STATEMENT OF OBJECTIVES
For
GIANT VOICE SYSTEM UPGRADE
At
Sheppard AFB, TX
06 August 2019

1.0 SCOPE
This statement of objectives (SOO) defines the requirements for the contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System Upgrade required at Sheppard AFB, TX. The current GVS is about 12 years old and requires updates to deliver intelligible audio notifications to the entire base populace due to supportability issues.
This project covers the following objectives:
1.1 The upgraded GVS will need to be connected and configured to the existing GV infrastructure (radios and RTUs) that will be synchronized to operate together with no latency in communicating the intelligible tones, messages, warnings, alerts, emergencies, live PA announcements, etc.
1.2 Replace the existing ATI central control stations (REACT 4000) with PC based Central Control Consoles, graphic screen monitors, Central Communication Units (REACT 5000 or equivalent) and two-way communication software for control, activation and display of siren status and GV system health status.
1.3 The contractor shall provide a solution to install one (1) additional direct bury prefabricated concrete pole, solar panel kit, NEMA 4/4X Enclosure - Remote Terminal Unit (RTU), radio antenna, and Omni-directional speakers (1600W) to provide adequate and intelligible live voice and pre-recorded for the 80th TRW populace (in the vicinity of Bldg. 2322 HQ Wing; exact location TBD).
1.4 The upgrade and new GV system shall provide terror threats and attacks announcements, weather warnings, pre-recorded messages, Force Protection Conditions, chemical spill warnings, taps, retreat, active shooter, exercises and local accident information affecting base operations. Specific information on “canned announcements” shall be re-used as programmed with the existing GVS.
1.5 The Contractor shall utilize pre-proposal walk through information to analyze the project requirements, analysis sound propagation, perform engineering design tasks, and develop the data deliverables.
1.6 The contractor shall provide all personnel, equipment, software, installation, configuration management, labor, materials, documentations, and services in support of this project.
Services include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, and 1 year warranty on all upgraded and new GV equipment. The contractor shall perform all necessary efforts in the completion of this project to receive system acceptance.
2.0 REQUIREMENTS
2.1 GENERAL REQUIREMENTS. The existing GV system currently has twenty-three (23) on-base outdoor ATI omni-directional and directional siren speaker arrays, and one (1) off-base outdoor directional siren speakers array at Texoma area. The existing GV system communicates over the conventional UHF radio infrastructure to GV speaker arrays (RTUs). The Primary central communication unit (REACT4000) in the Command Post Bldg. 920 which is connected and operates with the Blackberry AtHoc system. The AtHoc system will need to be connected and integrated to the upgraded CCUs for operational use.
The contractor shall upgrade the new GV system with one that provides two-way approved J/F-12 (Joint/Format-12) digital UHF radio activation, intelligible voice and audible control, intelligible prerecorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and monitor and display in real-time on map-based Graphical User Interface color coded screen for the new GV system, including monitoring of advanced status of GV system health and detail faults of all GV component. The contractor shall provide all equipment, software, speakers, wiring, interface cables, electrical power connections, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EDFI&T the upgraded and new GV system as stated in this SOO. All equipment, supplies, and materials provided shall be new and not refurbished.
2.1.1 Safety Requirements
2.1.1.1 Site Coordination. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.
2.1.1.2 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Base Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base 82 CS/SCX. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
2.1.1.3 Confined Space. The Contractor and their subcontractors entering confined spaces on Sheppard AFB, TX are responsible for the Safety of their personnel and for their own confined permit space program as outlined in OSHA 1910.146. All confined space operations must be coordinated with the Wing Safety office and 82 CS/SCX office prior to start of work. The primary contractor is responsible for all sub-contractor confined space operations.
2.1.2 Security Requirements
2.1.2.1 Security Clearances. There are security requirements for performance of this Task Order.
Some of this work will take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas at least fourteen (14) calendar days ahead of time. It is the Government's responsibility to provide escorts. The primary contractor shall provide adequately cleared personnel for the performance of this task order. Contract personnel required to perform work within the Command Post doesn’t require a Secrete security clearance.
2.1.2.2 Base Access. The Contractor shall process an 82 SFS Contractor/Vendor/DV Pass Request Spreadsheet and provide to 82 CS/SCXP within 5 calendar days after contract award. This spreadsheet shall identify the names (as shown on the driver’s license), driver’s license numbers and state of issue, SSN and birth date of the personnel who will be performing work under this SOO, company name, address, phone number and contract number, start date and end date. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental federal, state, local laws and regulations, and Air Force policies, Sheppard AFB instructions, and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Sheppard AFB. The Prime Contractor shall ensure their sub-contractors comply with these specifications.
