tasks as necessary.
Property Inspection: In compliance with applicable standards.
The appraiser will schedule the property inspection as soon as practicable, providing the review appraiser adequate notice of the date of the inspection to allow the review appraiser to attend the inspection.
Contacting Landowners: Under the Uniform Act, the owner or the owner’s designated representative must be given an opportunity to accompany the acquiring agency’s appraiser during the appraiser’s inspection of the property (UASFLA 1.2.6.4).
Larger Parcel: The appraiser must make a larger parcel determination in every appraisal developed under these Standards (UASFLA 1.4.6 at page 24).
Special Instructions: The appraiser must consider, as part of their bid, hiring a timber expert (if necessary) as a subcontractor to complete consultation and/or timber valuation as part of this assignment. The bid should include a breakdown of the fee with the subcontractor’s fee as a separate line item.
SECTION 5: ADDITIONAL ASSIGNMENT CONDITIONS
1. The AVSO Statement of Work (SOW), and other assignment instructions must be included in the addenda to the appraisal report.
2. The appraisal development must substantially conform to the process described in Section 1 of the Uniform Appraisal Standards for Federal Land Acquisitions 6th Edition.
3. The appraisal report should substantially conform to the sequence and content described in Section 2 of the Uniform Appraisal Standards for Federal Land Acquisitions 6th Edition.
4. The appraisal should include color photographs of all comparable sales from a terrestrial point of view, unless granted a waiver by the AVSO Review Appraiser in writing to use aerial photographs or satellite imagery, in which case the appraiser should cite the source and date of the aerial photographs.
5. All comparable sales must be confirmed by the buyer, seller, broker, or other person having knowledge of the price, terms, and conditions of sale.2F3 The appraisal should include contact information for the party or parties relied upon to verify each sale (i.e. telephone number, email, etc.), along with maps clearly showing the location of the subject relative to the comparable property. It is important that the locations of the comparable sales and the subject property are shown on the same map so that a reader of the report who may not be familiar with the area can understand the relative proximity of the properties and locate them in the field.3F4
6. The appraisal report will be reviewed for compliance with the Uniform Standards of Professional Appraisal Practice, the Uniform Appraisal Standards for Federal Land Acquisitions 6th Edition, and the terms of this Statement of Work. The appraiser must provide explanation, clarification, and/or modification, for any inadequacies identified by the review appraiser, before AVSO will accept an appraisal report.
7. While the public is not an intended user of the appraisal report, the Freedom of Information Act (FOIA) and Agency policy may result in the release of all or part of the appraisal report to others.
8. If the appraiser encounters any intractable questions of fact, law, or appraisal methodology requiring resolution, the appraiser must contact the Review Appraiser for direction.
SECTION 6: PERFORMANCE/DELIVERABLE REQUIREMENTS
Appraisal Consultation: Before determining an opinion of value, the appraiser must reach concurrence with the Review Appraiser regarding the Highest and Best Use and Larger Parcel determinations. The property also includes merchantable and/or premerchantable timber. The timber value methodology should be discussed with the review appraiser in advance.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed quote, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
