SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of Department of the Interior, Office of the Secretary, Appraisal Valuation Services Office (AVSO), Land Buy Back Valuation Division (LBBVD)

2. Description of supplies or services required to meet agency needs. The Government requires a property valuation software which has the capability of providing individual as well as mass appraisals, which involve a wide array of differing property conditions. In addition, the appraisal software must provide for the inclusion of mathematical modeling which is developed by another contractor, which uses IBM Statistical Package for the Social Sciences (SPSS) syntax. In addition to the software, the Government requires custom programming associated with the mathematical programming in addition to changes impacted by other software that is integrated into the Government’s systems.

3. Identification of the single source to be solicited. The name of the contractor is:

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

5. Rationale.

The key element to the success of the requirement is the ability to interact with SPSS, grab the code for the predict statement from the syntax file, and convert it from its native logarithmic form in real number mathematical multipliers that can then be used to generate appraised values for a vast number of properties. While there are other vendors who can provide certain aspects of the requirement, there is no known software which can interact with SPSS GIS, Access, Excel, and OASIS (all current AVSO-LBBVD systems) and generate appraised values at the same level in which Prognose software provides. The module is considered copyright software and can only be purchased from one source in order to be compatible with the existing software.

6. Market Research.

The following sources were reviewed with respect to the technical specifications for this requirement:

· Assessment Analyst by ESRI Canada

· DEVNET Inc.

· Tyler Technologies

· Axiomatic

· Harris Govern

· Patriot Properties

· SAS

· Thompson Reuters

Of the above identified potential sources, only Thimgan was capable of satisfying this requirement. As identified above, it is essential that the appraisal software have the capability of providing for individual as well as mass appraisal, which involve a wide array of differing property conditions. In addition, the appraisal software must include the inclusion of mathematical modeling which is developed by another contractor, which is developed from SPSS syntax. Of the potential sources reviewed, Thimgan was the only source available to provide these capabilities.