2.1.4 Permits. The Contractor shall be responsible for coordination with:
• Base Civil Engineers (CE) on completion of AF Form 103 Digging Permits before any digging is accomplished. The form(s) shall be submitted at the minimum of 14 calendar days after award.
• The contractor shall complete and process all permits to 82 Communication Squadron Plans
Flight (82 CS/SCXP) approximately two (2) weeks before prior work commencement.
• Base Civil Engineering Work Clearance Request (AF 332) required to complete the installation shall be submitted through BCE 14 calendar days in advance of construction activities.
2.1.5 Integrated Product Team (IPT). The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Government Contracting Officer (CO), 38 ES/ENPW, and representatives of 82 CS/SCX, and all required base personnel at Sheppard AFB. The contractor shall provide a worldwide “Meet Me” Telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses IAW CDRL A004.
2.1.6 Quality. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them IAW CDRL A003.
2.1.7 Contractor Personnel
2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation. The contractor’s PM shall sign Section 11A. (Installation Activity) on AFTO Form 747 Cyberspace Infrastructure System Acceptance Form which is used as a system commissioning document at the completion of the project. The form will be provided by 82 CS/SCXP personnel.
2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.1.7.3 Personnel Requirements. The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.
2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the upgraded and new GV system shall be provided for one year after the upgraded GV system acceptance date, to include all field trips, telephone support, and shipping costs.
2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, overview system schematics, troubleshooting instructions, maintenance manuals and practices/users guide for each system installed as provided by the original manufacturer with all new or upgrade equipment. The contractor shall provide the user manuals and guide to include setup, configuration, system diagnostic, repair and replacement IAW CDRL A001
2.1.10 In-brief. The Contractor shall conduct an in-brief with the site 82 CS/SCXP POC or designated representative prior to the implementation. The in-brief shall inform the customer of implementation plan and necessary support issues.
2.1.11 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for upgrading the Sheppard AFB GV system via a secure data collection site. The contractor is required to completely fill out all required data fields using the following web address at: http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
3.0 SPECIFIC REQUIREMENTS
3.1 Outside Plant Requirements. The contractor shall EDFI&T the approved J/F-12 two-way digital UHF RF communications infrastructure for the new GV Pole/tower and RTU. The contractor shall install new solar power panel to power the RTU’s internal parts and speakers, install one (1) new galvanized steel pole, install proper grounding cable and ground bar, and shall provide as-built drawings, including the system upgrade schematics, upon project completion in PDF format along with paper copy of as-built. (CDRL A001). The locations of the existing GV poles/towers are identified in Table 1 and Map.
3.1.1 The contractor shall coordinate with 82 CS/SCX and 82 Civil Engineer before energizing all new power loads.
3.1.2 The contractor shall ensure the appropriate voltage and current are provided to the ATI controller units electrical load. The contractor shall test the voltage, current, fuses, breakers, voltage, current limiting devices, and other variables to ensure they are correctly utilized to drive the new solar power load.
3.1.3 The contractor shall comply with all applicable documents including standards in paragraph 5.2.
3.1.4 Upon project completion the contractor shall provide configuration management the as-built drawings and documentation of the installed system, including the predicted and tested audible coverage areas IAW CDRL A001
3.1.5 The contractor shall utilize the existing GV poles/towers to include the antennas, brackets and antenna cables, existing ATI remote terminal units, and new radio interface cables, which will be connected to J/F-12 approved digital UHF radios and software; Motorola APX4500 or equivalent.
3.1.6 The contractor shall utilize the existing antenna, mounting bracket and antenna cable at the Bldg. 1121, Bldg. 920, and Bldg. 430 to upgrade the CCUs.
3.1.7 The contractor shall provide antenna cable, antenna mount bracket with the new omni-directional antenna, sufficient antenna LMR-400 cabling, electrical flexible and rigid metal conduits, and brackets at the new GV pole to include flexible metal conduit (approximately 20 foot of flexible and metal conduit) for weather resistant.
3.1.8 The new GV RTU shall utilize four (4) 12VDC battery systems that are charged by the new 150W solar power panel. The contractor shall provide a NEMA 4/4X Enclosure with ventilated battery compartment.
