SINLEC17R0006 QUESTIONS AND ANSWERS

1. Who is the current and past incumbent(s) on this work?
There is no contractor currently performing this work.
2. Is the work currently being done by a HUBZone company?
N/A
3. If a HUBZone company is not currently conducting this work, how did the government conduct market research to determine its viability as a HUBZone contract?
By determining if there were enough HUBZone businesses in the marketplace that can perform the work.
4. Do training materials already exist for these course that will be used as a baseline for updates and changes? Or must the course be developed from scratch?
To be developed by the contractor and approved by INL.
5. How many instructors per class have been used to teach iteration? Or how many instructors does the government expect or desire to be used?
Two. Please see Section II-Paragraph 4 on Page 3 of the RFP.
6. Interview and Interrogation training normally requires a role playing element of outside actors and role players to augment for the exercise play. Is this type of support expected to be part of the contract? Or is it available outside of the contract free of charge from the host national to support the training?
Role playing and other learning, pedagogic techniques should be performed by instructors as experts teaching the subject.
7. Will the contracted 40 1-week classes be conducted approximately 20 per year for two years? With what frequency and duration will the 1-week classes be conducted sequentially, which would cut down on travel costs.
Estimated figures are 20 classes per year but numbers may vary. Up to three simultaneous classes can be scheduled during the same week.
8. Can Mexican citizens or other LATAM citizens be employed as contract instructors?
As long as they fulfill the training accreditation (US Authority or law enforcement agency) and certification requirements specifically in Interviewing Techniques.
9. Does the government expect the same instructor(s) to conduct all sessions of the training? Or can the contractor have a stable of approved instructors to pull from for each iteration?
Contractors should have a number of approved instructors to pull from for each iteration.
10. When does the government expect the first sessions to be completed?
Training activities should start November 2017
11. Will PowerPoint slides be the primary expected medium of training?
Power point slides will serve only as instructor support material for class presentations but the instructors will be expected to include personal experience and use a formal student guide or manual to be used in class and delivered to the students to be used as a reference.
12. What numbers and types of interview exercises will be expected during a 5-day class?
To be determined by the expert or curriculum developer hired by the contractor. Class exercises are highly desirable to foster an excellent learning environment and to assure student participation
13. Section II-SOW, Paragraph 6, Instructor Requirements. How many instructors are required to present each 5-day course?
Please refer to Question 5.
14. Section II-SOW, Paragraph 4, Technical Specifications. Would INL please inform bidders of the number of courses we would be expected to present on a weekly or monthly basis?
Estimated figures are two courses per month but numbers may increase up to three. Two of these might be simultaneous.
15. Are MRPT certifications required on this contract?
Yes. Please see Section II-Paragraph 6.4 on Page 4 of the RFP.
16. Section II-SOW, Paragraph 4, Technical Specifications. How many courses will be conducted outside of Mexico City?
Please see Section II-Paragraph 4 on Page 3 of the RFP.
17. Section II-SOW, Paragraph 4, Technical Specifications. How much advance notice will be provided before a training course is to be delivered?
At least 30 days.
18. In Section 7.1, page 4, it states that all training, including presentation, slides, manuals, handouts, and other material shall be presented in Spanish. Additionally, in Section 16, page 10, under Sub-Factor 2 it states that Instructors also demonstrate a Spanish competency of 3/3 or higher. Would the Department of State consider providing interpreters and translators for these courses to allow the Instructors to present the training and materials in English?
As stated in the Statement of Work (SOW), INL will provide translation of manuals, handouts and PowerPoint slides. For the interpreters, support for courses will be evaluated on a case by case basis.
