1. Contracting Activity: Department of Veterans Affairs, VISN 05, Louis A. Johnson VA Medical Center

2. Nature and/or Description of the Action Being Processed: The Louis A. Johnson VA Medical Center is seeking locum tenens urology physician services, surgical and clinical. The contract will ensure coverage of urology related services for the Veterans.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Louis A.

Johnson VA Medical Center is seeking to procure two (2) locum tenens urology physician services. Business hours are Monday through Friday, 7:30 am to 4:00 pm with on-call duties as required afterhours. Prescribing staff agree to utilize VHA formulary pharmaceuticals and the established non-formulary request procedures. The current quantity of hours listed in the contract under CLIN1 is for two (2) urologists. The unit price per hour is The estimated value of the proposed action is for two urologists for a period. 5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

Louis A. Johnson VA Medical Center (LAJVAMC) is seeking to procure two (2) locum tenens urology physician services. Surgical Services had 2 FTE Urology positions. There was 1 vacancy in November 2018, there was another vacancy in February 2020, and another x

Recruitment for a urologist in the past has been very difficult because there are very few well qualified applicants. This staffing issue is causing the inability to be fully functional, therefor creating difficulty in access for patients and increasing wait times for patients. Some services are difficult to recruit for within the VA. Recruitment efforts are ongoing and continuous but provide very few applicants. In previous years, other specialty services were provided by Locum Tenens, allowing Locum Tenens to provide care at the VA. This allows Veterans to received care at the facility along with their other appointments that are scheduled at the VA. Surgical procedures and clinical appointments are scheduled during core business hours, Monday through Friday, 7:30 am – 4:00 pm. On-call duties as required. The estimated value of the proposed action is JR Enterprise is a Service Disabled, Veteran Owned Small Business (SDVOSB). JR Enterprise is able to provide urologists, they have two (2) urologists providing care, part time, at the LAJVAMC, currently. And a third urologist credentialed and to begin on March 13, 2023. They have established patients in clinic and have provided care to Veterans who needed surgical procedures at LAJVAMC. They can continue to provide services if we utilize JR Enter prise, LLC, the current uologists have availability throughout 2023, have experience in the VA system and at the LAJVAMC. This will also allow continuity of care.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Recruitment for a urologist in the past has been very difficult because there are very few well qualified applicants. We have had 1 applicant over the past 3 years during our open continuous announcement but they were not qualified. We continue to utilize various recruitment sources to attract quality candidates that meet the competencies needed for this position but it has been extremely difficult to recruit this position.The Facility has recruited zero (0) FTE over the past twelve months while utilizing an open and continuous announcement on USA Jobs, for a urologist. When this requirement was solicited approximately one year ago, only one (1) company showed interest in this requirement. The company was JR Enterprise. The VA has hired a physician recruiter recently, as well, with hopes of better recruitment opportunities in the future.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The cost of this requirement is based on the IGCE & current contract.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: A long term requirement is currently in the pre-planning phase & will be competed.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: Due to the urgency, sole sourcing to the current contractor will insure services are not interrupted.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: JR Enterprise.

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or

12.
