1.1 General
The Department of Interior (DOI), Bureau of Indian Affairs (BIA), Office of Justice Services (OJS) is issuing this Combo Synopsis/Solicitation for Tactical Vests, in accordance with the requirements in Section 2.0.
1.2 Set Aside
This requirement is set-aside 100% for Indian Small Business Economic Enterprise (ISBEE).
1.3 North American Industry Classification System (NAICS) Code
The NAICS code for this award is 339113 Surgical Appliance and Supplies Manufacturing, with a Small Business size standard of 750 Employees.
1.4 Delivery Terms
Delivery Terms will be in accordance with vendor’s quote, or 120 days ADC, whichever is shorter.

2.1 General Requirements
Introduction
The Bureau of Indian Affairs (BIA), Office of Justice Service (OJS), Branch of Criminal Investigations (BCI) is the focal point for conducting and assisting tribal law enforcement programs with criminal investigations impacting Indian Country. BIA-OJS-BCI primary responsibility is to enforce and investigate violations of Federal, State, Tribal and Local laws which occur in Indian Country. BIA-OJS- BCI employs numerous investigative techniques, tools and equipment during the investigation of those criminal investigations. The BIA – OJS – BCI has a requirement for ballistic vests and inserts.
Scope
The Contractor shall provide and deliver ballistic vests, accessories, and inserts, to include all items detailed in section 2.2 and 2.3 below. Contractor shall coordinate with the point of contact to ensure end user sizing requirements are met. Contractor shall make delivery of correctly sized equipment to the correct end users. All costs associated with sizing and delivery shall be included in vendors pricing.
Objectives
The contractor shall furnish 51 Point Blank SRV Multi-cam complete vest kits with AXIIA Ballistics, includes base vest, collar, throat, yoke, groin, lower back and upper arms (biceps) and QR/Set. The vests will also have both front and back plate inserts.
Contractor shall also coordinate with end user to meet all specific sizing requirements, and ensure delivery of correct sizes to their specific end users.
These vests are life/safety items required for protection of officers/agents conducting high risk arrest warrants and search warrant operations; criminal investigations in urban and rural areas where threat of serious bodily injury and/or death could occur from firearm projectile impact and blunt force trauma.

The contractor shall furnish 51 Point Blank Special Response Vest (SRV) Multi-cam complete vest kits with AXIIA Ballistics. Vest Kit shall include:
1. Tactical Vest;
2. Throat & Collar Accessory;
3. Upper arms (biceps) Accessory;
4. Yoke Accessory;
5. Groin Accessory;
6. Lower Back Accessory;
7. QR/Set
8. Hard Armor Plate Shooter's Cut - PLT335MCRC - Single Plate Yoke for Front and Back
Contractor shall coordinate with end user to ensure sizing requirements are met for each individual.
Contractor shall also ensure that the correct sizes are sent to each of the delivery locations.
This equipment shall be brand name or equal. Vendor shall supply Point Blank Paraclete Special Response Vest, with accessories, or an “or equal” submission with the following Salient Characteristics:
• NIJ Level IIA Bulletproof Rating, or better;
• Substantially the same coverage area as brand name item with all requested accessories;
• Vendor Ability to coordinate with End User to ensure sizing requirements
• Ergonomically designed for greater maneuverability
• Durable MOLLE compatible webbing
• Two-point adjustable shoulder straps
• Trap/shoulder pads with ballistics that can be inserted
• Narrow cummerbund available in SM-4XL
• Aspetto buckle front closure allows swift release
• Front hard armor plate pocket accommodates Shooter’s Cut Plates (will need plates)
• Back hard armor plate pockets accommodates Shooter’s Cut Plates (will need plates)
• Concealed Admin pocket behind front ID panel
• MOLLE ID Panel area
• Buckle-on Front Flap and Back Panel
• New 3-Mag Retention inserts in Front Flap Panel
• Slide in cummerbund channel to close ballistic gap
• A Frame drag handle
• Rear bungee cord adjustment

Office of Justice Services (OJS) follows the National Institute of Justice (NIJ) standards for ballistic vests. All OJS Police Officers and Special Agents will be provided the minimum level Type IIA ballistic vest. A higher threat level ballistic vest may also be offered.

The contractor shall furnish and deliver 102 bulletproof insert plates compatible with the items/brand furnished in CLIN 00001

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 3.3 CUSTOM CLAUSES
CUSTOM CLAUSE #1 – Invoicing Requirements Electronic Invoicing and Payment Requirements – Internet Payment Platform (IPP) (April 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract. The IPP website address is:
https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Invoice Contents:
Invoices will be paid upon approval and acceptance by the Government COR. Invoices must include, as a minimum, the following information:
1. Order Number
2. Item number of deliverable
3. Description of deliverable
4. Price of deliverable
5. Quantity of deliverable
6. Date deliverable was provided to the Government for inspection
7. Serial number/part number if applicable
The contractor is responsible for ensuring invoices submitted are accurate and complete Additional supporting documentation MAY BE REQUESTED at the discretion of the COR
Final Invoice Within sixty calendar days of product acceptance and/or completion of services:

a. The contractor shall submit a final invoice, designated as such by a clear statement of “FINAL INVOICE” on the face of the invoice document.
b. The contractor shall provide a certificate of completion which certifies all goods and service have been provided as required by this award.
c. The contractor shall provide a release of claims against the government for any further payment under this award.
The sixty calendar day submission timeframe shall not be extended without written authorization from the contracting officer. In the event items a, b, or c above are not submitted within the authorized timeframe, the contracting officer will make final cost determinations in order to make final payment and close out the contract unilaterally.
The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 – 5 business days of the contract award date.
