Section B: Description of the Supplies/Services Required

The item is for one (1) insulating liner set that will attach to the interior of a System-50 LAMS. Each set consists of: 6 each - Liner, C/S, 50B-BBB, COMP, INS, 2 Each - Liner, BAY, 50B-BBB-A, 95'-4", INS, W/PD, 3 Each - Liner BAY, 50B-BBB-A, 102'-8", INS, W/ 8 Ducts.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Air Force Civil Engineer Center (AFCEC) is purchasing one set of Clamshell Insulated liners to fulfill Air Force wide training.

The liners are directly compatible with the existing System 50 Clamshell Shelters, which will be used to train incoming Airmen on the shelter and liner installation during upcoming Large Area Shelter Maintenance and Repair Courses. This course will soon be mandatory by AFI 10-210 for all 3E3X1 Structural Personnel. The liners are manufactured specifically for the interior of the large shelters and help regulate the internal temperatures. The Air Force has invested about $205K for the existing shelters, therefore the use of another company's liners would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

For continuity and seamless integration, the customer is requesting the purchase of insulated liners from the same manufacturer of the shelters. This is expected to enhance the training environment by allowing students to gain hands-on experience with the same equipment and components that they would use in real-life scenarios. Although it is not considered War Reserve Materiel (WRM) the shelters and insulation kits have increasingly become a go-to asset for multiple contingency locations globally. Additionally, further discussion with Mrs. Jennie Westling led to her stating that any alterations that are made to the Clamshelter with another companies parts would void any existing warranties.

An email was sent to Clamshell's company sales representative, Jennie Westling, on 7 April 2021 that asked whether or not Clamshell had any authorized resellers and she responded on 7 April 2021 with a Sole Source letter that stated Clamshell Buildings has not licensed to any other party the right to sell Clamshelters or the related parts. Clamshell Buildings is the sole source and authorized supplier of Clamshelters and the related parts.

Section D: Efforts to Obtain Competition

An Intent to Sole Source/Sources Sought was posted to SAM.Beta.gov on 11 May 2021 stating that the Government intends to issue a Sole Source award to Clamshell Buildings. This notice also allowed potential providers the opportunity to state their interest in the requirement as well as propose alternative solutions that may meet the Government's needs. One response was received from a contractor that provides temporary shelters, however this requirement is for insulated liners and not the shelters themselves. The contractor was informed of this information and it was communicated to them that their contact information would be forwarded to the end users for consideration on future shelter requirements.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research seems to suggest that the majority of the companies manufacture the liners using proprietary materials.

Therefore, it has been determined that the best value for the Government is to purchase the liners from the same company that

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
