This Request for Quote (RFQ) is issued in accordance with FAR Part 12 - Acquisition of Commercial Products and Commercial Services and FAR Part 13 - Simplified Acquisition Procedures.

As a FFP requirement, the pricing within an offeror’s quotation shall reflect the cost to perform the assignment to include but not limited to any travel, fees, Government discounts granted.

TECHNICAL QUALIFICATION FOR REQUIREMENT
The quotation shall include the following technical, past performance and price information:
1. State Certification
a. State Certification: The contractor must hold a current Certified General Appraiser license in the State of Alaska or have the ability to obtain a temporary practice permit from the State of Alaska. Please acknowledge the certification status in your proposal (it will be confirmed on government websites). If the appraiser is licensed in another state and applying for a license in the subject jurisdiction, he/she must provide a reference to the state and certification status.
2. Technical Acceptability
a. Experience for Assignment: Both geographical competency and technical competency will be considered. The contractor shall provide a standard Appraiser's Statement of Qualifications and a signed proposal letter that describes and attests to the following:
i. The appraiser is required to provide verifiable evidence of general and technical appraisal experience within his/her statement of qualifications, a resume, and/or curriculum vitae. Please identify experience appraising similar property as well as recent experience working with the federal government regarding acquisitions, dispositions, and commercial services.
ii. The appraiser’s resume or statement of qualifications should show geographical competency. If the appraiser has experience with these property characteristics, but not in the market local to the subject property, then they must so-state this fact and demonstrate his/her experience in other areas as well as the actions proposed that will allow them to complete the assignment competently.
iii. A designation from a recognized professional appraisal organization will be considered but is not required. If the appraiser is a member of a professional organization, this should be identified in the statement of qualifications or resume with the name of the organization, and the level, type, or category of such membership.
iv. The appraiser must provide a certificate of completion for the UASFLA course.
b. Qualifications of Associate Appraisers: The qualifications of any identified associate who may also be signing the appraisal report must be included with the offer. No other associates may work on the project without prior written authorization from the AVSO Review Appraiser. The appraisal report must detail the specific contribution(s) of all individuals, other than the signer(s) of the appraisal. If the contractor does not list anyone else as providing assistance, it is expected that the proposal is submitted as though the individual contractor is doing 100 percent of the research, verifications, property inspections, valuation analyses and appraisal writing. Sub-contracting of this assignment is not permissible.
3. Past Performance
a. Submit a list of similar USPAP/UASFLA, projects that you have performed in the last five (5) years. Include property type, general location, agency, contact information, etc. Verifiable UASFLA experience in the past five years is required.
b. Provide comparable sale write up sheets for two property types that demonstrate typical reporting levels for you work. Recall that these appraisals are required to conform to UASFLA.
c. If you have not previously contracted with AVSO within the past 5 years, please provide one reference (name, position, origination, contact information) who can verify your experience.
4. Delivery / Inspection Date
The date of value, being the last field inspection of the subject property, must be within 30 calendar days of delivery of the appraisal report. The initial submission of the appraisal report is due within the contracted timeframe. Target for completion of the assignment is 90 days from contract award date but alternative dates up to 120 days will be considered.
5. Price Quote
a. The appraiser must provide a firm-fixed price quote that includes both of the referenced cases with any and all discounts applied for all the work to complete the assignment described in the Statement of Work
(SOW).
b. Price quotes will be evaluated for completeness and reasonableness.
EVALUATION OF QUOTATIONS:
52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)
a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award of this Contract will be made on a Best Value/Trade Off basis. The following factors shall be used to evaluate offers: Technical, Past Performance, and Price.
Technical and past performance, when combined, are more important than cost or price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Further past performance determinations in federal contracting shall be made through a review of relevant information listed within the System of Award Management (SAM) and the Contractor Performance Assessment Reporting System (CPARS).

