Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Project/Program Name: Preventative and Corrective Maintenance Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

The 460th Force Support Squadron ( 460 FSS) has a need to purchase contracted preventative maintenance and corrective maintenance services for the Physical Access Control System (PACS), which is a crucial mission support system for the security and safety of Fitness Center personnel, facilities, and equipment. This requirement will include an extended preventative maintenance and corrective maintenance contract , covering parts, labor, and training to maintain the fitness access surveillance equipment on Buckley AFB.

Section C: Justification for Soliciting from a Single Source

The Fitness Access system installed was certified by AFPEO C31&N CTO which gave AFSVA/SVO the Authority to Operate the Air Force Fitness Access System at any installation. 460 FSS is not able to make any changes to the system equipment and this is the only equipment that is authorized for the fitness access system.

Section D: Efforts to Obtain Competition

AFSVA/SVC established a contract with SmartNet, Inc. for the Air Force Fitness Access purchase. The contract was solicited with full and open competition and a technical evaluation was done with all the vendors that submitted quotes. AFSVA/SVC awarded the Fitness Access requirement to SmartNet, Inc. SmartNet, Inc is the only approved vendor with the certified fitness access system.

Section E: Steps to Preclude Future Single Source Awards

SmartNet, Inc. is currently the only access system certified by AFPEO C31&N CTO which gave AFSVA/SVO the authority to operate the Air Force Fitness Access System at any installation. If permission is given to the Fitness Centers to contract another contractor which will meet the needs and requirements of the system purchased by AFSVA/SVC then market research can be conducted to determine potential additional future sources.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
