The Department of the Interior (DOI), Bureau of Indian Affairs (BIA), Alaska Regional Office (ARO), Division of Environmental and Cultural Resources Management (DECRM) is issuing this Request for Quotation (RFQ) for tank farm surveys and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old elementary school and the old high school within the Village of Akiak, in accordance with the tasks identified within this solicitation.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 140A0524Q0005 herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.

NAICS 562910, Remediation Services SB Size Standard $25 Million Set Aside: 100% for Indian Small Business Economic Enterprises (ISBEEs)

The Contractor will obtain all necessary permits and access permission. Contractor shall adhere to all applicable federal, state and tribal laws and regulations.

The Contractor is responsible for any utilities that are damaged during performance and shall repair them immediately at no cost to the Government.

Barring any complications in site access or other site-specific factors, the Contractor shall have one year to complete the project. As data is developed and regulatory agencies provide direction and guidance, Contractor shall be expected to provide timely and quality response to issues raised by the regulator(s). All contact between the public, private or regulatory community shall be made through the BIA, Alaska Regional Office. No information may be released without the written consent of the BIA, ARO.

The Government anticipates awarding a Firm-Fixed Price, Services contract resulting from this solicitation.

Place of Performance: Field activities are at Akiak, Alaska.

Service Contract Act WD # 2015-5687 is applicable to this solicitation and award.

All work shall be coordinated and performed within (1) year.

Performance Work Statement Akiak Remediation Support – Alaska Region 2024

Introduction This RFQ is for tank farm surveys and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old elementary school and the old high school within the Village of Akiak. In addition, BIA seeks a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum soil contamination at both school sites.

The purpose of this contract is to conduct a preliminary investigation/ site assessment, tank farm surveys and cost analysis for decommissioning the old school tank farm sites (Haz ID: 3367 and 3368) within the Village of Akiak.

The work to be performed includes research of historic documents, site reconnaissance, identification of contamination, risk evaluation, field work, sampling, analysis, data evaluation and additional activities to determine the scope of tank farm infrastructure present at the site and a detailed, itemized cost analysis. The scope of the investigation shall provide information sufficient to identify potential liability and risk associated with environmental and public health considerations concerning the tank farms. In addition, the site characterization will allow managers to plan further remediation and investigations, if required, to determine cleanup requirements and design a cleanup action in accordance with the Alaska Department of Environmental Conservation (DEC), federal and tribal laws and regulations.

Background Akiak is located on the west bank of the Kuskokwim River of the Yukon-Kuskokwim Delta, approximately 42 miles northeast of Bethel, Alaska. The former Akiak elementary and high schools are located approximately 300 and 500 feet west of the Kuskokwim River. The geographic description for the old Akiak schools is: Seward Meridian, Township 10 North, Range 66 West, Section 32, of the United States Geological Survey, Bethel D-6 Quadrangle.

The schools are located along Kilbuck Street, a gravel road that runs north/south between them and is roughly parallel with the riverbank (about 350 feet to the east).

The Environmental program ensures BIA’s compliance with environmental laws and regulations related to Native Allotments, Trust properties and BIA-funded projects. Among the support provided are contaminated site characterizations, remediation, groundwater sampling and laboratory analysis. The intent of the project is to characterize tank farm infrastructure at the sites and determine abatement, demolition and disposal costs sufficient to plan and execute remediation.

Work to be Performed Conduct a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum soil contamination above regulatory clean up levels at both school sites, as well as a tank farm survey and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old elementary school and the old high school within the Village of Akiak. The Contractor(s) shall furnish the necessary personnel, material, equipment, services and facilities to perform the work for successful completion of the following project objectives for the investigation:

1. Planning and Project Management: Conduct project kick-off meeting and a planning meeting with BIA; develop work plan, schedule for the tasks and interim milestones.

2. Field Work: Conduct survey of tank farm infrastructure at the sites and determine detailed abatement, demolition and disposal costs. Conduct a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum contamination of soil above regulatory clean up levels at both school sites.

3. Interviews and Records Review: Obtain information from past and present investigations along with tribal, state and/or local government officials to characterize tank farm infrastructure; and obtain and review records and documents for the property that may identify associated recognized environmental conditions.

4. Report: Comprehensive description of tank farm infrastructure and detailed itemized abatement, demolition and disposal cost analysis. Detailed characterization of the extent and magnitude of petroleum contamination at both school sites. The report must identify the environmental professional and others conducting steps 2 and 3 listed above, support findings and ensuing opinions with documentation, and use enough detail to allow another party to reconstruct the work that was performed and come to the same conclusions.

Task 1: Planning and Project Management The contractor(s) will lead a project kick-off meeting with BIA within two weeks of the contract award to introduce the Contractor's Project Manager and key BIA personnel (Project Manager, Contracting Officer). Within one month after the award, a planning meeting will occur where the work plan, including schedule for the task elements will be identified, and interim milestones will be agreed upon and accepted by BIA and DEC. Key Contactor personnel/subcontractors will participate in the planning meeting. The Contractor will prepare materials and minutes for these two meetings. Minutes are due one week from the date of the meeting for review and comments and finalized 10-days after meeting dates. The Contractor should plan for one additional meeting during the period of performance following submittal of the draft final report.

In preparation for the planning meeting, the Contractor shall:

• Collect and review existing data and files located on the DEC’s Contaminated Sites website

• Prepare a draft work plan and submit to BIA and DEC for review and approval

• Prepare a draft health and safety plan (HASP) in accordance with 29 CFR 1910.120 to ensure worker protection

• Prepare a draft notice to Native Corporation/Village advising them of the proposed site visit and sampling

Task 2: Field Work The Contractor will plan field work with BIA personnel to document current site conditions, conduct a preliminary investigation/ site assessment to characterize the extent and magnitude of petroleum (DRO, PAH and VOC) soil contamination (up to 24 soil boring lab samples) above regulatory clean up levels at both school sites, conduct tank farm survey and a detailed cost analysis for abatement, demolition and removal of defunct tank farm infrastructure at the old elementary school and the old high school within the Village of Akiak. The field work will be coordinated with local tribal governments to ensure adherence to any restrictions.

Task 3: Interviews and Records Review The contractor shall contact and interview tribal, federal, state and/or local government officials to determine and document any issues associated with the tank farms. Public files are reviewed for information on the subject property. Environmental regulatory agency files are reviewed for documentation of hazardous substance contamination and/or regulation of the subject property.

Files and site lists are reviewed at the Environmental Protection Agency (EPA).

Task 4: Reporting Based on the site inspection, field work, interviews, historical records and public file review; a report is prepared that summarizes the findings and presents recommendations for further field and laboratory work, if required. A draft report will be submitted for review by BIA and DEC within 45 days following completion of the field work. The contractor shall schedule a joint work session to review the draft report and note comments for incorporation into the 90% submittal to expedite the review process. Following the final review and approval of the draft documentation by BIA, the contractor shall prepare the final report at 100% completion. This should include an electronic *.pdf version and three hard copies.

Schedule and Delivery Final reports shall include an electronic *.pdf version and three hard copies; contractor will provide all electronic files in an editable format to include, Word, Excel, photos, etc.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