This Statement of Work (SOW) is a guide to the appraiser to help identify the appraisal problem.
It is not intended to limit the scope of appraisal investigations or bias the independent judgment or value opinions of the appraiser.
The selected appraiser must independently verify all information provided in this Statement of Work for reliability and subsequent to use in the appraisal.
SECTION 1 – Subject Identification & General Information

Intended Users The appraisal report will be used by NPS on behalf of the United States of America.
Intended Use The appraisal report will be used as a basis for negotiating the acquisition of the identified property under the Uniform Act. It is not intended for any other use.
Property Description
The subject property consists of one parcel containing 3.84 acres, which is located in the neighborhood of Port Alsworth in the Lake and Peninsula Borough, approximately 160 miles southwest of Anchorage, Alaska. The property is triangular in shape with the north side fronting Lake Clark. The topography appears to be level to gently sloping up from the lakeshore and the vegetation is forest. The land is a privately owned parcel and is not improved.
The property has reportedly not been sold within the past 10 years. Based on information provided by NPS, the owner is listing their 3-acre lakefront lots for $225,000; the corporation told NPS that they are therefore asking $288,000 for this parcel.

Legal Description
The land referred to in this Report is situated in the State of Alaska and is described as follows.
The property is located in Section 3, Township 1 North, Range 29 West, Seward Baseline and Meridian.
Property Interest
Fee Simple Surface Rights: Absolute ownership unencumbered by any other interest or estate, subject only to the limitations imposed by the governmental powers of taxation, eminent domain, police power, and escheat. Excluding subsurface rights noted in Exception 4 along with other exceptions indicated in the preliminary title report and reservations, if any, by the property owner. See Outstanding Rights section below.
The appraiser must immediately notify the AVSO review appraiser of any indications of rights contrary to those described. This may result in amended instructions.
Outstanding Rights
A preliminary title report or equivalent for Federal lands will be provided as an Exhibit. Any recorded or unrecorded documents, conditions, agreements, easements and/or encumbrances discovered must be identified and discussed in the appraisal report in relation to their impact on value. The preliminary title report indicates the following encumbrances on title:
Additionally, NPS reported the following:
A 50-foot road easement for the United States of America, extending to the Mean High Water Line of the shore of Lake Clark and abutting the lot lines of Lots 1 and 2, USS 3418. [See Vesting Deed Exhibit for further details]
Subject to the Settlement Agreement between Tanalian, Inc and the National Park Service, recorded at 2012-000032-0, records of the Iliamna Recording District, which includes the following subdivision and use restrictions:
‘No land shall be subdivided, sold, leased, transferred, or otherwise disposed of in less than three acre lots or parcels with an density of not greater than one single family dwelling and one trade or business operation, or both, per three acres. Grantee covenants not to convey any of the land conveyed by the conveyance document which do not contain the same covenants, and that Grantee and its successors and assigns, will not hereafter sell, transfer, lease, or convey any of said lands except by conveyance document which shall contain the same covenants; it being the intention of the parties that said covenants shall be uniform and shall be binding on all the lands and shall attach to and run with the land. These covenants shall survive the delivery of the conveyance documents. The provisions hereof shall inhere to the benefit of and bind the parties hereto and their respective legal representatives, successors, and assigns, and is enforceable by the
United States, its assigns and successors and any subsequent owners of the land.’”
The appraiser must investigate for and promptly report additional or inaccurate encumbrances on the property to AVSO review appraiser. Further, the appraiser must discuss each of the listed encumbrances and note whether their existence influences the value of the subject property. A simple paragraph stating that the appraiser has reviewed the noted exceptions to title and that they have no measurable effect on value is not sufficient.

Property Access
The property is reported to have both physical and legal access from Bly Way or from the lake frontage. In conjunction with this assignment, the contract appraiser must research the status of the subject’s access.
Larger Parcel
The Agency request covers 3.84 acres in one parcel. It appears that the owner has additional property in the subject vicinity. A determination on larger parcel(s) is an essential component to this assignment.
The appraiser must conduct all research necessary for a well-supported larger parcel conclusion presented in the appraisal that is consistent with the Uniform Act PL 91-646 and UASFLA, 6th Edition (2016) Sections UASFLA 1.2.7.3.1, 1.4.3-1.4.7, 2.3.3.1, & 4.3.
The appraiser must make the determination of the larger parcel(s) independent of the review appraiser and notify the review appraiser of his/her reasoning and concept of the larger parcel as soon as possible following his inspection of the property and prior to completion of the appraisal.
Communications between the review appraiser and the appraiser are essential since the appraiser’s larger parcel conclusion may require a modification of the appraisal assignment. Thus, following the completion of the appraisals highest and best use and larger parcel analysis, the contract appraiser must contact the review appraiser to discuss the appraiser’s highest and best use and larger parcel conclusions when they are finalized.

