Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
MX 100 Monitors 24 each.
The MX100 monitors will be used by the MICU and CICU units to monitor COVID and critically ill patients throughout the hospital as it is a wireless device and integrates with the current Phillips monitoring system. Estimated dollar amount: $263,159.15
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Philips has the manufacturing capability of providing Philips brand MX 100 Monitoring System that is compatible with government existing equipment. The MX monitors must have the capability to monitor patients residing in the intensive care unit with Philips brand equipment.
The government requires MX100 monitors must be able connect to our current central monitoring system, VA internet/wireless networks, and programing integrations with CPRS and PICIS charting/documentation systems. It provides immediate visual feedback and actionable data to enhance standard of care, engage patients, improve safety and reduce costs.
This aspect of the system is designed to engage active participation of the patient and the nursing staff for management care, to further reduce the likelihood of injuries. Engaging patients in their care has been shown to improve outcomes and reduce costs – and the MX 100 monitors has technology that can support this requirement.
Accordingly, Philips Healthcare is the only firm capable of providing the supplies and services described in Section III above without the Veteran’s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.”
4. Description of market research conducted and results or statement why it was not conducted:
Vetbiz was queried, on 9-10-2020 CS emailed a total of 179, (160 SDVOSB’s and 19 VOSB’s) veteran owned businesses under NAICS code 334510 requesting capability to supply MX 100
MONITORS. On 9-11-2020, there were (3) SDVOSB and (4) VOSB responses received from sources sought.

Market research confirms confidence 2 or more quotes will be received from capable SDVOSBs at a fair and reasonable price. There is known Confidence 2 or more quotes will be received from capable VOSBs at a fair and reasonable price. It is in the best interest of the government to use this evaluation strategy to SDVOSB’s under FAR Part 13.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
