Section B: Description of the Supplies/Services Required
Provide full emergency patient transport services at Schriever Air Force Base, including the housing area on Schriever AFB (hereafter referred to as SAFB). This emergency transport service will consist of one dedicated ambulance on SAFB, with backfill. The Contractor shall participate in Schriever AFB and 21st Medical Group/Schriever Medical Dental Clinic (referred to as MTF hereafter) exercises, special events, sports events, and specialized training.
Section C: Justification for Soliciting from a Single Source or Brand Name
The justification is for unusual and compelling urgency IAW FAR 13.106-1(b)(1)(i). Schriever AFB's current contract for ambulatroy services will expire 30 September 2020. There was not a follow-on contract in the works because Peterson AFB was going to incorporate Schriever AFB into their ambulance contract which was set to start 1 October 2020. Due to a protest on Peterson's contract, 24 September 2020, Schriever AFB now needs to pursue their own contract. On 25 September 2020 it was discovered that the protest was going to be upheld and that Schriever would have no support after 30 September. Due to Schriever AFB's remote location, local city ambulances aren't able to respond in time for immediate medical care (8 minutes.)
This requires that Schriever keep an ambulance on base via contract. There is only one contractor that can reasonably respond to an unusual and compelling need to provide Schriever AFB with quotes, and performance in the time span needed. The incumbent is not an acceptable option for Schriever AFB due to performance on the current contract.
Section D: Efforts to Obtain Competition
On 8 May 2020 the Contracting Officer reached out to six ambulance contractors in the local area. This was due to the incumbents poor performance and the possibility of a termination. Out of those six contractors there was only one that had the resources and was willing to provide support to Schriever AFB. The termination did not go through, and Schriever stuck with the incumbent. Due to the protest of the Peterson ambulance contract, that was going to cover Schriever, Schriever now has to obtain ambulances services before the current contract expires on 30 September 2020. IAW with FAR 5.202(a)(2) posting a synopsis of proposed contract action is not necessary when made under unusual and compelling urgency of FAR 13. The decision to pursue a separate contract was made Friday, 25 September 2020. Posting a sources sought on a Friday afternoon with the expectation of award Monday, 28 September would not be beneficial to the Government nor the contractor. There is no reasonable expectation that any company would sign up to provide ambulatory services at Schriever AFB with such a short turnaround. There is no money, and no Authority to Advertise. The Government could not even ask a potential contractor to provide pricing at the moment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, Schriever AFB may consider keeping the ambulance contract in house. That would allow the Contracting Office the time necessary to perform a full acquisition. The issue with going under another Peterson's contract is that because there was no wiggle room, a protest would stop service for Schriever.
