This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 effective 03-10-2021.

This is a 100% Indian Small Business Economic Enterprise (ISBEE) Set Aside

The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 Education Support Services and the size standard is $16.5M.

This requirement is subject to the Service Contract Act. Wage Determination No. 2015-5328 Revision No. 14 dated 06/03/2020. A copy can be downloaded at https://wdolhome.sam.gov/.

SECTION II: STATEMENT OF WORK

The following services to be provided for:

Riverside Indian School 101 Riverside Drive Anadarko, OK 73005

1. PURPOSE:

Contractor shall provide on-site or virtual professional development services for Riverside Indian School staff. Contractor shall also assist the academic and special education staff in planning, developing and coordinating a safe and secure school in an effort to raise test scores and decrease student incident reports.

2. DESCRIPTION OF SERVICES

A. Provide technical assistance for academic staff throughout the school year. The topics of the technical support/assistance will be determined after a comprehensive survey and needs assessment is conducted, example of topics:

Differentiating literacy instruction Teaching content area vocabulary Writing in the content areas Teaching and using literacy strategies to improve students’ proficiency Writing text-based questions Creating useful formative assessments Providing technical assistance on Danielson’s framework for teaching Assist in development of school-wide needs assessments.

B. Provide monthly “open-door” individual planning and development sessions, and technical assistance for teachers for four hours or more as needed by academic team. One open door day and one training day per month.

C. Provide feedback and continuous communication to the management team of Riverside Indian School. Require an open line of communication to provide or be provided feedback, via telephone or written communication.

D. The in-service training for the SPED staff will be determined by a comprehensive needs assessment which will be administered by the vendor. One of the in-service days will be the self-directed IEP. This training will assist the SPED teachers to promote self-advocacy among the SPED students. SPED teachers will also be afforded an open door policy in which they will be able to receive resource materials for classroom use. Topics which may be discussed are as follows:

Working with oppositional student Building special education students’ transitional notebooks for post-secondary school Parent involvement ideas

3. CONDITIONS:

A. Contractor will contact speakers and schedule presentations, complete contracts with presenters, organize the logistics for the training, disseminate and compile evaluations and report results to the management team of Riverside Indian School (RIS) The trainings will be once a month and take place at RIS as scheduled.

B. Identify highly qualified instructors who will deliver training on-site or virtually to RIS staff as outlined in the Statement of Work.

C. Prepare and provide all instructional materials needed for courses outlined in the statement of work. Instructional materials will be determined based on collaboration with RIS teachers and trainers. Vendor will attend meetings as required by the RIS management team.

D. Collect data to include the following: participant evaluations, participant needs assessments and surveys, participation data and demographic date of participants.

E. Manage all trainings as well as provide all required books and classroom materials and required resource materials.

Basis for Award: This RFQ is issued IAW FAR Part 12 and in conjunction with FAR Subpart 13.5 Simplified Procedures for Certain Commercial Item. All Quotations will be evaluated by conducting a direct comparison of quotation in accordance with the evaluation process outlined in FAR 13.106-2(b)(4)(i), lowest price meeting requirements. Vendors must quote all items under this RFQ.

d) Technical Information: Vendor shall submit as part of its quote:

• Management Approach: A written plan that specifically describe how you will perform the services On - Site and Virtually as stated in Statement of Work. (Limit 2 pages).

• License: Provide a copy of any applicable State of Oklahoma licensure/certifications.

• Resume: Submit resume of the proposed provider that demonstrates the following:

1. Have advanced skills in coaching senior school leaders, education program administrators, education specialists, and school principals who are already skilled at intermediate and advanced levels, capable of coaching for specific states of mind (consciousness, craftsmanship, flexibility, interdependence, and efficacy)

2. Have competencies which demonstrate combining coaching while embedding evidence-based teaching/learning strategies which compliment coaching methods for efficacy

3. Demonstrate specific modeling of paraphrasing, clarifying, and probing in relation to coaching methodology.

4. Demonstrate professional development coaching techniques that are combined with selective language of support and language of ownership of individuals being coached

5. Demonstrates knowledge and skills in feedback coaching using the Five C's of coaching conversations: 1) Clarity 2) Compassion 3) Curiosity 4) Confirmation 5) Commitment

Mandatory Clause

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [Contracting Officer to edit and include the documentation required under this contract]:

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

BACKGROUND INVESTIGATION (Revised 04/01/2020)

In accordance with 25 U.S.C. § 3201 et seq. (Pub. L. 101-630), the Indian Child Protection and Family Violence Prevention Act; 34 U.C.C. § 20351, et seq. (Pub. L. 101-647), the Crime Control Act of 1990, as amended; and 441 Departmental Manual, Personnel Security and Suitability Requirements, all positions with duties and responsibilities involving regular contact with or control over Indian children are subject to a background investigation and determination of suitability for employment. Accordingly, all such positions require a favorable background screening by the Bureau of Indian Education (BIE), Personnel Security and Suitability Program and a favorable background investigation by the Defense Counterintelligence Service Agency

(DCSA).

The documentation required to initiate a background investigation shall be completed for any Contractor employee that will be onsite during the contract’s performance or have access to Personally Identifiable Information (PII). The complete submittal of the background investigation paperwork to the BIA/BIE will be accomplished within 14 days after contract award for service contracts or, for construction contracts, before a Notice to Proceed (NTP) is issued by the Contracting Officer. Pending the successful completion of a background investigation by the BIA/BIE and/or DCSA, the Contractor who has been granted a favorable screening (applicant and suitability) determination must, at all times, remain within sight and under the supervision of a Government employee (or other person designated by the Contracting Officer Representative (COR), who has successfully completed the background investigation.

If an unfavorable screening (applicant and suitability) determination is made, an employee shall not be allowed onsite. If the Contractor’s employees are found onsite, without the proper authorization, the employee will face legal liability and the Contractor may have their contract terminated for default. Additionally, the individual and/ or the company who proposed to employ this individual may be determined to be non-responsible if an unfavorable screening (applicant and suitability) determination is made and may be deemed ineligible for contract award. If an unfavorable final background investigation determination is made, the contract may be terminated and the employee in question shall not be authorized to provide service to the BIA/BIE if the services involve contact with or regular control over Indian children.

It is solely the COR’s responsibility to initiate background checks for all Contractors and their employees in the BIE BEARCUBS system, which includes but is not limited to appropriate investigative forms and/or inquiries about their previous investigation; and, obtain a screening (applicant and suitability) determination, and subsequent final background investigation.

The Contracting Officer will consult with the COR when questions arise as to whether or not the scope of work of a contract requires background investigations for contractor personnel. If the Contracting Officer or COR believes the scope of work performed by contract personnel should not require a background investigation, the Personnel Security Officer will be contacted for concurrence and has the final authority to determine if background investigation(s) are required.

(d) Comptroller General Examination of Record. 52.217-8 Option to Extend Services. (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days of contract ending date.

For any option exercised under this clause, the evaluation of options will be accomplished by using the same rates as those in effect under the contract each time an option is exercised under this clause and will be added to the base and all option periods to arrive at the total price.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract ending date.
