SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1333LD22BNEEA0003

1. Agency and contracting activity. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Chief Financial Office and Chief Administrative Office (CFO/CAO), Data Analysis, Systems & Information Branch (DASIB) will serve as the contracting activity.

2. Description of supplies or services required to meet agency needs (including the estimated value).

This acquisition will acquire the proprietary SEER for Space (SEER-SPACE) software manufactured by Galorath Incorporated, 222 North Pacific Coast Highway, MS 1700, El Segundo, CA 90245. This suite is intended to be used in the formulation of the National Environmental Satellite, Data, and Information Service (NESDIS) space Program Office Life Cycle Cost Estimate (LCCE or POE). Using updated data for each key program and/or project milestone SEER for Space is leveraged to produce data the is incorporated into the proprietary Automated Cost Estimating Integrated Tools (ACE-IT) software suite manufactured by Tecolote Research, 5383 Hollister Ave., Suite 100, Santa Barbara, CA 93111-2304 in which the POE is modeled.

SEER-SPACE is well known for its ability to improve space project performance and delivering space project estimates. The product provides an intuitive interface for defining and describing projects. The user can generate a new product form an existing project “template” or by adding and defining individual work elements.

The modeling engine provides sophisticated sector-specific mathematical models derived from extensive project histories, behavioral models and metrics. The software includes SEER Knowledge Bases providing default project definitions, values, ranges and calibrations based on comparable project histories. It allows users to develop first-look estimates when very little information is known, and to refine those estimates as details become available.

It allows for estimating total cost of ownership by analyzing not just development costs but Total Cost of Ownership (TCO) is a critical component of ensuring value is obtained from any proposed space project. This is largely due to difficulties in determining where costs will be incurred across space projects.

SEER-SPACE software allows NESDIS to use differing input modeling uncertainties to quickly perform software cost estimates. The resultant output of the software allows NESDIS to integrate rigorous space project estimating methodologies into the ACE-IT software suite program office estimates.

3. Identification of the single source or the brand name to be solicited.

This acquisition will acquire the proprietary SEER for Space (SEER-SPACE) software manufactured by Galorath Incorporated, 222 North Pacific Coast Highway, MS 1700, El Segundo, CA 90245.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

⌧ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

SEER suite of cost estimation products and services, includes the SEER for Space software product. SEER is developed and manufactured in the USA. SEER for Space is solicited via WWW.SAM.GOV Open Market among all Small Business Offerors that sell SEER for Space (SEER-SPACE) software manufactured by Galorath Incorporated.

This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. A NESDIS reinvestment in another technology would be too costly to re-train straff and fail to meet the Government's technical specifications in integrating an automated cost estimated tool that works with the ACE-IT suite.

5. Market Research.

The SEER cost estimating/analysis model was determined to be the only tool viable for the cost estimating task at hand. Currently members of NOAA’s cost estimating community stay abreast of technical developments in the parametric cost estimating environment by periodically attending professional activities at which various parametric model developers demonstrate their products. At the current time, no other tools available are capable of providing the functionality as the SEER cost estimating/analysis tool.

7. Determination

I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