3.1.9 The GV system is programmed by ATI software for remote amplification of alerts, tones, pre-recorded messages, and alerting live voice announcements which shall be upgraded with the new software in order for the existing ATI GV RTUs to alert using the pre-recorded messages, tones, and live voice announcements to all GV speakers.
3.1.10 The upgraded and new GV infrastructure system shall interface with the existing AtHoc Net- Centric Network Alerting System at Sheppard AFB.
3.1.11 The upgraded and new GV system shall be secured and encrypted to prevent the false sound alarm or malicious activation messages.
3.2 Installation Requirements.
3.2.1 Restoration. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 standards.
3.2.2 Grounding. The contractor shall ground new copper cable to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms. Contractor shall properly ground electrical power installs in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition and in paragraph 5.2. In addition, contractor shall abide by the regulations listed within Motorola Standards and Guideline for Communications Sites “R56” 68P81089E50 manual. It states “Ground all RF transmission lines from the antenna structure to the shelter or building as described in Chapter 6.” And “Upon entering the building, all RF transmission lines shall route through a coaxial RF-type Transient Voltage Surge Suppression (or Surge Protection Device). Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems Grounding, Bonding, and Shielding” must also be adhered to.
3.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW the Rural Utilities Service (RUS) Bulletin 1753F-803 (PE- 33).
Shields shall be grounded and continuous throughout the cable distribution system.
3.2.4 Giant Voice Pole Installation. The contractor shall install one (1) new direct bury prefabricated concrete pole, 53ft, for installation of the omni-directional siren See Table 2. The prefabricated concrete pole will withstand a wind load up to 100 miles per hour sustained and 140 mph 3 second gusts. The GV pole needs to be installed according manufacturer's pole installation specifications
All poles shall support the full weight of the siren speakers and RTU, and withstand the heat and strong winds associated with the local environment and in accordance with the International Building Codes (IBC) of 2012. Data on weather conditions can be obtained through base CE. The poles and the speaker arrays shall not exceed 60 ft from the above ground and meet the height restrictions for the airfield as specified by Sheppard AFB Civil Engineering Squadron (CE).
3.2.5 Giant Voice (GV) System Installation. The contractor shall install and upgrade new GV system to provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The system shall comply with the following: UFC 4-021-01, AFI 10-2501, DoDI 6055.17, and Secretary of Defense Memorandum: Final recommendations of the Fort Hood Follow-On Review, Aug 18, 2010. The contractor shall use the most stringent of the directives and standards in para 5.4.
3.2.5.1 The contractor shall install and program Government Furnished Equipment (GFE) UHF radios and software; Motorola APX4500 or equivalent, radio interface cable, in all RTUs. The contractor shall install and program the GFE approved digital operation UHF radios and software; Motorola APX4500 or equivalent, radio interface cable, in the ATI radio box in Bldg. 920, Bldg. 1121, and Alt CP Bldg. 430 with the new CCUs. The contractor shall install one (1) new Motorola APX4500 or equivalent in the new GV Remote Terminal Unit (RTU).
3.2.5.2 The contractor shall install the lighting arrestors for protecting the radio transceivers on the new GV pole/tower.
3.2.5.3 The contractor shall install new weatherproof Omni-directional speakers with at least 1600W to the new GV pole/tower. The new Omni-directional speakers shall provide adequate and intelligible live voice and pre-recorded message coverage for the entire area populace. See Table 2. The contractor shall ensure the location of the speakers shall provide sufficient intelligible voice and tone coverages and the sound shall be controlled and not bleed over the surrounding community. The new speakers shall have volume control and zone control capability.
3.2.5.4 The pre-recorded messages are already configured in the existing ATI GV system and should be repurposed with the upgraded GV system. The upgraded GV system shall provide pre-recorded voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises.
3.2.6 Features and Capabilities. The upgraded GV System shall provide the following features and capabilities:
3.2.6.1 Upgrading the existing ATI GV CCUs and RTUs configurations (re-programmed with new CCUs) will provide advanced communication features to the entire GV System at Sheppard AFB. The system shall be capable of sending alert messages to the newly placed outdoor GV speaker clusters and be integrated with the existing AtHoc Net-Centric Network Alerting System. The system needs to be extendable to support additional delivery methods in the future as may be required.
