Defense Threat Reduction Agency

8725 John J. Kingman Road, Stop 6201

Fort Belvoir, VA 22060-6201

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Nature and/or Description of Action

The Defense Threat Reduction Agency contracting activity proposes to procure, without using full and open competition, contractor personnel support for the Standing Joint Force

Headquarters – Elimination (SJFHQ-E), utilizing a short-term sole source contract to be awarded to the current performer, CENTRA Technology, Inc.

SJFHQ-E’s Contract Support is specialized to conduct CWMD operations as part of a

Joint/Inter-agency staff organization operating under a flag or general officer providing a

Combatant Commander with full-time, trained Joint command and control element for contingency and crisis action planning and/or operations.

2. Description of the Supplies/Services Required

The Standing Joint Force Headquarters for Elimination (SJFHQ-E) provides strategic and operational level planning, maintains Countering Weapons of Mass Destruction (CWMD) situational awareness, and coordinates Joint Weapons of Mass Destruction (WMD) operations. In addition, SJFHQ-E provides Joint CWMD training and inter-agency augmentation operations during exercises in support of Combatant Commanders (CCMDs) and/or Joint Force Commander requirements related to CWMD and WMD events in support of mission goals and objectives. In a contingency situation and upon request, SJFHQ-E deploys personnel to augment the established Joint Force Commander’s Headquarters in support of CWMD operations. The support requirements include:

1) Assisting in the Training Military and/or Civilian personnel within CCMD in coordination of CWMD operations support.

2) Planning, coordinating, conducting, and/or supporting exercises and events related to

CWMD cell support to the CCMDs.

3) Supporting the execution of real-world CWMD operations in support of CCMD missions in all operational and physical environments.

4) Maintaining operational situational awareness of tier 1/2/3 threat countries with known Weapons of Mass Destruction (WMD) programs; assisting in the development of elimination training and exercises in preparation for wartime missions; assisting in the coordination and conduct of planning efforts with other

CWMD related units, Combat Support Agencies, Combatant Commanders, and other

DOD and United States Government (USG) organizations with interest in CWMD operations.

5) Supporting the ability to receive, process, and disseminate operational information related to CWMD Cell operations to and from supported and supporting commands and interagency organizations.

6) Supporting duties in initiating and tracking facility work orders; performing key control;

dispatching vehicles (Transportation Motor Pool) and scheduling them for maintenance;

receiving/storing/issuing supplies and uniforms in the provided warehouse; writing and proof reading logistics annexes in support of exercises and real world contingencies;

managing and establishing Central Issue Facilities (CIF) equipment menus supporting all services; managing work orders and facilities; coordinating all transportation requirements

(turn-in of equipment, movement of personnel to and from APOD/SPOD while conducting

CWMD Cell support operations); managing and inventorying sensitive items; performing duties or armoring when applicable.

7) Assisting in the development and coordination of plans to support Global Combatant

Commands (GCC)/JTF operations to control, defeat, disable, and dispose of WMD.

8) Assisting in developing Countering-WMD policies and procedures. Administering message traffic, publications, Joint Training Information Management System (JTIMS), and the Defense Readiness Reporting System (DRRS) reporting for the Plans and Policy

Branch.

9) Exercising expert support including supporting all tasks required to plan, develop, execute and assess activities called for within the Joint Event Life Cycle (JELC) for exercises. This includes, but is not limited to: realistic CWMD scenario planning, development, implementation, and execution control; operation of a Joint Exercise Control Group

(JECG), and development, management and execution of items in the Joint Master

Scenario Event List (JMSEL).

10) Have a working knowledge of the following systems: Planning, Programming, Budgeting, and Execution System (PPBES), Microsoft Excel and Power Point, Comprehensive Cost and Requirement System (CCAR), Commander’s Resource Integration System (CRIS), Defense Travel System (DTS), and Citibank Government Travel Card system.

This contract action represents a FAR 6.302-1 sole source requirement that will consist of a single twelve (12) month contracting effort to provide the SJFHQ-E with continued contractor personnel support for the CWMD mission. The last option year of the current J2/5/8R Support contract

(HDTRA1-11-D-0015) task order 0008, expires 31 August 2016.

3. Statutory Authority

The statutory authority for this non-competitive action is 10 United States Code (U.S.C.) 2304(c)(1) or

41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source.

