Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247-23-AP-2950

1. Contracting Activity: Department of Veterans Affairs, VISN 7, Ralph H. Johnson VA Medical

Center, Charleston SC in support of the Atlanta VA Medical Center, Decatur GA. Purchase Request:

508-23-3-299-0231

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Dental Chairs in support of the dental service line. Estimated amount: $146,614.93

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Dental Chairs for the dental service line in support of the Atlanta VA Healthcare System. This purchase is to replace three malfunctioning dental chairs that have been deemed far beyond economical repair. The other two chairs are passed their service life and will be an addition to a chair already installed at this location. The currently installed chair is this brand name and same model. The ADec brand is being requested. The brand name request is for uniformity in the office so all chairs are the same make and model. The brand name request is also to support continuity of care with the providers and dental assistants so they are using the same equipment and not two different chairs in the same office. This is also to streamline maintenance, repairs, parts and cross training with biomed in support of a high reliability organization.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted and these Dental Chairs are commercially available and meet the Government requirements without tailoring to meet the Governments need at no additional cost.

Based on market research, ADec is the lone manfacture of the ADec brand of dental chairs. Research also revealed four authorized resellers (of varying size standards) capable of providing the chairs via open market. Recommendation is to procure the items via open market procurement with no particular set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