The subject is vacant land, and it is not leased.

Market Value
The amount in cash or on terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of value, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither acting under any compulsion to buy or sell, giving due consideration to all available economic uses of the property. [Uniform Appraisal Standards for Federal Land Acquisitions, 6th edition, 1.2.4.]
Date of Value
The date of value is the date of the last property inspection, which must be no later than 30 calendar days prior to the submission of the completed appraisal report, unless the AVSO review appraiser approves in advance other conditions in writing.
Extraordinary Assumptions
None. If the appraiser determines that extraordinary assumptions are necessary for the completion of the assignment, he/she must contact the AVSO review appraiser for prior written approval.
Hypothetical Conditions
A hypothetical condition that a leach field encroachment does not exist at the date of value has been approved as follows:
The appraiser is to assume that the leach field, as depicted on the attached exhibit, does not exist, and that any impacts from it to Lot 1, Block 5, similarly do not exist. These possible impacts include the loss of a usable building site on or near the leach field, any contamination from the leach field, any impacts to drainage, and any impacts to the construction of a road on the easement that overlays the leach field. In short, any possible direct or indirect impact from the leach field is to be assumed not to exist. The property is otherwise vacant.
A copy of the Hypothetical Condition Memo is included as an exhibit attachment to this SOW.
No other hypothetical conditions are identified. If the appraiser determines that additional hypothetical conditions are necessary, he/she must contact the AVSO review appraiser for prior written approval.
Jurisdictional Exceptions
The appraiser may use a jurisdictional exception for the USPAP requirement of an exposure period estimate that is in conflict with UASFLA. If the appraiser decides to invoke any other jurisdictional exceptions, he/she must contact the AVSO review appraiser in advance to obtain prior written approval.
Placement in Report
The appraiser must clearly identify all extraordinary assumptions, hypothetical conditions, and jurisdictional exceptions wherever the final value conclusion is stated, including the Letter of Transmittal and the Summary of Salient Facts. These must also be communicated with any General Assumptions and Limiting Conditions.
Property Inspection The appraiser must inspect the subject property and all of the market properties used in direct comparison, unless the AVSO review appraiser has approved other conditions in writing.
For appraisals with an intended use of acquisition or exchange, the appraiser must certify in the report that he/she extended an offer to the property owner (or the owner’s representative) to accompany him/her during the property inspection. [Uniform Relocation Assistance & Real Property Acquisition Policies Act of 1970 (PL 91-646) as amended and the Uniform Appraisal Standards for Federal Land Acquisitions, 6th Ed. (Section 2.3.1.4, pages 58)]
Permission to enter upon and appraise the property has been granted. The permission document will be provided to the contract appraiser upon award. NPS has offered a boat for use with inspecting the properties. This should be organized with the NPS contact listed in the Contact Information document provided as an exhibit.
You must notify in advance both the NPS realty specialist and AVSO review appraiser when the property inspection will occur. Also, access to the property must be coordinated with local park personnel who will accompany the contract appraiser on the inspection. The contact information for the local park personnel will be provided to the contract appraiser upon award.
Pre-Work Meeting
The appraiser will be required to attend a pre-work meeting (either on-site during the inspection or via telephone) with the assigned AVSO review appraiser, the agency realty specialist and/or other agency representative, and other interested parties. The AVSO review appraiser will coordinate the date, time & place of the meeting.
Controversies/Issues
Should appraiser identify controversies or issues during the course of assignment, he/she must immediately notify the AVSO Review Appraiser identified in this Statement of Work.
1. As noted in the Hypothetical Condition section of this SOW, there is an encroachment on the property. It consists of a septic leach field extending from the NPS lands adjacent to the west. The encroachment is not to be considered in the appraisal per the Hypothetical Condition that has been approved specifically for this issue.
The map of the encroachment is included in the addenda items. An additional map of the area is included on Page 4 of the Tanalian Shores No. 4 Plat Map. However, this map identifies a Lift Station and Misc. Septic items which are reported to not exist on the site. While any of the encroachment items are to be excluded from the appraisal, per the Hypothetical Condition, this note is included in the SOW as notice that these are reported to be map errors.
2. A copy of the 1990 settlement agreement, recorded in 2012, is included in the addenda to this SOW. At that time there was some potential that the area would be encumbered with a conservation easement; however, the conservation easement was not acquired. This note is included in the SOW as notice that the easement terms are not relevant to the current appraisal assignment.
3. Upon determination of both Highest and Best Use and Larger Parcel(s), and prior to valuation, please consult with the Review Appraiser to discuss property conditions.

