INL/Honduras: Wireless Point-to-Multipoint System, SINLEC15Q0081 Questions & Answers

1. Are all workers (installers, trainers, etc.) required to have Secret clearance for this project?

No, security clearances are not needed.

2. Must all workers on this project be US Citizens?

INL has no objection. It is at the vendor’s discretion whether workers will be US citizens.

3. The delivery date for the equipment is stated as 60 days and 90 days. Can you please provide clarification?

Delivery shall be 60 days from date of award. The RFQ has been updated to clarify.

4. Will the Dept of State be offering any assistance in shipping equipment into Honduras or is the awardee responsible for all shipping efforts (i.e., customs clearance)?

The awardee will be responsible for shipping all equipment into Honduras.

5. “This is a brand name or equal to procurement, Seller certifies that it is an authorized distributer of the similar product being sold to the Department of State and that it has the certification/specialization level required by the manufacturer, to support both the product sale and product pricing, in accordance with applicable manufacturer certification/ specialization requirements.” We have many past performances that will qualify us, but we are not an authorized dealer for Tsunami products. Will we be disqualified? Is so, can we work with a subcontractor who has such authorization?

This RFQ is ‘brand name or equal,’ meaning vendors can provide alternative products to Tsunami. Vendors may also work with subcontractors; reference Section 1, heading III.
