Estimated Contract Cost (including Options): $79,020.00
Section B: Description of the Supplies/Services Required
Provide four replacement vehicle barrier nets for the Anti-Terrorism/Force Protection, (AT/FP) vehicle barrier system at JBER, Alaska. This action is expected to cost $79,020.
Section C: Justification for Soliciting from a Single Source or Brand Name
This system is one of three approved DoD Active Net Anti-Ram Vehicle Barrier (See Department of Defense K12/ASTM M50).
The parts are not interchangeable and there are no known distributors. The replacement nets must be purchased from the original manufacturer to maintain system integrity.
Per FAR 6.302-1(a)(2)(iii) There appears to be only one responsible source and no other supplies will satisfy agency requirements.
Creating competition and certification for this system would create a substantial duplication of costs, costs that are likely not be recovered through increased competition.
Section D: Efforts to Obtain Competition
The current Active Net Anti-Ram Vehicle Barrier installed at JBER is one of three DoD approved solutions, (See Department of Defense K12/ASTM M50). Parts are not interchangeable between approved solutions. This system is not offered by any mandatory sources. It is not financially feasible to replace the entire system.
FutureNet Security Solutions, LLC is one of three approved companies to offer Active Net Anti-Ram Vehicle barriers. A FPDS-NG Search reveals a substantial contracting history for FutureNet Security Systems LLC prior to Dec 2018. It appears around that time that PVPII - FNSS Acquisition INC. acquired FutureNet Security Systems and now does business as (DBA) Global Grab Technologies. Aside from the current manufacturer, there is no known distributor of the system.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There is no other actions that can be reasonably taken to increase competition for this requirement. It is proprietary information and needs to be certified to maintain integrity of the security system. Once the entire system has reached the end of its life-cycle it may be an open market competition again.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
