This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

1.CONTRACT TYPE
The Department of Interior (DOI), Bureau of Indian Education (BIE) is issuing this Request for
Quote (RFQ) for Professional Development Services for BIE Albuquerque Education Resource
Center, in accordance with the requirements in Section 2.0.
Place of Performance Address
This RFQ is 100% set-aside for Indian Small Business Economic Enterprises.
Offerors will not be reimbursed for any costs incurred in developing their submission in response to this RFQ.
Anticipated Award Type
The Government anticipates an award of a Firm-Fixed-Price (FFP) purchase order as a result of this RFQ.

DESCRIPTION/SPECIFICATIONS
Statement of Work:
Professional Development Services
Background:
Bureau Operated Schools (BOS) is proposing a contract for long-term professional development to Bureau Operated School staff and ERCs. BOS has had specific, defined areas of focus, which are directly aligned to the BOS priorities for improving instructional leadership and instructional practices. Professional development has focused on implementing the Standards training, PLC at
Work, Global Online Library, and textbooks and development of principal/teacher teams for the mission of supporting school improvement, improved instructional initiatives, and refining to achieve high quality student learning assessments through the efficacious use of tools and resources.
Objective:
The objective of this requirement is to obtain a professional development program to Bureau
Operated Schools to provide online and on-site professional development training, online and hardcopy textbooks for training, and global library.
Scope of Work:
Bureau Operated Schools (BOS) has defined the following areas of focus in relation to BOS initiatives and the BIE's Strategic Direction: Increased capacity in instructional leadership, the identifying and selecting of relevant priority standards, the development and use of formative assessments for intervention and/or re-teaching, as well as strengthening professional learning teams and communities, resulting in a collective responsibility and commitment to increase student learning.
The contractor shall provide the following capabilities and services:
Trainings:
Contractor shall provide professional development training, via online and on-site to all Bureau
Operated Schools and designated attendees.
Contractor will provide training on implementing standards training, professional learning community (PLC) training, response to intervention (RTI) training, Multi-tiered System of
Support (MTSS) modules and transformation of school culture training.

Contractor will need capabilities of providing recordings of trainings provided either online or on-site and make them available to schools who were unable to attend. Recordings will need to be available for at least a month after original training was provided.
Contractor will provide an online global library to enable access for Bureau Operated Schools to continue taking professional development courses, as needed. Costs of licenses will need to be provided by contractor.
Contractor will need to coordinate with schools and attendees of the training on making hardcopy or online texts available and ensure texts are shipped in a timely manner.
Reporting Module:
Ability to run reports to meet federal, state, district, and/or internal reporting requirements.
Ability to also export to data and extract from global library. The ability to view the reports by management at the Education Resource Centers and Associate Deputy Director – Bureau
Operated Schools for attendance purposes of schools/staff.
Requirements:
The professional development plan will include the following requirements for 21 Bureau
Operated Schools and one dormitory:
• Provide professional development courses for Bureau Operated Schools, both online and face-to-face options of training. Travel costs for face-to-face training will be paid by Bureau of Indian
Education and should fall within government guidelines for contractors.
• Contractor will provide training on implementing standards training, professional learning community (PLC) training, response to intervention (RTI) training, Multi-tiered System of
Support (MTSS) modules and transformation of school culture training.
• Schools will require access to a global-style library of training available through licensing and online access for all schools.
• Training will need to provide textbooks at a discounted prices; both hard copy and via online access. Shipping will need to be at the cost and arrangement of the contractor.
• Professional Development training should provide and meet the following goals:
o Increased capacity in instructional leadership o Identification and selection of relevant priority standards o Development and use of formative assessments for intervention and/or re-teaching, as well as strengthening professional learning teams and communities o Results driven to provide a collective responsibility and commitment to increase student learning.
Specific Tasks
Shall work with contract project manager or Contracting Officer Representative (COR) on professional development progress, reporting and coordination of trainings.

Within five (5) business days of award of the contract, the contractor shall conduct an orientation briefing for the Government. The Government does not want an elaborate orientation briefing nor does it expect the contractor to expend significant resources in preparation for this briefing.
The intent of the briefing is to initiate the communication process between the Government and contractor by introducing key task participants and explaining their roles, reviewing communication ground rules, and assuring a common understanding of subtask requirements and objectives.
The Orientation Briefing will be held at the Governments facility (Associate Deputy Director –
Bureau Operated School Office, 1011 Indian School Road NW, Suite 332, Albuquerque, NM
87102) and the date and time will be mutually agreed upon by both parties, to be no later than 5 business days after award of the Task Order. The completion of this briefing will result in the following:
a) Introduction of both Contractor and Government personnel performing work under this Task
Order.
b) Review of the Draft Project Management Plan.
c) Final Project Management Plan with mutually agreed upon dates to be submitted no later than
10 business days after the award date.
d) Signature of NDA forms by Contractor personnel.
The Contractor is required to attend the meetings and submit the reports detailed in the table below.

The Contractor shall submit a Draft Project Plan with the quote submission. During the
Orientation Briefing the Government and Contractor will discuss and finalize the project plan.
The Contractor shall submit a final Project Plan in accordance with the delivery schedule identified above.
All reports shall be submitted via email to the Contracting Officer’s Representative (COR). The
Government will have 7 business days to review and request revisions to the deliverable or confirm acceptance of the deliverable. If revisions are necessary, the Contractor shall complete all revisions and resubmit the deliverable to the Government within 5 business days from the date the request for revisions is received.

Contractor Quality Assurance and Quality Control. Within 90 days of the commencement of the contract period of performance, the contractor shall establish and maintain a complete Quality
Control Plan to assure the requirements of the contract are provided as specified. A copy of the

Quality Assurance Surveillance Plan (QASP)
Purpose: To ensure that the Government has an effective and systematic method of surveillance for the services in the PWS. The QASP will be used primarily as a tool to verify that the

If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.
Incentives/Disincentives:
The COR’s makes an annual report on Contractor Performance (CPARS or other annual report).
The contractor’s failure to achieve satisfactory performance under the contract/task order, reflected in the COR’s annual report, may result in termination of the contract/task order and may also result in the loss of future Government contracts/task orders. The contractor’s failure to achieve satisfactory performance under the contract may result in the non-exercise of available options.
For each item that does not meet acceptable levels, the Government may issue a Contract
Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within five days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.

Professional Development Services for BIE Albuquerque in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-
Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. (a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a POC at time of award. The POC will be responsible for technical monitoring of the contractor's performance and deliveries.
