Solicitation 123A9420Q0033
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6 as supplemented with FAR 13 and additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020--09.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION
WILL NOT BE ISSUED.
The solicitation number for this acquisition is 123A9420Q0033 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 334118 and the Product Service Code is 5965.
This will be awarded as Firm---Fixed Price. Prospective Offerors are responsible for downloading the solicitation and any amendments from beta.sam.gov. The Government reserves the right to award an order without discussions if the Contracting Officer determines that the initial offer is providing best value and discussions are not necessary.
The Government intends to issue a Purchase Order.
1. BACKGROUND AND OVERVIEW:
The Food Safety and Inspection Service (FSIS), a public health regulatory agency of the U.S.
Department of Agriculture (USDA), protects consumers by ensuring that meat, poultry, and egg products are safe, wholesome, and properly marked, labeled, and packaged.
Under the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act, FSIS inspects all meat, poultry, and egg products sold in interstate commerce to ensure that they meet U.S. food safety standards. More than 7,600 inspection personnel verify that regulations regarding food safety and other consumer protection concerns are met in nearly 6500 meat, poultry, and egg processing plants. In slaughter plants, inspection involves examining, before and after slaughter, birds and animals intended for use as food.
In FY 16, FSIS implemented the use of virtual reality (VR) headsets to support mission-critical training and recruitment efforts. The headsets provide employees and supervisors with an immersive experience of the in-plant environment. OEED would like to order new headsets to replace the old 2015 Samsung VR headsets.
2. OBJECTIVES/PURPOSE
The vendor shall provide VR headsets to be used for FSIS’ mission-critical training and recruitment efforts. The vendor shall provide headsets that can be used and configured to demonstrate realistic workplace experiences in the in-plant environment.
3. STATEMENT OF WORK (SOW) -- - - - - SCOPE OF WORK
a. The vendor shall provide 65 Pico G2 4k VR headsets or 65 VR headsets equal to the Pico G2 4k VR headsets.
b. The VR headsets shall have:
- "Standalone Virtual Reality Glasses,"
- support by the authoring platform Mobfish (mobfish.net),
- support for kiosk mode allowing for the headset to bypass the operating system,
- up to 128Gb of internal storage to support all USDA content,
- support for a Micro-SD card for additional storage,
- a 4K display and 3840x2160 resolution,
- Qualcomm Snapdragon 835 for the CPU,
- weight about 278g without the band and about 470g with the band,
- a 75Hz refresh rate, and
- 3DoF tracking.
c. The vendor shall ship the VR headsets to Riverdale, MD within 10 business days of purchase.

6. GENERAL INFORMATION
The vendor shall provide the required deliverables and meet the required milestones set forth below.
- Provide 65 Pico G2 4k VR headsets
- Ship headsets to Riverdale, MD within 10 business days of purchase
I. EVALUATION AND AWARD:
Lowest Priced, Technically Acceptable (LPTA)
USDA will first evaluate all Offerors’ prices, then, evaluate the apparent lowest---priced quote/proposal for acceptability under the technical and past performance factors (if applicable). If the lowest---price Offeror was evaluated as unacceptable, USDA would then consider the acceptability of the next lowest---price Offeror, continuing this process as necessary.
J. DEADLINES FOR SUBMISSION
***The solicitation does not commit the Government to pay any cost for the preparation and submission of a quote. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed acquisition.***
QUESTIONS DEADLINE: Interested offerors shall submit questions electronically to alexis.galloway@usda.gov no later than September 15, 2020, 12:00 p.m. Eastern Time. Please include the company name, USDA solicitation number, and “Question(s)” in the subject line.
QUOTES DUE: All proposals are due, electronically to contract specialist email alexis.galloway@usda.gov for the RFQ no later than September 17, 2020, 12:00 p.m. Eastern Time.
