Single Source/Brand Name Justification United States Department of Agriculture

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting office.

USDA Forest Service; Procurement and Property Services Field Procurement Operations; Northwest Zone, Service and Supply

2. Description of supply or service required to meet the agency’s needs.

Four toilets are needed at popular recreation sites that are not easily accessible by road. As such, the toilets at these sites cannot be pumped by a sanitation company. These toilets will replace cesspools that have been on site for many years – bringing the agency into compliance with environmental standards.

We are seeking toilets utilizing decomposting technology to service these sites. Decomposting technology begins with a seat that diverts 99% of the urine that enters the unit to a small onsite leach field. The solid waist goes into the vault where it is consumed by bugs. Once the waste passes through the bugs, most of the pathogens are destroyed, stabilizing the waste, eliminating odors and greatly diminishing the volume waste needed to be removed. This is desirable even to a composting toilet as the decomposting toilets work at up to 12,000 feet in elevation and do not require that waste be removed as regularly as composting toilets. Not needing to remove waste as often is essential given staffing limitations.

3. The rationale or circumstances for limiting competition.

Toilet tech makes the only de-composting toilets available on the market. These are the only toilets that divert 99% of urine from solid waste utilizing bugs to promote the decomposition of solid waste without the need of bulking agents or mixing. These units allow for 10-20 years of waste retention in prefabricated vaults that are 2-4 feet deep. Much less on site maitnenance is needed for these toilets compared to composting toilets and much less extraction and disposal of waste – making these toilets especially useful for backcountry locations where maintenance and waste extraction are very difficult if not impossible.

Market research revealed companies that produce “composting” toilets where the liquid and solid waste are combined in one central vault and vault pumping with a truck/operator is required. Due to the remote location of these trails, the de-composting toilets separate urine / solid waste and microorganisms eat the solid waste, which eliminates the requirement for sludge pumping. The customer confirmed that pumping trucks cannot reach the trail locations.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

The contracting officer (Brian Johnson) and purchasing agent (Svetlana Zubanova) performed market research to determine whether or not other toilets on the market have this type of technology that actually eats away solid waste leading to less waste to carry off site, lower maintenance and lower cost in the long run of pumping and waste removal. There are no other products on the market like this one.

The intent for future purchases of this type will be to submit a Request for Information (RFI) via www.sam.gov to determine if other companies manufacture/distribute de-composting toilets.

Purchase History: The CO requested from the customer former knowledge of contracts/purchase orders for similar de-composting toilets. Based on the response it appears former units of this type and function were bought through partners and GT agreements.
