SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

2. Description of supplies or services required to meet agency needs (including the estimated value). The NWFSC Ecotoxicology program needs 4 Loligo Systems’ 1500 mL swim tunnel respirometers to measure the effects of 6PPD-q on the swim performance and oxygen consumption of juvenile steelhead. The chemical 6PPD-q is an oxidized bi-product of tire wear particles and is found in stormwater runoff, which enters streams and rivers during rain events. It is acutely lethal to coho juveniles and returning spawning adults. Additionally, 6PPD-q has been shown to be somewhat lethal to steelhead juveniles, which are listed as threatened under the Endangered Species Act. Up until now, most of the stormwater science has focused on coho salmon, but steelhead are driving much of the ESA management needs in California and the interior Columbia River Basin. We require 4 swim tunnels to have integrated respirometry systems that will measure oxygen in enclosed chambers and the ability to force juvenile steelhead to swim until exhaustion. A software package must be included to concurrently control and collect respirometry measurements during the swim trials. Also required is a system to accurately measure the flow of water within the chamber for calibration purposes. Expected delivery date is March 1, 2024. Estimated cost is

3. Identification of the single source or the brand name to be solicited.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
Loligo Systems is the only company producing swim tunnel respirometers that will fit our needs for a complete and fully integrated system that measures both oxygen consumption rates and swimming performance. Loligo Systems provides an easy to calibrate system that measures oxygen, controls swim speed, and analyzes the data. Their systems include the swim tunnel, optical dissolved oxygen sensors, hardware controllers, and automated data collection software. A “brand name or equal” description cannot be used because Loligo Systems is the only authorized dealer of their equipment and there is no equivalent system available on the market. Other companies sell swim tunnels without respirometry systems, without the capability to use their tunnels with a respirometry system, don’t have the correct parameters, and/or are not sized appropriately for our fish. 143041-24-0012 manufactured to hold fish of a specific size and cannot be modified for use with animals outside of this range. The swim tunnel must also reach a speed capable of exhausting our fish. Based on previous research, we will need speeds above 50 cm/s, which isn’t achieved by other swim tunnels. Other swim tunnels, found during market research, do not have the integrated ability to measure respirometry and cannot be retrofitted with a separate system to measure oxygen consumption rates across multiple chambers simultaneously. The Ecotoxicology program requires a fully integrated swim tunnel respirometry system to study the sublethal effects of environmental contaminants, including the newly emergent stormwater contaminant, 6PPD-q, on the oxygen consumption rates and swim performance of juvenile salmonids, such as ESA-listed steelhead. The program recently received Inflation Reduction Act funding to investigate the effects of co-stressors on Pacific salmon. The combined effects of thermal stress (climate change) and toxic stormwater runoff will be evaluated in juvenile steelhead, and is relevant to NOAA Fisheries mission as these stressors are increasingly converging on salmon spawning and rearing habitats throughout the western states. The Ecotoxicology Program’s targeted research will address several critical data gaps at the interface between the Clean Water Act and the Endangered Species Act and is expected to impact fisheries resource management decisions and drive policy at the local, state, tribal, and federal levels. Without these swim tunnels, the Ecotoxicology Program would not be able help fulfill NOAA Fisheries’ mandate of salmon conservation and recovery.

Loligo® Systems has no authorized distributors. Hence, they deal directly with customers from all territories, and only authorized staff from Loligo® Systems in Denmark can carry out any technical support, service, or repairs. See included letter from Loligo Systems stating this claim

Loligo® Systems (Viborg, Denmark) is the only company world-wide to conceptualize and manufacture swim tunnel respirometers (i.e., an apparatus for force-swimming fish in a recti-linear flow and in a closed and controlled environment), as well as fully automated and integrated systems for aquatic intermittent flow respirometry (i.e., scientific equipment for measurements of real-time oxygen consumption rates in individual organisms like fish, amphibians, or marine invertebrates), including specialized software, hardware devices, and respirometer chambers. Loligo® swim tunnels have been developed for measuring the physiology, energetics, behavior, biomechanics, and kinematics of aquatic organisms like fish or invertebrates, through years of research and laboratory use. Applications also include studies of fluids, visualization of flow around objects/organisms, hydraulics, and public display of aquatic wildlife. The unique and compact design allows adequate space for movements and at the same time a minimum footprint and a low volume required for reliable oxygen consumption measurements. All components are made of non-corrosive materials (PVC and stainless steel) for use in full strength seawater. Loligo Systems is the only company capable of supplying us with the equipment needed to perform the research outlined here. Again, this equipment will allow the Ecotoxicology program to execute studies whose results are vital to the conservation and recovery of threatened and endangered
