Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 02, Buffalo VA Medical Center.
Purchase request #528-25-2-4803-0436.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Buffalo VA Medical Center (VAMC) has a need for a GE brand 14x17 HD FlashPad Detector. This is an electrically powered, cassette-like device intended to be used as part of an x-ray system to detect x-ray images following exposure and create a digital signal.
The Bath VAMC currently has a GE brand digital radiography system that is unusable because it needs a replacement GE brand 14x17 HD FlashPad Detector to restore its function. This requirement is for the purchase of that replacement part.
The estimated value of this procurement is $70,076.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The required GE 12x17 HD FlashPad Detector is specific to the radiography system used the the Buffalo VAMC. This part is designed to be used with GE brand radiography systems and the system the Buffalo VAMC uses is only compatible with GE brand parts. GE Healthcare has provided a letter confirming they are the OEM of this piece of equipment and have no authorized distributors for this product.
The radiography system is currently unusable until a replacement FlashPad Detector is obtained.
This system is used for imaging diagonistic procedures and a delay in restoring the system to working order will result in delays in patients receiving these procedures.
4. Description of market research conducted and results or statement why it was not conducted:
GE Healthcare confirmed to this office that this product can only be provided by them as they have no authorized distributors.
Contract 36C24222F0453 was awarded to GE Precision Healthcare LLC on 9/21/22 for a similar FlashPad Detector. Market research conducted for this requirement revealed that compatibility between GE radiography systems and FlashPads is critical and replacement parts from other manufacturers can’t be used.

A search of VetCert using NAICS 334517 identified 99 SD/VOSBs. However, a search of SBA’s DSBS using keywords “Flashpad Detector” returned 0 results.
A search of FPDS for “Flashpad Detector” returned 46 results, with 31 of these contract actions being awarded to General Electric Company or one of their subsidiaries. None of the other awardees are authorized distributors of this product.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
