Firearms Range Use and Training Facilities For

Customs and Border Protection (CBP)

PR 20131223

September 1, 2022

Statement of Work (SOW) Range

1 BACKGROUND

• Each Office of Field Operations (OFO) location has independent training schedules to meet policy requirements such as low light/night fire familiarization, OC Spray, etc.

• Currently, each port does not adhere to a standard timeline or training guide for these required training areas.

• This can and does create training deficiencies as well as training conflicts, loss of certifications, and disciplinary action for officers who may be TDY to another location or who may be in the process of transferring from one duty location to another.

• Maintaining these various training schedules taxes our instructor cadre and training support branches who are working to ensure all officers/agents receive the required training.

2 SCOPE

Training facility must be within 15 minutes from the officer’s duty Port of Entry 5600 American Blvd, Suite 760, Bloomington, MN 55437.

Training facility provides no access to the public during Firearms Qualification and Training, providing a safe environment for CBP officers to train using their CBP firearms.

Must have the ability for officers to fire .223 M4 long guns, .40 caliber handgun and 9mm Glock handgun.

Facility must provide target backings for CBP targets used during all training.

Provide lighting at variable levels of conditions, for complete darkness training to high intensity daylight.

Provides turning targets ideal for tactical training and shoot/no shoot scenarios. Electric turning motors features full 360-degree target rotation as well as functionality, making it difficult for shooters to anticipate when the target will turn.

Facility offers twelve 50-yard ranges for officer qualifying, five 25-yard lanes for remedial training and two 100-yard ranges if needed.

Facility offers a control room for instructors providing range instructors with unobstructed line of sight of the firing range and all shooters.

Provides cleaning room with bulletproof barriers between cleaning stations, preventing accidental discharge injurers. All weapon cleaning equipment supplied. Facility disposes of all used cleaning supplies/debris contaminated with lead per OSHA requirements. Officers need to clean weapons after every shooting.

Statement of Work (SOW)

Training facility provides a Shooting Simulator (milo), ideal for providing a new safe shooting environment and providing face-to-face, side-by-side movement and Advanced Firearm Simulator training exercise. The simulator provides real life scenarios, providing officers with advanced skills.

Facility provides tactical training classroom/gym for Use of Less than Lethal Force (LLI) and Use of Force CBP Use of Force Continuum.

Scheduling: Facility provides a computer-based scheduling system for CBP instructors to log-in from their duty Port of Entry and see when the facility can be scheduled. Instructors have the ability to schedule as CBP mission allows. Provides access keys to instructor for 7 days a week 24 hours a day availability. Perfect if CBP mission prevents training during normal business hours or for officers needing remedial training.

Facility must meet Federal State and local requirements and Occupational Safety and Health Administration (OSHA) standards (safety, health, noise and air quality). Provides air filters and certifies air quality of indoor firing range providing certifications upon request by CBP.

Provides employees with blood tests for lead monthly. Completes Air Tests quarterly for lead. Provides custodial services and disposes of all used contaminated lead shelling, providing a safe environment for officers.

Classroom provided for academic instructional deliver equipped with electrical outlets to accommodate laptops, video equipment and a marker board is available. Facility provides a breakroom, restrooms and drinking water outside of firing range area. First aid kits and supplies (trauma bag) are on site in the event of injuries or accidents.

Adequate parking is available for all government and privately owned vehicles. A secure gated area provided for loading and unloading weapons and ammunition.

4 SPECIFIC TASKS

The following tasks as required to comply with this SOW.

All range use is minimum 2 hours Large Range - rate per/hour Small Range - rate per/hour Milo Simulator - rate per/hour

5 DELIVERABLES AND DELIVERY SCHEDULE

Service is required on a monthly recurring basis. Range use will be ordered as needed.

5.1 Range location must be within a 10- mile radius or within 15 minutes of provided address

Delivery Confirmation

The Contractor shall provide an electronic delivery confirmation and/or packing slip to the Contracting Officer Representative (COR) identified in Section 5.1 of this SOW at the time of delivery. All Packing Slips MUST have the PO # on the packing slip. The confirmation in excel version should match the BOM in Section 4.1 to allow the COR to identify which items have been delivered. Not complying with this format could result in a delay in processing invoice.

6 GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION

No Government-furnished equipment and information is anticipated under this award.

7 PERIOD OF PERFORMANCE

The Period of Performance (POP), Base year, plus four possible option years. To be finalized on award as a Blanket Purchase Agreement (BPA). Pricing for each option year is required.

Base year : 09/16/2022 to 09/15/2023 Option year 1: 09/16/2023 to 09/15/2024 Option year 2: 09/16/2024 to 09/15/2025 Option year 3: 09/16/2025 to 09/15/2026 Option year 4: 09/16/2026 to 09/15/2027

8 SECURITY

Statement of Work (SOW)

There are no specific security classification level requirements associated with this requirement.

Information is deemed unclassified. General security requirements are outlined in the terms and conditions contained in section 9.5.2.

8.1 Handling Personally Identifiable Information (PII)

The contractor is responsible for complying with the Privacy Act, CBP, and DHS privacy policies and procedures when handling PII. This includes reporting loss, theft, or unauthorized access to sensitive PII within one hour of discovery and reviewing contractor applicable policies at least annually.

9 SPECIAL CONSIDERATIONS

9.1 Inspection and Acceptance

The Government reserves the right to reject any deliverable based on defects with respect to completeness correctness, clarity, and consistencies. In the event of a rejection of any deliverable, the CO will notify the Contractor in writing within five (5) business days of the receipt of the deliverable of any deficiencies to be corrected. The Contractor will have five (5) business days to correct the deficiencies.

9.2 Task Order Administration

The COR will provide no supervision to contractor personnel. The COR is not empowered to make any commitments or changes which affect the BPA price or other items and conditions. Any such proposed changes must be brought to the immediate attention of the Contracting Officer (CO) for action. The acceptance of any changes by the contractor without specific approval and written consent of the CO shall be at the contractor’s risk.

9.3 Invoice Instructions

The Contractor shall submit on a monthly one (1) invoice every month for the monthly services. The invoice shall be simultaneously transmitted electronically to the COR at the e-mail address provided in section 9.2, and the Contractor shall invoice CBP in accordance with CBP invoicing payment and invoicing instructions (JAN 2011), which will provided on BPA award document.

Please ensure the following are included in all invoices:

• Purchase Order number

• Description of supplies or services provided for a specified time-period.

• Unit price and total amount of each item.

• Discount terms

• Company name, telephone number, taxpayer’s identification number, and complete mailing address to which payment will be mailed.

9.4 Changes to the SOW:

No changes to this SOW or cost shall be incurred without prior approval of the Contracting Officer (CO) and coordinated by the COR. Only the CO has the authority to represent the Government in cases where the delivery order requires a change in the terms and conditions, delivery schedule, scope of work and/or price of the products and/or services under this task order. Any changes or cost increases will not take effect until the CO executes a written modification.
