Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C248-20-AP-3566

1. Contracting Activity: Department of Veterans Affairs (VA), Network Contracting Office (NCO) 8, working on behalf of the Miami VA Healthcare System, Bruce W. Carter VA Medical Center, 1201

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The request is for 25 Wellsense VU Wound Care Pressure Sensing System for the SCI (Spinal Cord

Injury) department which cares for veterans at the highest risk of acquiring pressure injuries due to their paralysis, lack of mobility, lack of protective sensation, and often non-adherence to plans of care. With the 25 VUs the SCI unit currently has installed an increase with adherence to care plans has been observed as well as significantly less pressure injuries acquired and existing pressure injuries healed/healing. Twenty-five additional units allows for protection of more veterans.

Estimated dollar amount is $250,000.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: WellSense Inc. has manufacturing capability of providing a Smart

Matrix Advanced Wound Care Pressure System distributed by Marathon Medical LLC., a Service

Disable Veteran Owned Small Business (SDVOSB).

The VŪ system provides Advanced Pressure Visualization System for pressure injury prevention. It provides immediate visual feedback and actionable data to enhance standard of care, engage patients, improve safety and reduce costs.

As a patient facing tool, the 8” Display is the only monitor that can be rotated to reveal the Patient

View screen, where a Patient Educational Video is available. The 3-minute video reveals the dangers of pressure injuries and the importance of complying with nursing staff. This aspect of the system is designed to engage active participation of the patient in their pressure management care, to further reduce the likelihood of pressure injuries. Engaging patients in their care has been shown to improve outcomes and reduce costs – and the VŪ has technology that can support this requirement.

Accordingly, Marathon Medical LLC. is the only firm capable of providing the supplies in Section three above without the VA experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.”

4. Description of market research conducted and results or statement why it was not conducted:

Item(s) are available on the open market. The Contract Specialist (CS) sent a source sought request by email and received responses from one (1) SDVOSB and zero (0) VOSB. The CS does not have a reasonable belief that the Rule of Two can be met.

Market research confirms there is no confidence that two or more quotes will be received from capable SDVOSBs at a fair and reasonable price. It is in the best interest of the Government that the https://www.acquisition.gov/?q=/browse/far/13

FAR part 13 Sole Source Award to a SDVOSB authorized distributor for WellSense.
