Re: Questions and Answers for the Cell Phone Services / SJO-100-14-R-0002
1- Can we offer subsidy/discount on handsets? or we shall provide certain handsets models.
We require Blackberry Z10 & Q10 models only, the basic phones can range from 10JOD to
120JOD, in the previous contract the cost was 120JOD per phone and was basic and good quality.
If we leave it up to the contractor, they will bring us the 10 JD cell phones which are very bad quality.
2- Is there any registration process, we need more details on this point? Registration for what? If the question is about the D.U.N.S number, you can start the registration process at the following website http://www.sba.gov/content/getting-d-u-n-s-number
3- Will the rental period for the VIP lines be pre-defined upon placing the order, or not?
Rental periods for VIP lines are estimated to be for an average of 14 days.
4- What are the mandatory fields that should be filled in the cover page? GSO please respond.

5- Is there any expected split between the Q10, Z10 & BB9900? We estimate 90% Z10, 10% Q10. The 9900 models are now being phased out.
6- Expected split in the required handsets type for the official lines? We estimate 90% Z10, 10% Q10. The 9900 models are now being phased out. Cell phones can basic models.
7- Regarding the handset rental, will it be high tier, med tier or low tier? Is there any price range for it? The basic phones can range from 10JOD to 120JOD, In the previous contract the cost was 120JOD per phone and was basic and good quality. 8- Regarding the notification on the line with it reaches 100JD, what if there was a delay?
What are the implications? We only expect that the provider make its best good faith effort to provide immediate notification when the threshold is reached. Otherwise we may seek a refund of excess charges.
9- Page 30 Section 6-a, more details required about the work plan.
You need to explain how will you handle this service , your company strategies’ and plans to maintain the service in general.

10- Page 30 Section 10, what sort of accessories are needed? If we want to buy chargers, headset, car kits…etc
11- Page 30 Section A3, what is the needed insurance mentioned? A proof that your employees who will be working with the embassy are insured …however you do not need to provide that because your operations are not at the Embassy compound.
12- Are the rented cell phones going to be returned? Yes. However, we will retain the
Blackberry phones if they have been provisioned and placed into service.
13- We want a confirmation in writing that the US Embassy will pay the special tax. GSO will provide this letter when we sign the contract.
14- Page 12 point 5 is not clear, what is the security code and for what? This refers to the Pin
Unlock Code (PUC) that would allow us to reset the PIN if a user forgets it and gets locked out of the device
15- In case of any installation delay above 10% as mentioned in point 11 page 14, will the embassy pay for the remaining amount of the handsets price? No
16- There is no clear evaluation criteria for the prices, can we have more details? This is the official evaluation plan, all the contractor will have the access to our evaluation criteria, as we mentioned Lowest price Technically acceptable.
17- Number of employees that are allowed to use their mobile phones during roaming (in average per month)? Approximately 75 employees use roaming service per month.
18- Number of users of low level handsets and their average bill per month? Approximately
700 users have low level handsets. The majority of users do not exceed the basic service rate by more than 25%
19- Do the users of low level handsets require Pay as you Go lines (Prepaid) or Postpaid?
Low level handsets require Postpaid service. Timely and accurate billing is critical.
20- Are all lines open or there are capped lines with specific amount. There should be no service caps on any lines.
21- How many lines are eligible for VAS (Value Added Services, eg. Private number, CLI+, etc). All lines should have VAS.
22- Total spending on mobile service per year? No accurate number ( open figures)
23- Total spending on mobile service for High end users and is there any categorization of these users (medium, high, VIP… etc)? There is no categorization of users.
24- Percentage of Roaming and International out of the total bill. Our billing software does not currently track that information.
25- Roaming Hot destinations in Far East? Bangkok is a priority destination in the Far East.
26- Other than Blackberries, what type of preferential Smartphones were used during 2013 and to be used during 2014/15? We don’t currently use Smartphones. We use either
Blackberries or basic cell phones.
27- Average number of VIP visitors that require mobile lines. We mostly use prepaid airtime cards for VIP visitors
28- Any specific handsets/types (basic or smartphone) to be provided during the visits of the
VIP. The basic phones can range from 10JOD to 120JOD, In the previous contract the cost was 120JOD per phone and was basic and good quality. If we leave it up to the contractor, they will bring us the 10 JD cell phones which are very bad quality..
29- Is the operator requested to enhance Mobile coverage inside the embassy campus, and are there any areas in specific that needs enhancement for mobile coverage? No enhanced coverage is required inside the campus.
30- As per previous experience, how many number of SIM cards that were needed to be replaced (for either lost or damaged). Approximately 50 per year.
31- Would be the Machine to Machine (M2M) over GSM be of interest (like fleet management… etc). This is not a required service at this time.
