Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Sole source procurement of the commercially available service promotion gold plus package that covers repairs amd preventive maintenance on the Omaha VA’s Abbott Optis Laser Scanning System.

A search of the SBA DSBS for certified SDVOSB and VOSB using NAICS Code 811210 and Keyword of Abbott resulted in zero veteran-owned small-businesses capable of performing these services.

Service and maintenance of medical equipment is not on the services available through AbilityOne.

Service and maintenance of Abbott Equipment is not on the services available through GSA eBuy.

A search of the SBA DSBS for certified SDVOSB and VOSB using NAICS Code 811210 and Keyword of Abbott resulted in 2 small businesses. However further research found that neither were capable of performing these services.

A Notice to Proceed was issued on July 9, 2025 so the repair of the ABBOTT OPTIS SN# 19574307 could be done while the service contract was completed. Abbott Laboratories notified the Department of Veterans Affairs that their policy is that a signed contract must be in place to do this repair. At this point I switch to an emergent sole source to get the service contract in place.

A sole source Notice 36C26325Q0982 was published on July 10, 2025. At the close of the notice period on July 13, 2025, we received zero response from vendors capable of performing these services.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
