The proposed work consists of the contractor shall provide all labor, materials, transportation, supervision, and incidentals necessary to replace the sign at Cottonwood Day School in Cottonwood, Arizona, in the accordance with the Statement of Work.

Period of Performance: (90) calendar days from the issuance of the Notice to Proceed.

STATEMENT OF WORK

MARQUE SIGN REMOVAL AND INSTALLATION

COTTONWOOD DAY SCHOOL

PART 1 - GENERAL

1.1 Background: Department of the Interior, Bureau of Indian Education (BIE), Cottonwood Day School is in need of a new digital sign at the main entrance of their school. A solution that is considered remove the old sign and to install a new sign in its place.

1.2 Purpose: To provide a safe working environment to enhance the communication between the school and parents, stakeholders, and community on student’s education and other important messages. It will also allow the school to input messages from a computer and transmit on a new and updated marque sign which will improve security and safety for the school.

1.3 Objectives: The Contractor to utilize construction requirement consisting of design details and specifications, and related technical services to remove, construct and assemble the sign. The Contractor shall field verify the exact total linear footage prior to cost proposal submission.

1.4 Project Location: The project is located on the Navajo Indian Reservation at the BIE Cottonwood Day School in Chinle, Apache County, Arizona.

PART 2 - STATEMENT OF WORK (SOW) SUMMARY

2.1 The scope of this project includes removal of existing signage and installation of a new digital sign.

The proposed exterior main entrance sign shall include a built-in electronic LED package and shall meet all Federal requirements for safety and ADA compliance. The project shall be coordinated with Cottonwood Day School schedule as not to disrupt the classes in session and according to the demolition, renovation, and construction schedules. The contractor will provide construction supplies, labor, and equipment services to remove an old marque sign and replace a new one.

The Bureau of Indian Education, Cottonwood Day School, solicits Licensed Contractors to remove and install a new digital marque sign, outdoor electronic message center; 2 sided display.

The Contractor will coordinate with the designated COR and comply with technical specifications for sign installation.

2.1.1 General Requirements:

a. The Contractor shall furnish all labor, equipment, materials, tools, transportation and training necessary to accomplish the project.

b. The Contractor shall take precautions to avoid damaging the existing construction. However, if any damage does occur, the Contractor shall repair it to match the existing construction.

c. The work area shall be kept reasonably clean at all times. The Contractor shall perform a complete cleanup of the work area at the end of the contract.

2.1.2 Contractor Specific Requirements:

a. The Contractor shall provide Engineering services for structure, attachment method and wind load.

b. The Contractor shall provide an on-site, detailed Tech Survey to verify the current status of existing construction and electrical map in order to ensure the accuracy of installed signage.

c. The Contractor shall remove the existing sign and install a new signage system, per manufacturer installation.

d. The Contractor shall warrant all parts and workmanship for no less than (5) five years.

e. If required, the Contractor shall provide sketches, survey, color prints and drop off/pick up of application for sign.

f. The Contractor shall provide Project Management to include coordination with general contracting, electrician(s), and projection of project timeline.

g. Contractor shall handle all aspects of shipping. There shall be no addition costs to the school for shipping.

h. The Contractor shall provide system programming services for the Display.

i. The Contractor shall provide training for school personnel for the use of the Display/Sign.

2.1.3 Tasks:

a. Arrive on site, unload equipment and begin site preparations.

b. Turn off power at the location and disassemble existing board and remove from concrete footing.

c. Drill hole for monopole per engineer depth and diameter.

d. Install and secure pole level and plumb and pour concrete.

e. Begin erecting and installing new display and sign structure after minimum concrete cure time

f. Make electrical connections from existing meter pole to new display board.

g. Power and test display functionality.

h. The contractor will supply all required materials and equipment.

i. No changes are required at for the power supply pole location for the sign structure.

2.2 Site Visit:

The Contractor is strongly encouraged to conduct a site visit during the bidding process at no cost to the Government via advanced arrangements with the following BIE personnel:

The Contractor shall furnish and pay for all supervision, labor, equipment, tools, and materials, in performing all operations and construction removal and installation of new digital marquee sign, fittings, transportation, insurance, Arizona Gross Receipt taxes, Navajo Nation Business Activity taxes (6%), and other necessary incidentals for installation requirements.

