Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-21-AP-1757
1. Contracting Activity: Department of Veterans Affairs, NCO 06, Hampton VA Medical Center, 100 Emancipation Dr, Hampton, VA 23667 Purchase Request No. 659-21-2-5048-0054 for W.G Hefner Salisbury VA Medical Center.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The W.G. Hefner VAMC in Salisbury , NC has a requirement to procure a Lenel Redundant Access Server. This brand is required by Police Services to maintain security of “High Secured” areas to be used in conjunction with the current VA Police Access Control System.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Lenel Redundant Access Control Server will act as a back-up to the Lenel System that is already in place. The redundant server is necessary for providing around the clock security on all access-controlled areas. The installation of the new access control equipment will provide the level of redundancy and security coverage that is necessary to protect critical government resources. VA must keep the current access control equipment up to date and in compliance with Homeland Security Presidential Directive #12 (HSPD-12) to include the Federal Information Processing Standard Publication (FIPS 201). The main Lenel access control system is in Police Headquarters and is monitored and operated 24hrs a day by Police Dispatchers. Currently, there is a direct need for an Access Control Redundancy server due to the main server failing from an overload of use. Convergint maintains the Lenel Maintenance Agreement at the Salisbury VAMC.
Due to the investment already made by the Government to Convergint and time restraints, it would cause great procedural and financial burden on the Government to attempt to engage another vendor for this purpose as Convergint is already familiar with the Salisbury VAMC’s building layouts and security systems. By engaging with another vendor, this would put the warranty of the VA’s security systems at risk due to the enormous investment that has been made by the government to Convergint in order to keep the VAMC’s state of the art systems fully operational.
4. Description of market research conducted and results or statement why it was not conducted:
Research was conducted using VIP, FPDS, NSSL, NAC, GSA, and Internet. A VIP using NAICS 334290 and keywords “redundant server” revealed that there are no SDVOSB or VOSB vendors that have items that can meet this requirement. The Lenel Redundant Access Control Server cannot be procured from any source other than the OEM, Lenel, which is a large business that has one large business authorized distributor, Convergint Technologies.
