STATEMENT OF NEED FOR SERVICE

2024 Flume Tank Consultation in St. John’s, Newfoundland and Labrador, Canada

NOAA Fisheries, Alaska Fisheries Science Center, RACE Division Requisition: 143061-24-0051

BACKGROUND & PURPOSE:

The Resource Assessment and Conservation Engineering (RACE) division at NOAA Fisheries, Alaska Fisheries Science Center (AFSC) requires support from a vendor with expertise in bottom trawl net designs to provide a prototype design to meet modern trawl requirements and on-site consultation during flume tank studies in St John’s, Newfoundland, Canada. The overall goals of this study are to 1) observe flume tank models of two RACE survey trawls, the 83-112 and the Poly Nor’eastern, which are currently used as our primary sampling tools for eastern Bering Sea, northern Bering Sea, Bering Sea slope, Gulf of Alaska, and Aleutian Islands surveys; 2) observe and test flume tank models of a vendor provided prototype modern 4-seam trawl design; 3) test and evaluate different trawl bridle configurations on modern, vendor-supplied 4-seam trawl; 4) observe and evaluate different footrope configurations on modern, vendor-supplied 4-seam trawl.

This project, along with vendor assistance, will establish a baseline for understanding survey gear performance to be used as a reference to either replicate or improve upon modern trawl designs.

DELIVERABLES:

The vendor shall provide oversight and consultation in all of the following processes:

1. Providing a modern 4-seam net design schematic to AFSC for inspection and approval.

2. Once approved by AFSC, the vendor will then provide the modern 4- seam net design schematics to Newfoundland flume tank net loft for model scaling.

3. Identify overall performance of 83-112 and Poly Nor’eastern trawls, as well as the observed behavior of key attributes and components of those trawls in a flume tank setting.

4. Identify the key attributes of a modern 4-seam trawl, also provided by the vendor.

5. Evaluating different bridle and footrope configurations on a modern 4-seam trawl to help improve survey trawling techniques and trawl performance consistency and efficiency.

TECHNICAL SPECIFICATIONS:

The vendor must be an expert in the field of bottom trawl technologies in the commercial fishing industry. Contractor shall collaborate and meet with the Alaska Fisheries Science Center TPOC (located in Seattle, WA) during normal business hours, including travel, for anticipated in-person consultations and collaboration throughout the duration of the period of performance.

● Vendors must have extensive experience in industry bottom trawl manufacturing and technologies.

● Vendors must use industry standard materials readily available for ease of acquisition

● Materials used must have a high abrasion resistance and long-term durability.

● Vendor trawl designs must meet the following specifications, and be built of high quality construction to ensure longevity and reliability:

1. be a 4-seam bottom trawl net

2.possess an easily interchangeable footrope 3.come with 2 interchangeable footrope designs that meet specific requirements from RACE 4.conform to an average headrope height of 5-6 meters in operation

5.have durability in hard-bottom environments 6.be easy to operate and maintain 7.come with four (4) interchangeable codends to fit the 4-seam trawl (a pre-specified codend liner will be supplied by NOAA Fisheries) 8.be constructed of materials readily available in today's modern market 9.be constructed of 4.5” mesh size

Specific Trawl Requirements Specified by RACE:

Below are listed the primary characteristics that are necessary for a new bottom trawl design, as well as the rationale for each item.

1. Trawl opening within 17-20 meters horizontally and 5-6 meters vertically These trawl opening ranges are derived from our current RACE survey gear parameters and are a representation of the desired parameters we are seeking in the new trawl design. The horizontal opening of the 83-112 trawl is 17-20 meters, and the vertical opening is 1.5-1.9 meters. The horizontal opening of the Poly Nor’eastern trawl is 16-20 meters, and the vertical opening is 5.5-

7.0 meters. Horizontal measurements are based on top wing tip to top wing tip distance while fishing. The new trawl design shall spread 15-20 meters horizontally when fishing and have a height of 6-8 meters vertically while fishing in order to both maintain some aspects of our current GAP trawls and also improve upon other aspects.

2. Maximum catch capacity 10 ton, typical catch 1 ton for EBS and 2 tons for GOA While a 10-ton catch should be considered a rare event for the EBS survey work, this situation can occur; a 10-ton catch is more common in the Aleutian surveys. In the attempt to universalize the codends and trawl designs, the new trawl must therefore be built to safely and regularly handle a 10-ton catch capacity.

3. Towing speeds up to 3.2 knots Sampling tows are conducted in all currents and directions with a target speed of 3.0 knots with a maximum speed of 3.2 knots. Thus, the replacement trawl must be able to maintain optimal vertical and horizontal trawl mouth openings and remain in contact with the bottom at speeds up to 3.2 knots to achieve adequate catch samples.

4. Ease of repair – colored seams, standard panel materials This feature aids trawl repairs in the field, especially in identifying panel sections of the trawl and identifying the panel on the net plan. The belly section of the trawl must have tear strips to aid in quick belly replacements. The bottom wing must be constructed of double twin web for durability. There shall be a bolsh line and fishing chain along the bottom wing for footrope attachment. The intermediate must be constructed of a double twin. The back end of the trawl must be designed for quick codend removal and reinstallation. Each panel section must not be longer than 100.5 meshes long.

5. Ability to trawl at depths of up to 1000 meters This trawl should have the ability to trawl at a depth range of 10 - 1000 m. This 1000 m requirement represents the maximum depth extent for EBS and GOA trawling operations. Trawl manufacturers must state that, if floats are part of their trawl design, the floats can withstand depths of up to >1000 meters.

