SOUTH DAKOTA AIR NATIONAL GUARD
HEADQUARTERS 114TH FIGHTER WING (ANG)
SIOUX FALLS SOUTH DAKOTA
FOR OFFICIAL USE ONLY
DATE: September 20, 2016
SINGLE SOURCE JUSTIFICATION
IAW FAR 13.106-1(b)(1)(i)
1. Contracting Activity:
South Dakota Air National Guard Base Contracting Office – W912MM 1201 West Algonquin St Sioux Falls, SD 57104-0264
2. Description of Action:
Existing equipment was requisitioned through the Air Force Supply System (ESS) but only supports single runway operation. ANG Operation and Maintenance Funds (3840) have been provided and a firm fixed price contract is planned to purchase this upgrade.
3. Description of Supplies/Services:
Aircraft Arresting System Radio Control ACE 3600 modification/upgrade from single (PAACS1) to dual (PAACS2) runway system. This system when modified will replace the existing dual runway radio control system which is no longer is supported. AF Form 9 number is F9A3RP6134A001.
(Estimated Value = $90,000.00)
4. Authority Cited:
Only one source is deemed reasonably available in accordance with FAR 13.106-1(b)(1)(i).
5. Reason for Authority Cited:
The South Dakota Air National Guard (SDANG) received an ACE 3600 single runway configuration radio control system PAACS1 as a standard component of the BAK 14 Aircraft Arresting System (NSN: 1710-01- 592-6279 RN) as ordered through the federal supply system.
The ACE 3600 radio control is the standard radio control system for the BAK 14 Aircraft Arresting Systems which provides for standardized training for aircraft arresting system maintenance personnel across the Air Force and allows for personnel to easily transition from one installation to another without having to be retrained.
The SDANG requires a dual runway system to accommodate the flying mission operating on the two main runways at Joe Foss Field. Due to the small number of dual runway requirements, the dual runway radio control system is not available from the federal supply system while the single runway radio control system is.
Modification of the on hand ACE 3600 is in the best interest of the government. It avoids a substantial duplication of cost as compared to procuring a complete new system. A new PAACS2 radio system is expected to cost approximately $160K. Modification of the on hand PAACS1 is expected to cost approximately $90k. A cost saving of approximately $65K should be realized (based on cost figures received from the Air National Guard (ANG) Civil Engineer Technical Services Center (CETSC).
(Estimated Value = $90,000.00) p $160K. p
$90k.
FOR OFFICIAL USE ONLY
The SDANG currently has a dual runway radio control system installed but it is no longer supported and future repairs will not be possible leaving degradation of the flying mission a likely possibility at any time in the future. Should procurement be pursued from another source, research and development would have to be started from the beginning verses utilizing an existing and proven system.
6. Market Research:
Coordination with:
Civil Engineer Airfield Pavements & Aircraft Arresting Systems NGB/A7OC 3430 2nd Street NE Minot, ND 58703-0527
7. Interested Sources:
None known.
10. Other Facts:
The ANG CETSC maintains a store of excess parts from these radio control systems from across the ANG as systems are installed and decommissioned. These parts are made available to installations as needed. By having a standardized system, additional cost saving are also realized.
