LIMITED SOURCES JUSTIFICATION FOR MULTIPLE AWARD
SCHEDULE (MAS) ORDERS FAR 8.405-6(b)
Items Peculiar to One Manufacturer
1. Identification of the agency and the contracting activity and specific identification of the document as a limited source justification.
This requirement is in support of GSA, Office of Chief Information Officer located at 1800 F Street, NW Washington, D.C. 20405. The contracting activity is the Office of Internal Acquisition (OIA), 1800 F Street NW, Washington, DC 20405.
2. Nature and/or description of the action being approved.
The General Services Administration (GSA) manages the eRulemaking Program consisting of the following two main IT components:
the Federal Docket Management System(FDMS) (www.fdms.gov), a web-based application to allow Federal agencies to more effectively manage their regulatory dockets; and
Regulations.gov (https://www.regulations.gov), the public facing website which enables citizens to search, view and comment on regulations issued by the U.S. government.
Specifically, the program is managed out of the eRulemaking Program Management Office (PMO) while the IT components are managed out of GSA IT. The purpose of this task order is to obtain IT infrastructure, web/application development, operations, maintenance, enhancement, project management, training, and support services for this program and its user communities.
The eRulemaking Program fulfills an essential government service identified in the E-Government Act of 2002 and currently supports 39 Federal agencies. The eRulemaking PMO first deployed the Federal Docket Management System (FDMS) in September, 2005. Since transitioning to GSA, GSA IT kicked off redeveloping FDMS to provide continuity of service to the programs of its federal customers.
The FDMS is a web-based application that provides a universal access point for public participation in the federal regulatory process through the Regulations.gov web site. The FDMS.gov web interface, provides all participating Federal agencies with a customizable interface to manage their docket materials through the use of role-based access controls; workflow and collaboration processes;
creating/managing/revising content; comment management; and integrated commercial off-the-shelf (COTS) scanning solutions
In order to support the continuity of services and meet the conditions of our limited ATO, e.g., migrating from Windows 2008 to 2012, GSA IT must update the AdLib software products. Unfortunately, while migrating to Windows 2012, GSA IT discovered that Adlib, which supports an important document-rendition functionality, stopped working altogether. Adlib, which was previously included with Documentum (in itself a longer-term issue), is now a separate product.
Because of the criticality of the upgrade to 2012, our ACIO and AO, Liz Delnegro, has approved the purchase of Adlib to meet our security requirement..
Currently FDMS converts Microsoft Word and other files into PDF format using Documentum Rendition Services running on Windows 2008 servers. Windows 2008 Server is now end of life, and must be retired for security reasons and is a condition of GSA’s conditional Authority to Operate. All Windows 2008 servers will be upgraded to Windows 2012 server. Documentum Rendition Server does not work with Windows 2012 however, leading the team to find software to replace
it. AdLib Enterprise is the next generation of Documentum Rendition Services, and will work with Windows 2012.
3. A complete description of the supplies and/or services required to meet the agency’s needs.
The vendor will supply the following subscription licenses to support the mission of the GSA IT by converting Microsoft Word and other files into PDF format using Documentum Rendition Services running on Windows 2008 servers.
The FDMS is a web-based application that provides a universal access point for public participation in the Federal regulatory process through the Regulations.gov web site. The FDMS.gov web interface, provides all participating Federal agencies with a customizable interface to manage their docket materials through the use of role-based access controls; workflow and collaboration processes; creating/managing/revising content; comment management; and integrated commercial off-the-shelf (COTS) scanning solutions.

AdLib Enterprise provides the ability to monitor the FDMS Documentum Repository for newly-uploaded documents that need to be converted to PDF, and then convert the document and place the PDF back in the FDMS repository for use The Documentum connector provides the specific integration software that allows Documentum and AdLib Enterprise to communicate.
