Section B: Description of the Supplies/Services Required
RAF Croughton, Fairford and Welford require upgrades to the existing Monaco Fire Detection equipment to minimize down time and delays caused by aging equipment and also to ensure compatibility with Defense Information Assurance Certification and Accreditation Process (DIACAP) or Risk Management Framework (RMF).
Requirement includes:
RAF Croughton - Upgrade to Windows 10 & D-21 upgrade to DIACAP-able
- Installation and Training
RAF Fairford - Upgrade to Windows 10 & D-21 upgrade to DIACAP-able
- Provide NEMA4 RFM-X replacement
- Installation and Training
RAF Welford - Upgrade to Windows 10 & D-21 upgrade to DIACAP-able
- Installation and Training
Section C: Justification for Soliciting from a Single Source or Brand Name
Monaco Enterprises Inc. (MEI) is the original manufacturer and service provider for the Fire, Security and Life Safety Equipment and Services currently in use at the three locations stated above. The systems are primarily comprised of proprietary software developed by MEI. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software and equipment. The systems upgrade is required to be compatible with the existing MEI D-21 system and therefore no other products from other manufacturers would offer the required functionality.
Section D: Efforts to Obtain Competition
Market research was performed in an effort to identify additional contractors that are authorized to sell/alter or add to Monaco equipment. However it was determined that the D-21 system is propriety and is required to be purchased/ licensed from Monaco and also requires a Monaco technician to complete the installation and configuration.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market Research will continue to be performed for any future requirements, in an effort to identify any changes to the existing market conditions with regard to Monaco D-21 system.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