The Contractor will be responsible to pay for all local, State and Navajo Nation construction permits as required.

Contractor shall participate in the pre-construction meeting with BIE Division of Acquisition and BIE Cottonwood Day School staff to review and discuss the contract administration requirements. Contractor will be responsible to conduct weekly meetings to keep all stakeholder abreast of the project.

The Contractor will be responsible to install barricades and signage warn employees and the general public of the fence construction. The Contractor will be required to comply with CDC requirements for Covid-19 Compliance Plan for implementation at the project site during construction.

PART 3 - PRODUCTS

3.1 Recommended Sign Materials: (Commercial sign) from Brand name or Equal.

Digital Display: Daktronics GS8 Series 15.85mm RGB Outdoor Electronic Message Center; 2 sided display; Cabinet dimensions: 4’8” H x 12’ 0” W x 0’5” D; Matrix 80 Lines x 225 Columns. LED Display should DIM at night and brighten during the day Monopole Sign Structure: Monopole sign structure with double sided LED lexan cabinet. Drill holes for monopole per engineer depth and diameter.

Concrete slab: concrete poured to secure pole. Conforming to ASTM C 94, having a minimum compressive strength of 3,000 psi in 28-days air-entrained concrete.

Electrical Connections: supply all electrical materials to make connections from existing meter pole to new display board.

General: Like items of materials provided hereafter shall be the end-products of one manufacturer to achieve standardization for appearance, maintenance, and replacement.

3.2 Specifications:

3.2.1 Codes and Standards:

The Contractor shall comply with all applicable safety codes and standards, mandated, and adopted safety and accessibility codes, standards, and policy applicable to the BIA/BIE.

Electrical Power Transmission. Electrical power transmission, distribution and installation shall comply with the National Electrical Code (NFPA No. 70) and the National Electrical Safety Code.

OSHA Compliance. The Contractor must establish a Safety and Health Program in accordance with current OSHA regulations for compliance by his employees working at the project site during the construction phase.

3.3 Construction Performance Time:

Construction shall commence after all material submittals have been reviewed and approved by the BIE designated COR. Duration for construction shall be Ninety (90) Calendar days.

PART 4 – SPECIAL REQUIREMENTS:

4.1 Navajo Nation and State of Arizona Taxes: The Contractor is responsible and required to pay the

Navajo Nation Business Activity Tax equal to 6 percent of their total bid amount. In addition, local and state gross receipt taxes shall be paid by the Contractor.

4.2 Contractor must have a general contracting licensed in any State: Submit a copy of current Contractor’s License to the Contracting Officer.

4.3 Contractor’s Work Coordination: The Contractor’s Superintendent shall perform daily sign-in and sign-out procedures at Cottonwood Day School.

4.4 Temporary Utilities: The Contractor shall arrange with local utility companies for temporary connections and payment arrangements for utility usage.

4.5 Payments: Payments shall be made in accordance with the provisions of the contract.

4.6 Quality Control: The Contractor must establish a quality control program and provide a copy of the program to the designated COR.

The inspection system will cover all the work stated in the contract to include a checklist to inspect contract performance during regular scheduled or unscheduled inspections; and the name(s) of the individual(s) who will perform the inspection.

The Contractor will establish a system to identify and correct deficiencies before the level of performance becomes unacceptable and/or the COR initiates/ requests corrective action of deficiencies.

The Contractor will maintain a file of all inspections conducted by the Contractor or associated utility companies and will document corrective actions taken. This documentation must be made available to the CO and COR during the term of the contract.

4.7 Quality Assurance: The government representative(s) reserves the right to inspect any work tendered for acceptance at any time during the construction phase.

The Contractor may request a meeting with the CO when he or she believes such a meeting becomes necessary.