6. Ability to make bottom contact without damage The trawls must be constructed of materials that withstand high resistance to abrasion and chaffing in all towing environments. The trawl must be constructed of industry-standard materials easily acquired through vendors.

7. Codend design The codend must be designed similarly to currently used gear (see Appendix C) with built-in floats and chafing gear. The codend shall have reinforced web for load bearing, dumping straps to accommodate a 10 mt capacity, and the ability to attach a 1 1/4” liner to ensure retention of small organisms. The front end of the codend must be equipped with fly meshes for attaching to the trawl. The terminal end should use 2 ½” x ¼” SS rings attached to the codend by ¼” Duralon rope, and use a cow hitch every 12” with five (5) open meshes between each ring. The bag should then close using a 5/8”-3/4” hauling clip. The chaffing mat must cover the three sides of the codend with chafing hair and leave the top panel open.

ADDITIONAL INFORMATION:

The vendor may find the following suggestions from RACE’s experience with trawls useful in formulating a proposed net design. These are not strict requirements for the trawl design, but may be helpful in meeting the objective of retaining smaller fish per our survey requirements.

1. Maximum stretch mesh opening 4.5 inches for prototype, 5-inch stretch measure for option II The 83-112 current stretch measured web is 4”. The Poly Nor’eastern trawl stretch measured web is 5”. Our goal is to universalize the trawls using a mesh size in between the currently used trawl mesh sizes. The focus of the different mesh sizes is to ensure retention of 4-5 cm species, such as juvenile crab.

2. Suggested trawl construction web requirements Bottom wing: 4.5” double 4mm Side and top wings: 4.5” single 5mm Body, side, and top panel: 4.5” 5mm Belly: 4.5” double 4mm tear strips with 4.5” single 5 mm belly Intermediate: 4.5” double 4mm Codend: 4.5” double 4mm with 1 ¼” liner up to the 10 mt mark.

3. Suggested footrope requirements The suggestion for an EBS footrope would be 2-3” inch rubber cookies with a center hole punch of ¾” for ¾” cable. Droppers would be every 10-12” inches apart with a dropper length of 6-8”.

The GOA footrope would utilize our current design, but with one alteration: the continuation of 4” rubber discs from the center section out into the wing section. RACE would provide the design alteration plans to fit the new trawl design.

The vendor shall supply RACE with a full net plan that will be sufficient for other qualified personnel aboard the commercial fishing vessels and AFSC Net Loft to both maintain and repair the trawl or rigging. The final plan will be accepted after award and prototype testing.

PLACE OF PERFORMANCE/ PERIOD OF PERFORMANCE:

Total period of performance is estimated to be 05/15/2024to 05/15/2025. This range of the dates is to allow flexibility in scheduling due to the involvement of multiple parties.

The Contractor will provide the following items under these timelines, and at the described locations:

● May 2024: June 2024 Provide AFSC with proposed proto type trawl design for approval.

No travel is associated with this deliverable.

● June 2024: Provide Newfoundland Flume tank facilities net loft proto type trawl blueprints for scaling down and manufacturing of model trawl for tank studies. No travel is associated with this deliverable.

● September 2024 – December 2024: Vendor will be required to travel from their facility to the flume tank in Newfoundland, Canada for a single, 7-day trip during the period of performance of this contract. The vendor is responsible for all costs associated with this travel to provide consultations to AFSC staff.

1. Notice to Offerors - Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. 2. Quotation Package Requirements - Offeror shall have an active registration in the System for Award Management (SAM found at https://sam.gov/content/home) in order to provide a quote and be eligible for award. Offeror must provide their UEI # or CAGE CODE with their quote.

(a) Completed SF 1449 Line Items (CLIN) or Quote on Company Letterhead that provides pricing in accordance with the line item(s) established within the SF1449. All CLINs pricing shall be submitted as firm-fixed price to include unit price and extended total amount for each line item. All amounts shall be rounded to the nearest hundredth decimal place (i.e. $X.XX). In the event of mathematical errors, the unit price will be used as the basis for computing cost. The Offeror agrees to hold prices in its offer firm for 30 calendar days from the required response date of quotes.

52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021)

Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of evaluation, all vendors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which vendor will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror's initial quote; therefore, the Offeror's initial quote should contain the Offeror's best terms from a Non- Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make an award to an other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

Paragraph (a) is hereby completed as follows: Evaluation factors (1-2) are listed in the order of relative importance.

1. Technical Acceptability/Capability - The offeror's overall technical approach will be evaluated to assess the Government's level of confidence in the Offeror's understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. A detailed technical approach write-up describing how the Offeror will perform this service is required to be submitted. The technical approach write-up must not be a reiteration of the Statement of Work, but how your company plans on performing the tasks listed in the attached Statement of Work.

The Government will evaluate the Offeror’s technical capability responses to determine the Offeror’s capability of providing a solution that meets or exceeds the required service as outlined in the Statement of Need. Failure to submit a technical approach will render the response to be technically unacceptable and will not be considered further for award.

Acceptable Based on the quote, the Government determined the Offeror IS able to provide a technical approach in accordance with the Statement of Need.

Unacceptable Based on the quote, the Government determined the Offeror IS NOT able to provide a technical approach in accordance with the Statement of Need.

2. Price - The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution. The total evaluated price will include the sum of the Offeror’s price for each Line Item and will be evaluated for reasonableness and completeness in accordance with (IAW) FAR 13.106- 3(a).

(b) The Government intends to award a single, trade-off, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. (i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to-

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services."

(d) Representations. The Offeror represents that-

(1) It [ ] will, [ ] will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that-

It [ ] does, [ ] does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures. (1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment-

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services-

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment-

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.
