1. Identification of the agency and the contracting activity.
USDA Forest Service Procurement & Property Services (PPS) Field Procurement Operations CSA #2 Service & Supply Michael Christiansen, Supervisory Contract Specialist
2. Description of supply or service required to meet the agency’s needs.
A new contract with American Millennium Corporation, Inc. (AMCI) to purchase and install Early Warning Systems (EWS’s) hardware is being requested. The contract would also include ensuring that the monitoring system service is activated. The contract would purchase Reservoir Level Monitoring systems, referred to as Early Warning Systems (EWS) manufactured by AMCI Wireless. Units will include 150 ft of cable, freeze proof pressure traducers, a solar panel, electronics and satellite transmitter, and a weatherproof enclosure which includes a barometric pressure correction unit. See the Schedule of Items for a complete list.
3. Rationale or circumstances for limiting competition.
The proposed acquisition must be accomplished through other than full and open competition. AMCI is one of the only producers of this equipment that can also monitor the installation for satellite communication, needed due to the remote nature of the dam locations. In addition, most regions in the USFS are already using this system, and due to the safety and sensitive nature of the monitoring, all the monitoring needs to be under the same monitoring system.
EWS’s are used to monitor water surface levels in man-made lakes, and transmit notifications when abrupt changes are detected. The units signal when a dam breach may have occurred. Or when an overtopping event may be imminent. Reliable operation is critical. If the EWS’s aren’t operating properly, messages may be delayed or not disseminated during a possible crisis. The early warning systems are used to forecast a potential emergency, and the data is shared with emergency services to evacuate downstream areas at risk if a dam failure were to occur.

4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research was conducted during the acquisition of the units already owned across the country.
Forest Service dams program managers were consulted, and dam operators from other government agencies were contacted.
5. Estimated price, including all options, if applicable.
The estimated price for the base items is: $37,703.50 The estimated price for the optional items is: $34,554.50 The total estimated price for this contract is: $72,258.00