4.8 Performance Times and Delivery Dates: The Contractor may begin submitting materials to the COR for review and approval upon notice of contract award. The construction will begin upon issuance of Notice to Proceed by the Contracting Officer. The Contractor may not begin construction activities until Notice to Proceed is issued. The service performs during our school business hours from 7:30am to 4:00pm from Monday to Friday, excluding the federal holidays.

4.9 Describe the Government’s Monitoring Methods: The designated project COR will be at the project site daily until the project is completed; and hall perform physical visitation to the project site and take photos of the activities to ensure compliance with Quality Assurance.

PART 5 – GENERAL REQUIREMENTS DURING CONSTRUCTION

5.1 Contractor Use of Premises:

5.1.1 Sanitary Facilities: The Contractor shall provide and maintain sanitary conveniences for the use of those employed on or about the work. The sanitary facilities shall be properly secluded from public observations and locations shall be approved by the Government Project Inspector. The premises shall be always kept in a neat and sanitary conditions. Use of the toilets within the buildings, by the Contractor and construction personnel, shall not be permitted.

5.1.2 Telephone Services: It shall be at the contractor’s option to have a cellular phone on site. The contractor shall be required to have communications daily with their field personnel located at the job site. All communication costs associated during the contract shall be a no additional cost to the Government. Usage of the Government telephone located in the school campus will be strictly limited.

5.1.3 Project Office Building: The Contractor may provide an office building at their own discretion for their use during the construction phase. None will be provided by the Government.

5.2 Occupancy Requirements: The school will be in operations during the repairs and construction period.

Cooperate with the Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work to not interfere with the Government’s operations and students learning.

5.3 Contractor Conference and Meetings:

5.3.1 Pre-Construction Meeting: After the project is awarded and before the issuance of the Notice to

Proceed a Pre-Construction Meeting will be conducted on via, teleconference or Micro Soft Team meets. The Pre-Construction meeting will be led by the Contracting Officer.

5.3.2 Schedule Weekly Construction Meetings: The contractor will be required to take the lead on conducting weekly construction meeting by virtual software (Microsoft Teams or Zoom, etc.).

This meeting is to keep the team abreast of the project status and to update the work performance schedule and discuss safety awareness issues on the job.

5.4 Bulletin Board: The Contractor shall furnish and install a bulletin board to be used for the purpose of displaying wage rates, fair employment poster and similar material. The bulletin board shall be weatherproof and be posted during the duration of the project. It shall be in a general location at the work site.

5.5 Schedule of Work: In order to provide continues use of the facilities during the construction time, the Contractor is requirements to pursue the work in accordance with an approved work schedule. The Contractor shall prepare and submit a schedule, pursuant to FAR Clause 52.236-15, entitled, “Schedule for Construction Contracts”, in which is described methods and time sequence necessary to complete the work.

All work scheduling shall be subject to the approval of the Contracting Officer.

5.6 Work Conditions

5.6.1 Precautionary Measures: The Contractor shall take precaution to protect all work during construction period and shall provide and maintain adequate protection to prevent damage to the work or to the materials. Safety measures shall include all necessary protective barriers such as fencing, barricades, covered walkways, fall protection, etc., proper posting with warning signs and/or signals, and adequate lighting. All Contractors’ new hires shall be informed of the Occupational Safety and Health Administration (OSHA) safety regulations at the beginning of the job.

5.6.2 Contractor’s Failure to Comply with Safety Requirements:

a. It shall be the Contractor’s responsibility to comply and enforce all contract safety requirements for his employees. Contractor shall monitor and ensure all subcontractors comply.

b. Upon notice of a safety violation, the Contracting Officer (CO), Contracting Officer’s Representative (COR), or Inspector will notify the Contractor’s employees in the immediate effected working area of the violation and next report it to the Contractor’s Project Superintendent. The Project Superintendent shall correct the safety deficiency by providing a safety plan and report such incidents during the weekly safety meetings.

c. The Project Inspector or COR shall have authority in order work be suspended in specific work location(s), should unsafe working conditions be hazardous to contractor’s employees, sub-contractor(s), or public personal life or health. All contractor’s employees shall have safety harness while on the roof. All such incidents shall be reported immediately to the Contractor’s project superintendent, contractor, COR and the CO. Date and time of incidents is required, photographs are also preferred.

