Section B: Description of the Supplies/Services Required

Due to unexpected maintenance delays TACOM-Watercraft Inspection Branch (WIB) has recommended that USAV Harper's Ferry be tugged to Yokohama North Dock to complete contracted repairs as well as to meet upcoming timeline suspenses for C5ISR communication system repairs and upgrades on the vessel. The vessel is currently NMC and will not be able to meet their required suspense if left at Naha Military Port. As a result, the vessel will not receive critical system upgrades and will continue to affect upcoming mission support within the AOR.

Section C: Justification for Soliciting from a Single Source or Brand Name

This requirement is being sought from a single source pursuant to FAR 13.106-2(i) due to the urgency of the requirement. This vessel is one of two LCUs assigned to 10th Support Group and has been deadlined for an extended period of time. During this period missions have seen a serious decline due to lack of ability to support, therefore repairs are critical in executing these missions. Conducting repairs at Yokohama North Dock provides contractors, who reside in Yokohama, an ability to avoid COVID-19 travel restrictions, and places less strain on sourcing efforts. Additionally, coordination with C5ISR has been on-going for roughly 9 months. If the vessel cannot be transported to Yokohama, it is likely that it will not receive required system upgrades and repairs. Okinawa Marines Service CO., LTD) is the only company in the immediate area that can fulfill this requirement in the specified time constraints and has demonstrated that they are capable of performing this service.

Section D: Efforts to Obtain Competition

18th Contracting Squadron performed market research to identify other Tug Service Companies that could fulfill our required service in the time constraints.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the unusual and urgent circumstances of this requirement, we could not find any other Tug boat services in the immediate area that would be able to provide adequate competition for this requirement. In the future, all efforts will be exhausted to confirm any other available Tug boat services in order to promote competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1) and FAR 6.302-2, that the circumstances of this contract action deem only a single source is reasonably available.
