This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 effective 07-02-2020.

CONTRACT TYPE: Firm Fixed Price

Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

Statement of Work

Replace Exterior and Interior Signage

1. INTRODUCTION

The BIE, Riverside Indian School has a need to replace existing interior and exterior signage.

2. PROJECT LOCATION

Riverside Indian School located at 101 Riverside Drive Anadarko OK 73005.

3. SCOPE OF WORK

The Contractor shall furnish and provide all the necessary labor, tools, materials, equipment, and supplies necessary to remove existing signage and replace with new designed signage.

The Contractor shall design, deliver and install interior and exterior signs and accessories to the Riverside Indian School. The timeframe for delivery receipt shall be no later than 12 weeks following award of contract or with coordination of specific dates mutually agreed upon by the Riverside Indian School Government Designated Point of Contact (POC) and the Contractor.

Pictures of the existing signage is provided in Attachment 1 – Signage Pictures. The following information is provided for the new replacement signage requirements.

a. Minimum Specification Requirements:

• Color finish shall match existing sign frame finish, with exception to normal color discrepancies due to fading from exterior elements.

• Text shall be routed to allow for light to show through to illuminate the text during the night.

• Sign insert shall fit and be mounted within the existing sign box frame, utilizing the same connection design to allow for ease of future maintenance.

• Sign insert shall be constructed with aluminum.

4. WORK HOURS:

The Contractor shall deliver and install during regular business hours, Monday through Friday, 7:00 AM to 4:00 PM.

5. SITE INSPECTION:

The Contractor may request to inspect the site where the work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance to the extent that the information is reasonably obtainable. Request may be coordinate with Ms.

Marilyn Collins via email at Marilyn.collins@bie.edu. However, due to COVID 19 pandemic situation and at the discretion of Ms. Collins, a site visit may not be provided.

6. FREIGHT & INSTALLATION

No product for this solicitation shall be drop shipped directly to the project site. All deliveries must be coordinated by the Contractor and delivered to the Riverside Indian School at the time of installation.

The Contractor shall provide all necessary materials, equipment, labor, supervision, and management to: (1) coordinate pick-up; (2) load and unload; (3) place/install per provided site plan; (4) assemble items as required; (5) secure and store, as designated; and (6) properly dispose of all associated packing/crating materials.

All products shall be installed by manufacturer certified installers. Installation shall be coordinated by the Contractor with the Government designated Point of Contact (POC).

Installation shall be performed during regular hours, Monday through Friday between 7:00 AM and 4:00 PM to be selected and confirmed by the Government designated POC. Multiple days of the week must be available for installation.

The Contractor shall inspect all items to ensure that the signage is free of defects and that the installation is complete.

7. CONTRACTOR RESPONSIBILITIES

• Scope of work to include, but not limited to, provision of signage, delivery, and installation.

• Track all orders to ensure timely delivery and communicate issues to Government designated

POC.

• Signage delivery not to interfere or disturb the operation of the facility. The Contractor will coordinate the work of the project with the Government designated POC.

• Freight all signage in an environmentally responsible manner, i.e. blanket wrapped or equal, when available. Remove and recycle or discard all packaging materials in an environmentally responsible manner.

• Repair or replace damaged products at the discretion of the Government designated POC.

• Responsible for containing any rubbish/waste generated by the work force or material delivery at the end of each day.

• All waste to be removed and disposed of by the Contractor daily.

• The Contractor shall be responsible for any damage to the property during delivery. The Contractor shall provide complete coordination of all product delivery and installation and provide competent supervision personnel.

• The Contractor shall perform all work under this contract in strict accordance with all safety codes to eliminate the possibility of damage or injury to personnel, equipment, and building structures.

8. INVOICING AND PAYMENT

The Contractor shall bill on completion and acceptance of the work. All invoices shall be paid in accordance with the FAR payment clauses. The contractor shall submit all original invoice(s) for payment via the Internet Payment Platform (IPP). The IPP website address is:

9. CHANGES

The Contracting Officer is the only person authorized to approve all changes to this requirement that will affect the scope of work and/or incur additional cost. No changes to contract shall be made without a formal written SF 30 modification authorizing such change is issued by the Contracting Officer.

Basis for Award: This RFQ is issued in conjunction with FAR Subpart 13 Simplified Acquisition Procedures. The Government intends to make an award to responsible vendor(s) whose quote conforming to the solicitation will be lowest price meeting the specification.

6. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