5.7 Debris Disposal:

The Contractor owns all debris generated by or caused by the work in this contractor. The Contractor bears all responsibility and all costs connected with or related to the removal and disposal of all debris from properties of the United States Government. The Contractor is required to complete with applicable Environmental Protection Agency (EPA) regulations, Federal, State and local Government laws and regulations while engaged in the removal and disposal of debris. The Contractor shall remove the debris.

The Contractor shall remove the debris off the boundaries of the school’s campus to an EPA approved landfill for the types of debris being deposited. The Government is not responsible in any way, financial or otherwise, for the success or failure of arrangements for disposal of debris between the Contractor and other parties. At closing the contractor is responsible to provide all original manifest to the government in their closing documents of this project. The contractor is responsible to dispose of all existing roof waste material including membrane, insulation, one-way air vents, metal flashing, metal downspouts, gutters, loose granular sand, tree debris, and other roofing materials that will be replaced shall be removed and dispose off-site at an approved land fill. The landfill original manifest documents will be required to be returned to the government during to closeout process.

5.8 As-Built Drawings:

Upon completion of work, the Contractor shall furnish “As-Built” drawings. These drawings shall be contract drawings corrected in red ink to show any differences between contract drawings and actual construction for TPO roof repairs. All changes made during construction shall be noted. Provide sketches and details where necessary to more fully describe the work performed. Each drawing showing changes in dimensions details or containing supplemental information shall be plainly marked “As-Built” and shall contain the signature of the Project Inspector and the Construction Contractor.

5.9 Period of Performance and Schedule:

90 Calendar Days upon the issuance of the Notice to Proceed.

SECTION D – PACKAGING AND MARKING

D.1 PACKAGING AND MARKING

A. All shipments of materials, equipment and/or supplies to the project site shall be addressed to the Contractor and not the Government. Preservation, packaging, and packing shall be in accordance with standard practices for commercial packaging.

B. Government personnel are not authorized to accept deliveries for the contractor, nor are they responsible for off-loading shipments. A contractor representative must be present to accept deliveries.

E.2 DAILY REPORTING REQUIREMENT

The Contractor shall prepare and file a "Contractor's Daily Report", for each day of contract performance.

Description must include contract number and work being performed. These reports shall be delivered to, or if directed, mailed to the Contracting Officer’s Representative on Fridays. The daily report shall include the name of Contractors and Subcontractors on-site, the number of workers and their labor categories employed on-site, the work being performed, the type of equipment on-site, any change order work being performed, and whether the work being performed is on schedule. Reports shall be numbered, dated and signed by the Contractor or his Project Manager. Failure to submit the daily reports could result in payments being withheld until such time as all daily reports are current.

E.3 FINAL INSPECTION

A. Contractor Self-Inspection. Prior to the completion date, the Contractor’s Quality Control Manager shall conduct a self-inspection of the site and document all items needing correction by means of a punch list. The corrected punch list shall be provided to the Contracting Officer’s Representative at the same time the pre-final inspection is requested. All punch list items must be corrected prior to requesting the pre-final inspection.

B. The Contractor and the Contracting Officer’s Representative will jointly conduct a pre-final inspection prior to requesting a final inspection. Any item needing correction shall be noted on the Pre-Final Inspection Punch List. Any discrepancies noted will be corrected prior to any final inspection. The Contracting Officer Representative may schedule more than one pre-final inspection if he determines it necessary.

C. When the Contractor is ready for final inspection, he will request final inspection in writing to the Contracting Officer and Contracting Officer’s Representative (COR). A copy of the Pre-Final Punch List shall be attached to this request with the corrective action taken noted. The final inspection will be requested at least 48 hours before the desired date.

D. The final inspection shall be performed with the Contractor by the COR, Contracting Officer, Safety Officer, and representatives of the using activity. Any discrepancies noted will be corrected within the time specified in the contract for the completion of work.

SECTION F -- DELIVERIES OR PERFORMANCE

F.1 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK Apr 1984

The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 90 (ninety) calendar days. The time stated for completion shall include final cleanup of the premises.