4. Applicability of Authority

A synopsis was submitted in FedBizOps and closed on 17 June 2016. Three respondents replied to the synopsis. A Q&A was held on 13 July 2016 with the respondents. Upon the conclusion of the Q&A session, it was identified that the respondents either did not have a sufficient understanding of the requirement nor a realistic view of how to acquire the appropriate personnel; did not have the capability to perform the work (head hunter/sub-contractor); and/or couldn’t meet the deadline of 1 Sep 16 with qualified trained personnel ensuring a seamless transition.

Under the existing HDTRA1-11-D-0015 0008, CENTRA Technology, Inc. provides highly specialized

CWMD operational/exercise knowledge (SME) and support services. Because of the technical nature of the work and associated work products and exercise support to CCMDs, transitioning the effort to a new performer would require an overlap period of several months to convey standard operating procedures and demonstrate mastery of support to CWMD events/operations in support to CCMDs.

Furthermore, over 55% of the current work must be performed by personnel with TOP SECRET clearances (with some granted access to Sensitive Compartmented Information (SCI)). Given the limited timeframe of this requirement (12 months), conducting a full and open competition and potentially transitioning the work to a new performer would result in both duplication of costs (during the necessary transition period) and unacceptable delays in fulfilling the Command's requirements.

Due to the specific nature of CWMD operations, the normal transition period associated with contract award and contractor support must not be interrupted due to exercise operations supporting CCMDs during July, August, October, December 2016 and March 2017. Contractor support includes planning, task development, and training which are necessary for unit functions and no mission degradation. If a disruption were to occur, it would negatively impact operational and strategic objectives in SJFHQ-E’s contribution to various CCMDs. Therefore, SJFHQ-E is seeking a 12-month contract (POP 1

September 2016 – 31 August 2017)

5. Effort to Solicit Potential Sources

This action has been synopsized on FedBizOps in accordance with FAR 5.201. The Government received a total of 3 responses from potential offerors. The responses to the synopsis were evaluated for consideration. A Q&A was held on 13 July 2016 with the respondents. Upon the conclusion of the

Q&A session, it was identified that the respondents either did not have a sufficient understanding of the requirement nor a realistic view of how to acquire the appropriate personnel; did not have the capability to perform the work (head hunter/sub-contractor); and/or couldn’t meet the deadline of 1 Sep 16 with qualified trained personnel ensuring a seamless transition.

6. Fair and Reasonable Costs

It is expected that the 12-month contract (POP 1 September 2016 – 31 August 2017) will utilize current cost/price and rates of the contract task order, HDTRA1-11-D-0015-0008. The anticipated cost/price to the Government of the sole source contract action will be determined to be fair and reasonable based on a detailed cost and price analysis of certified cost and pricing data, and comparison with historical data under the current task order with CENTRA Technology, Inc. The efforts to be covered under the sole source contract are a continuation of services which have been performed for over three (3) years under the current existing task order; therefore, sufficient history is available to provide a sound basis for comparison.

7. Market Research

Market research for the follow-on support requirements for the SJFHQ-E was completed on 5 June

2015. Intent to sole source synopsis was published on FEDBIZOPPS on 17 June 2016. The results of the synopsis determined there are a minimum of three (3) companies with capabilities seemingly relevant to the SJFHQ-E support requirements. The companies are as follows:

NAME TYPE LOCATION

The Garret Group Service-Disabled Veteran-Owned Small Business Bellevue, NB

APPLIED INTEGRITY

CONSULTING, LLC

Woman Owned Small Business, Economically Disadvantaged Woman Owned Small Business, Small Disadvantaged Business

Leesburg, VA

RGG Services

8a Certified, Woman Owned Small Business, Economically Disadvantaged Women Owned Small Business, Hispanic American Owned, Minority Owned

Wylie, TX

While some of these companies may have the skill set necessary to perform the extension of existing contract work they lack the capacity to provide the support immediately and without interruption of mission support for on-going exercises required by the Government. Also, due to the current scheduled support to CCMDs and support to real world operations, there is a severe lack of time to conduct a proper, non-interruptive to mission transition. A significant transition period would be required to transition current efforts by the incumbent under

HDTRA1-11-D-0015 Task Order 0008 to a new performer.

8. Other Facts

The current contract (HDTRA1-11-D-0015) was awarded utilizing full and open competitive procedures. This bridge contracting effort will be awarded without utilizing full and open competition.

9. Interested Sources

See sections 5 and 7 above.

10. Subsequent Actions

The Government has received several inquiries for this effort. The Government anticipates awarding a follow-on full and open contract. The follow-on contract is expected to be in place to allow an orderly transition by 31 July 2017.