Special Appraisal Instructions
1. Even though communication is encouraged with the property owner and the client agency, only the assigned AVSO review appraiser can modify appraisal instructions (in writing).
2. The appraiser may not communicate assignment results to any party except AVSO until authorized to do so in writing by AVSO.
3. Any communication (verbal or written) with the agency realty contact shall include the assigned AVSO review appraiser.
4. As noted, there is no vehicular access to the subject. This needs to be researched by the appraiser and considered in the appraisal. Once the appraiser has reached a conclusion, the contract appraiser must reach out to the review appraiser to report the findings as this might change the scope of work contemplated by the review appraiser when preparing this document.
5. Given the uncertainties associated with the subject’s larger parcel, the contract appraiser must also contact the review appraiser to discuss the appraiser’s highest and best use and larger parcel analyses/conclusions when they are finalized.
General Appraisal Requirements & Instructions
1. The appraiser must hold a valid license as a Certified General Appraiser for the jurisdiction in which the subject property is located. (Valid credentials include those obtained directly from the jurisdiction, those issued under a reciprocity agreement, and/or those characterized as “temporary” under the jurisdiction’s licensing and certification statutes.)
2. The AVSO Statement of Work, other assignment instructions and engagement letter must be included within the addenda to the appraisal report.
3. All appraisals complying with UASFLA must conform to the sequence and content outlined in UASFLA, Appendix A, B, C and D).
4. UASFLA (Page 56) states that a report prepared in accordance with UASFLA Sections 2.3, 2.4, and 2.5 is consistent with and/or exceed the requirements for an appraisal report under Standard 2 of USPAP.
5. The appraiser must appraise the subject property in its “as is” condition unless authorized in writing by the AVSO review appraiser to do otherwise.
6. Color photographs and maps of comparable properties shall be included in the appraisal report. AVSO will accept aerial photographs for comparable properties, unless the aerial photographs do not accurately represent the property as of the date of inspection. The appraiser must photograph any unusual property features from the ground.
7. The appraisal report will be reviewed for compliance with the terms of this Statement of Work (including all cited standards). Any findings of inadequacy will require clarification and/or correction.
8. The appraiser shall consider the appraisal report and all DOI internal documents furnished to the appraiser to be confidential. Refer all requests for information concerning the appraisal to the AVSO review appraiser.
9. AVSO will not normally accept custody of confidential information. Should appraiser find it necessary to rely on confidential information, he/she will contact the AVSO review appraiser for instructions. The review appraiser will view the information and provide further instruction to the appraiser regarding handling and storage of the confidential information.
10. While the public is not an intended user of the appraisal report, the Freedom of Information Act (FOIA) and agency policy may result in the release of all or part of the appraisal report to others.
11. If including any proprietary information in the appraisal, appraiser must gain concurrence from AVSO review appraiser and deliver the proprietary information in a separate binder.
12. When the appraiser has performed any services regarding the subject property within the three prior years, he/she must disclose this in the bid proposal.
SECTION 3 – Performance & Submission Requirements
The appraiser must address any questions regarding appraisal instructions and/or technical requirements for the appraisal to the assigned AVSO review appraiser.
The target date is 90 calendar days from the date of award to deliver the initial appraisal report to the AVSO for review. If the appraiser cannot deliver the report within the requested timeline, they may provide an alternative date but under no circumstances shall that date exceed 120 days from the award date.

Initial review comments are due to the appraiser within 20 days after the preliminary appraisal has been received. Any corrections/revisions must be completed and returned to the review appraiser within 10 business days. The total appraisal timeline should not exceed 120 days.
Final Appraisal Report The appraiser will provide a final, electronic copy (PDF) to the review appraiser upon final approval of the appraisal.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