F.2 52.211-12 LIQUIDATED DAMAGES - CONSTRUCTION Sept 2000

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $377.00 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. (End of clause)

F.3 52.211-13 TIME EXTENSIONS SEPT 2000

Time extensions for contract changes will depend upon the extent, if any, by which the changes cause delay in the completion of the various elements of construction. The change order granting the time extension may provide that the contract completion date will be extended only for those specific elements related to the changed work and that the remaining contract completion dates for all other portions of the work will not be altered. The change order also may provide an equitable readjustment of liquidated damages under the new completion schedule. (End of clause)

F.4 52.211-18 VARIATION IN ESTIMATED QUANTITY APR 1984

If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract.

Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgment of the Contracting Officer, is justified. (End of clause)

F.5 52.236-01 PERFORMANCE OF WORK BY THE CONTRACTOR APR 1984

The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifteen percent (15%) of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government. F.6 52.236-15 SCHEDULES FOR CONSTRUCTION CONTRACTS APR 1984

(a) The Contractor shall, within five days after the work commences on the contract or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval three copies of a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including

The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

(b) The Contractor shall enter the actual progress on the chart as directed by the Contracting Officer, and upon doing so shall immediately deliver three copies of the annotated schedule to the Contracting Officer. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules in chart form as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.

(c) Failure of the Contractor to comply with the requirements of the Contracting Officer under this clause shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract. Upon making this determination, the Contracting Officer may terminate the Contractor’s right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract. F.7 52.242-14 SUSPENSION OF WORK APR 1984

(a) The Contracting Officer may order the Contractor, in writing, to suspend, delay, or interrupt all or any part of the work of this contract for the period of time that the Contracting Officer determines appropriate for the convenience of the Government.

(b) If the performance of all or any part of the work is, for an unreasonable period of time, suspended, delayed, or interrupted (1)by an act of the Contracting Officer in the administration of this contract, or (2)by the Contracting Officer’s failure to act within the time specified in this contract (or within a reasonable time if not specified), an adjustment shall be made for any increase in the cost of performance of this contract (excluding profit) necessarily caused by the unreasonable suspension, delay, or interruption, and the contract modified in writing accordingly.

However, no adjustment shall be made under this clause for any suspension, delay, or interruption to the extent that performance would have been so suspended, delayed, or interrupted by any other cause, including the fault or negligence of the Contractor, or for which an equitable adjustment is provided for or excluded under any other term or condition of this contract.

(c) A claim under this clause shall not be allowed-

(1) For any costs incurred more than 20 days before the Contractor shall have notified the Contracting Officer in writing of the act or failure to act involved (but this requirement shall not apply as to a claim resulting from a suspension order); and

(2) Unless the claim, in an amount stated, is asserted in writing as soon as practicable after the termination of the suspension, delay, or interruption, but not later than the date of final payment under the contract. (End of clause)

SECTION G: CONTRACT ADMINISTATION DATA

G.1 1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b)The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award.

The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor.

Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d)The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g)Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk. (End of clause)

G.4 CONTRACTING OFFICER'S REPRESENTATIVE

A. The Contracting Officer shall designate a Contracting Officer's Representative (COR) who will represent the Contracting Officer in the technical phase of the work. The COR's duties, responsibilities, and limitations of authority will be set forth in a written COR designation letter. A copy of the COR designation letter will be made available to the Contractor.

B. The COR is not authorized to make any changes to the terms and conditions of this contract. Only the Contracting Officer is authorized to make any changes to the contract by a properly written signed modification to the contract.

C. The Contracting Officer is the only official who can legally commit or obligate the Government for expenditure of public funds.

G.5 INVOICE AND PAYMENT

Electronic Invoicing and Payment Requirements- Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U. S. Department of the

Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor . To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [CO to edit and include the documentation required under this contract]:

- A copy of the contractor’s invoice shall be included with the IPP invoice. If no invoice is attached, the Invoice will be rejected.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. H.2 MODIFICATION PROPOSAL - COST BREAKDOWN
