Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This procurement is for replacement of 2 end of life Medivators for reprocessing of endoscopes with Medivators Advantage Plus SS w/compressor.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In the goal of being a highly reliable organization, VISN 2 facilities are moving toward standardization across all facilities. Currently 4 Upstate facilities have Medivators. Standardizing would allow sharing of chemicals and chemical indicators, blocks and other accessories. This is important if machines need additional disposable items and would allow hospitals to share equipment in emergency situations such was just seen in the COVID-19 emergency response.
The Syracuse VA currently has the older model Medivators with limited features. The newer model
Medivators can download data for storage from the existing models and will store the information to be used for audits and reports used in tracking patient safety. The upgraded model will allow the current accessories used with the older model to be utilized which would result in cost savings. In switching to a different brand of product, all chemicals, chemical indicators, blocks and other accessories will need to be purchased. There will also be disposal fees associated with the different brand chemicals. Purchasing the Medivator model for Syracuse, will eliminate buying the following new equipment, unnecessarily: Dry cabinets, block, cassettes, transport trays, and carts.
4. Description of market research conducted and results or statement why it was not conducted:
Three additional manufacturers were contacted to provide product information for comparison.
Pentax Medical is a company in Japan who does not sell in the US and has not been approved to sell in the US. Steris Healthcare is working on a new model to replace their existing product which they advised is obsolete. The timeline for this new product is within a year but has been pushed back due to the Coronoavirus pandemic. Olympus is also in the process of releasing a new unit within 3-6 months but has been delayed due to the pandemic. In addition, the Olympus unit has only been cleared to be cleaned with Olympus scopes. Accessories, dilators, and their own buttons are required to be autoclaved.
