SECTION 1
GENERAL INFORMATION
The Government intends to award a firm fixed price contract for ALL “Brand Name or Equal” specifications listed under this RFQ.
INFORMATION TO CONTRACTORS:
Contractors are reminded that information furnished under this Request for Quote (RFQ) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business or that contain trade secrets or proprietary or personnel information must be clearly marked. Marking of items will not necessarily preclude disclosure when Department of State (DoS) determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents will be deemed releasable.
QUESTIONS CONCERNING THE REQUEST FOR PROPOSAL
Offerors are warned against contacting any INL personnel other than the Contracting Officer or Contract Specialist prior to award of the Contract resulting from this RFQ. If such a contact occurs and found to be prejudicial to competing vendors, the vendor making such a contact may be excluded from award consideration. Answers to inquiries/questions, if given, shall be provided in writing to all vendors being solicited.
No information concerning this RFQ shall be provided in response to telephone calls. All such requests must be submitted in writing to the Contract Specialist by email. Written questions relating to this RFQ shall be accepted through 5:00 P.M., EST on 23 October 2015. Any communications in reference to this RFQ shall cite the reference section title and page number, and directed to the following individual:

This requirement is being posted as a 100% Small Business Set-Aside.
CONTRACTOR RELATIONSHIPS
The Department of State (DoS) encourages the use of subcontractors. In addition, the Department requires that any potential Organization Conflict of Interest identified in the proposal to ensure proper firewalls established prior to award.
MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS
Contractors shall not submit, nor shall the Government accept or evaluate, multiple proposals offering alternative solutions. Contractors shall not submit, nor shall the Government accept or evaluate, multiple solutions within one proposal.
PERIOD OF ACCEPTANCE OF OFFERS
Contractors shall agree, if the proposal is accepted within ninety (90) calendar days (unless a greater period is inserted by the contractor) from the date specified in the solicitation for receipt of proposals, to furnish any or all of the requirements upon which prices are proposed at the price set opposite each item, performed and/or delivered at the designated point(s) within the time specified.
TYPE OF CONTRACT
This requirement will result in the award of a Firm-Fixed-Price (FFP) Delivery Order for the requirements identified in this specification list. The FFP price shall include all direct and indirect costs, profit, shipping/delivery charges (if any), and any and all insurances. The price will not be subject to adjustment after award.
BASIS FOR AWARD
• Award will be made on an “All or None” basis.
• Award will be made based on the Lowest Priced-Technically Acceptable (LPTA) quote that is responsive to all of the requirements in the Request for Quote (RFQ).
SECTION 2
SPECIFICATIONS LIST
BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The U.S. Department of State, Bureau of International Narcotics and Law Enforcement (INL-B), U.S. Embassy Kingston is determined to purchase a Scanning Electron Microscope for the Institute of Forensic Science and Legal Medicine in part of measures to decrease crime, corruption and violence through investigative capacity building for Jamaican’s law enforcement agents.
1. DESCRIPTION
The Institute of Forensic Science and Legal Medicine offers forensic science services to the Jamaican criminal justice system. With the support of the Bureau of International Narcotics and Law Enforcement Affairs (INL), the Institute of Forensic Science & Legal Medicine will equip the laboratory with a Scanning Electron Microscope and a High Performance Fume Hood. The Scanning Electron Microscope will provide to the Forensic Laboratory the latest scientific testing methods to collect, preserve, process, and analyze evidence related to gunshot residue. The High Performance Fume Hood will protect the Forensic Science and Medicine Operators from harmful or toxic fumes or vapors generated from scientific testing methods to collect, preserve, process, and analyze evidence related to the gunshot residue.

3. MARKING REQUIREMENTS:
3.1 DELIVERY TERMS: FOB Destination. Any lost or damaged items/equipment during shipment shall be replaced by the contractor upon notification. All items shall be delivered to:

4. EVALUATION OF QUOTATIONS:
4.1. Award will be made to the lowest priced-technically acceptable quoter who is responsive to the RFQ requirements. The Award decision will be based on the lowest overall price to the Government.
4.2. The Government reserves the sole discretion to reject a quotation that is technically unacceptable or unreasonably high in price.
4.3. To be considered for award, the contractor must be determined by the Contracting Officer to be responsible in accordance with the standards described in FAR 9.104-1.
4.4 Distributor and must be able to provide warranty, maintenance, and support in English.
4.5. To be eligible for award, the contractor must be registered in SAM (www.sam.gov) and must not be on the excluded contractors list.
5. Award will be on an "all or none" basis.
6. QUOTATION MUST INCLUDE THE FOLLOWING:
6.1. PRICE: unit and extended prices inclusive of delivery charges.
6.2. DELIVERY DATE: Proposed delivery date.
6.3. DESCRIPTION: Description/nomenclature of the item being proposed; product literature may be provided. Address how vendor proposes to provide warranty, maintenance, and support in English.
6.4. Company name, address, POC information, and DUNS number.
6.6. CERTIFICATIONS: Completed certifications (FAR 52.212-3) or statement that the certifications are included in SAM (www.sam.gov).
7. EXPORT LICENSE
The Contractor shall comply with Sections 38-40 of the Arms Export Control Act (AECA) (22 U.S.C. 2778-2780) and the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130) as required, for the prosecution of work under this contract at no additional cost to the Government. Failure to be in compliance with AECA and ITAR by date planned for commencement of contract performance as well as during the entire performance of work under this contract may result in contract termination. Any penalties rendered to the Contractor, as a direct result of being found non-compliance with AECA and ITAR, will be the responsibility of the Contractor. The Contractor shall comply with license requirements of the Commerce Control List and any Export Administrative Regulations (EAR) which may apply.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
