SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106‐1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), National Marine Fisheries Service (NMFS), and Chesapeake Bay Program Office.
2. Description of supplies or services required to meet agency needs (including the estimated value). Acoustic receivers and associated support equipment. Estimated value is $82,436.00
The National Marine Fisheries Service, Chesapeake Bay Office (NCBO) plans to deploy a sixteen node fish tag receiver array in the southern Chesapeake Bay. The array is design to track a variety of fish species, and to make that data available to the Mid‐Atlantic Acoustic Telemetry Observation System (MATOS).
Over ninety percent (90%) of fish tags deployed within the MATOS system are manufactured by VEMCO. The only equipment that can read VEMCO fish tags is also produced by VEMCO. In order to be able to acquire the data, the NCBO will be required to deploy acoustic receivers manufactured by VEMCO.
The single source provider of VEMCO equipment is Innovasea.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Innovasea is the only source of VEMCO Acoustic Receivers used to communicate with VEMCO fish tags. Without the use of VEMCO receivers, the NCBO would be unable to deploy the Fish Tag Data Array, and share that data with its MATOS Partners.
