This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY

SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION

WILL NOT BE ISSUED.

The US Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), is issuing this solicitation, Number 140D0420Q0599 as a Request for Quote (RFQ) on behalf of the Office of the Special Trustee for American Indians (OST) as an unrestricted requirement to procure telephone and fax services for OST’s Headquarters West Office in Albuquerque, NM as defined in the SECTION 2 -STATEMENT OF WORK

(SOW).

CONTRACT TYPE: The resultant award shall be a Firm-Fixed-Price (FFP) Order.

This acquisition is being issued under the full and open competition procedures of FAR Subpart

6.1. The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS 517311 - Wired Telecommunications Carriers. The Product Service Code for this procurement is D304 – IT and Telecom – Telecommunications and Transmission.

LOCATION: OST Headquarters West, 4400 Masthead St. NE, Albuquerque, NM 87109

RFQ QUESTIONS: Vendors shall submit all technical questions or request additional information concerning this solicitation via email to the Contracting Officer Denise Lopez at denise_lopez@ibc.doi.gov and Contract Specialist Gloria Crayton at gloria_cratyon@ibc.doi.gov, on or before 10:00 am Eastern Time (ET), September 2, 2020.

Questions shall be emailed with the email subject indicating RFQ No. 140D0420Q0599 and subject title “OST Telephone and Fax Services”. (TELEPHONIC QUESTIONS OR

REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED.)

Should any request for information or questions be received after the date stated above, the Government reserves the right not to provide an answer. If, however, in the Government’s opinion, the request for information, or question, cites an issue of significant importance, the Government may provide written responses to all potential vendors. Questions and comments will not be protected by the Government, as proprietary.

The AQD will answer questions which may affect offers in an amendment to the solicitation.

The Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors. The contractor or source of the question will not be referenced when issuing an amendment to the solicitation.

During the period of performance, OST may increase the number of telephone lines by 10 lines.

While the addition of the 10 lines is within scope of the contract, a contract modification will be utilized to memorialize the additional lines.

SECTION 2 -STATEMENT OF WORK (SOW)

STATEMENT OF WORK

Office of the Special Trustee for American Indians (OST) Telephone and Fax Service

BACKGROUND

The mission of OST is to perform the Department of the Interior’s (DOI) fiduciary trust responsibilities to American Indian Tribes, individual Indians and Alaskan Natives by incorporating a beneficiary focus and beneficiary participation, while also providing effective, competent stewardship and management of trust assets. Indian trust assets, including Individual Indian Monies (IIM) and Tribal Trust Funds, are primarily managed under the delegated authority of OST and the Bureau of Indian Affairs (BIA).

The DOI’s Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division V, Branch II, on behalf of OST has a requirement for commercial business telephone lines and fax services.

SCOPE OF WORK

The OST Headquarters West Office at 4400 Masthead St. NE in Albuquerque, NM, requires the procurement of business telephone lines and fax services in performance of its mission with Native American Tribes. OST requires continued telephone service, as currently provided by CenturyLink.

OBJECTIVE

To provide T1 1.544 Mbps and T3 44.736 Mbps telephone/fax connection for telephone numbers: (505) 821-2235; (505) 797-0006; (505) 821-3174; (505) 821-3175; (505) 821-3176;

(505) 821-2234; (505) 821-6778; (505) 857-0979; (505) 797-3515; (505) 797-2437; (505) 821- 2409; (505) 822-8421 and (505) 822-8425.

REQUIREMENTS/DELIVERABLES

The phones services to be provided will consist of seven (7) Priority T1 hubs, one (1) T3 hub, two (2) trunks with 800 DIDs for the T1s, and 18 business phone lines.

During the period of performance, OST may increase the number of telephone lines up to a total of 10 lines. The contractor must also demonstrate experience in T1 and T3 telephone lines and DIDs Ranges; Analog lines and PRI Video Conferencing.

OST requires continued telephone service, as currently provided by CenturyLink. It is essential that the existing service transfers from the CenturyLink contract with no interruptions, and that the existing phone numbers are transferred and maintained with OST’s current devices. These telephone and fax services are necessary to ensure employees’ ability to perform their jobs efficiently and effectively at OST Headquarters West.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor any time prior to expiration.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor anytime provided that the Government gives the Contractor a preliminary written notice of its intent prior to contract expiration. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 54 months.

DIAR 1452.201-70 – Authorities and delegations (Sep 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
