Single Source Justification (Simplified Acquisition)
FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 6th Contracting Squadron/PKB
Project/Program Name: Tampa Police Department BPA
Purchase Request / Local ID Number: TBD/JA-19-018
Estimated Contract Cost (including Options): $250,000.00
Section B: Description of the Supplies/Services Required
This purpose of this action is to establish a single source blanket purchase agreement (BPA) with the Tampa Police Department (TPD) for law enforcement support in Tampa during events hosted by MacDill AFB and/or its tenant units and COCOMs. The support includes, but is not limited to: EOD sweep and go, roving teams, divers, posts at event entrance, escort duty, parking tokens, traffic control, and bomb dogs. On average, 6 CONS annually awards $32K in purchase orders to the City of Tampa for this support. This BPA is a simplified method of filling these repetitive needs by negotiating the terms, conditions, and pricing method upfront. The BPA will expire after 5 years or $250K ceiling. A TPD Extra Duty Permit Application will be submitted for each BPA call.
Section C: Justification for Soliciting from a Single Source or Brand Name
This agreement is being established with a single source in accordance with FAR subparts 13.106-1(b) and 13.303-2(c)(2). The Tampa Police Department is the only local law enforcement agency with jurisdiction over Tampa, FL.
Section D: Efforts to Obtain Competition
Market research indicates that TPD is the only local law enforcement entity with jurisdiction over Tampa, FL. Hillsborough County Sheriff's Office can only provide support if given jurisdiction by the TPD. Private security firms only have limited authority over private property. Since the requirement involves support and response to both public and private properties, TPD is the only qualified source. No other effort will be taken to obtain competition unless TPD gives authority to other entities.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research indicates that TPD is the only local law enforcement entity with jurisdiction over Tampa, FL. There are no viable options to consider for MacDill events held in TPD's jurisdiction unless TPD gives authority to other entities.
