About this file
This document is a Single Source Justification for a simplified acquisition under the Simplified Acquisition Threshold (SAT) for the Agilent BioTek Synergy H1 Multimode Reader. The Department of Veterans Affairs (VA) is acquiring this equipment to support ongoing VA-funded research on the molecular mechanisms underlying myocardial hypertrophy and its transition to congestive heart failure. The Agilent BioTek Synergy H1 is the only multimode reader that meets the lab's specific requirements, including a hybrid optical system, 7-decade dynamic range for fluorescence intensity measurements, and monochromator-based fluorescence configurations with variable bandwidth. The justification explains why no other supplies or services can be used. The related federal contract opportunity is Solicitation Number 36C25524Q0515 for the "6640--CO - BIOTEK SYNERGY H1 MULTIMODE READER" issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 15.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1
For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C255-24-AP-0908
1. Contracting Activity:
Network Contracting Office (NCO} 15, 3450 S 4th Street Trafficway, Leavenworth, KS 66048
Department of Veterans Affairs, Harry S. Truman Memorial Veterans Hospital, 800 Hospital Drive, Columbia, MO 65201-5275
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a Brand Name justification for Agilent BioTek Synergy H1 is a multimode reader for 6- to 384-well microplates and Take3 microvolume plates that is currently required to facilitate ongoing VA funded research. Our recently funded grant will study the molecular mechanisms underlying myocardial hypertrophy and its transition to congestive heart failure. Elucidating these molecular mechanisms will help us design more effective therapeutic strategies to treat the aforementioned pathological conditions. The primary goal of this proposal is to understand the causal role of TRAF3 Interacting Protein 2 {TRAF3IP2} and La-related Protein 6 (LARP6} in the development and progression of myocardial hypertrophy to heart failure to determine how targeting these molecules (through a variety of methods} will inhibit adverse myocardial remodeling and transition to heart failure.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Multiple imaging systems modular multimode microplate readers were evaluated. The lab's necessities and overall needs for advancing the research goal of measuring gene expression associated with adverse cardiac remodeling were the primary target of the search. Subject matter experts in-lab looked at multimode reader models through Only the Agilent BioTek Synergy H1 Multimode Reader met ALL the requirements for being a hybrid optical system, with a monochromator fluorescence optical system with a filter-based fluorescence optical system for flexibility. -lab also requires a dynamic range of 7 decades for fluorescence intensity measurements and monochromator-based fluorescence configurations with a variable bandwidth selectable between 9 nm and 50 nm, in 1 nm increments of which Agilent BioTek Synergy provided unlike the other imaging systems modular multimode microplate readers.
The lab's necessities and overall needs for advancing the research goal of understanding the causal role of TRAF3 Interacting Protein 2 {TRAF3IP2) and La-related Protein 6 (LARP6} in the development
