2-2.1 DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Potential contractors are required to submit priced quotes to Government officials for the purposes of acquiring services from the Contractor. Only one award will be made as a result of this RFQ. The Government intends to evaluate responses and award an Firm-fixed-price Stand-alone Award without contacting vendors. However, the Government reserves the right to contact one or more vendors if later determined by the Contracting Officer to be necessary.

4-2.3 52.212-2 Evaluation - Commercial Items (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

A. Adherence to the minimum salient characteristics, B. Delivery C. Price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer , shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212-2 - Evaluation Criteria

Contract award shall be made to the responsible vendor whose response, in conforming to this Simplified Acquisition, provides the overall best value to the Government, price and other factors considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a fair and reasonable price. In the event quotes are evaluated as technically equal in quality, price will become a major consideration in selecting the successful vendor.