3.2.6.2 The contractor shall coordinate with COMSEC manager if COMSEC material is required and comply EMSEC emission requirements IAW AFSSI 7700.
3.2.6.3 The contractor shall use the current GV communications connectivity (existing Poles/Towers and RTUs = cabling, antennas, infrastructure, etc.) to upgrade the connectivity and communication programming. The current ATI GV central control stations equipment for CP, CS, and Alternate CP is connected to cabling and antennas for communicating to all the outdoor radios and RTUs.
3.2.6.4 The contractor shall provide a new J/F12 approved digital operation UHF radio and software;
Motorola APX4500 or equivalent.
3.2.6.5 The contractor shall install one (1) new NEMA 4/4X Enclosure RTU with the new GV pole/tower.
3.3.11 Activation and control subsystems: The contractor shall use new J/F12 approved digital operation UHF radios and software; Motorola APX4500 or equivalent, for the entire GV system communications and control. The radio has been approved by US Military Communications Electronics Board J/F-12 (Joint/Format-12), have supportability in US, and be capable of utilizing a Frequency Shift Keying (FSK) modulation scheme. The contractor shall provide the central control activation and communication system with the FSK format.
3.3.12 The contractor shall provide two-way communications central station encoders for the Primary and Alternate control stations. The encoder shall have the latest software features and provide the integration capability with the existing AtHoc Net-centric Network Alerting System.
3.3.13 The system shall allow operators to activate remote siren controllers independently, in groups or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal.
3.3.14 The remote siren controllers shall allow for multiple activation sequences to be programmed from the Primary or Alternate control stations or locally at the site. The system shall be equipped with a silent test diagnostics that allows it to test all major system components without producing an audible signal.
3.3.15 The RTUs and external Speaker Controller Units shall utilize efficient hot swappable pulse width modulated amplifier or single board amplifier to provide the highest reliability and efficiency in a small modular weatherproof enclosure.
Wiring and Infrastructure. The contractor shall use the existing system for all signaling wiring to include RF, fiber cables and devices to provide communication and control of the upgrade GV system.
3.3.16 GV System: The contractor shall provide the ability to deliver a base-wide MNS audible messages and contact closure signaling into the upgrade GV system with the AtHoc Net-Centric Network Alerting System. The contractor shall ensure the upgrade and new GV system shall not affect the FM and UL listing requirements and Voice Evac systems. The contractor shall ensure the same connections and functionalities of the fire alarm panel system.
3.3.17 The contractor shall install the proper weatherproof head and liquid tight devices, cabinet metal plugs and sealant to prevent moisture, water and insects from entering the dedicated electrical, communication systems and enclosures. The contractor shall install the electrical metallic tubing conduits, couplings, straps; tape and cable tie for securing antenna cables and siren speaker wires.
3.3.18 The Central Communication Units shall be programmed to perform automatic testing of all the RTUs and speakers in the system, weekly and/or monthly routine report, quiet testing, growl test or a full system test.
3.3.19 System Interface. The upgraded GV System shall provide at least the following features:
a) Application Programming Interface (API) or a way to remotely activate audible alerts.
b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.
c) Advanced Communication Board upgrade to MP3/WAV digital voice messaging and Mini-SD flash memory card for easy message replacement, supports 100+ messages.
d) The API should conduct all interactions using XML messages conforming to the OASIS Common
Alerting Protocols (CAP) Standard.
e) The API shall allow an external system to initiate specified pre-recorded audio alerts (tones & messages) in the Giant Voice system.
f) Flexible, redundant communications options including IP, Ethernet, cellular/mobile service, satellite, etc.
g) Target activation of specific sirens or speakers.
h) Request reports on the status of delivery and activation of an alert already in progress; specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.
i) Terminate an alert already in progress.
j) Request reports on system health status, replying with a detailed response.
k) The upgraded Giant Voice system shall allow the activation of target siren or speaker via RF or dry-contacts or audio-in input.
l) Message encryption and security coding to prevent unauthorized system activation.
3.3.20 The Control Communication Units shall be programmed and integrated with the existing AtHoc system to perform automatic testing of all existing and new speakers in the system, weekly and/or monthly routine report, quiet testing, growl test or a full system test.
3.3.21 Preprogramming. The upgraded GV system shall be pre-programmed with the following messages. The pre-recorded message will be determined by 82 CS personnel.
3.3.21.1 Broadcasting Messages:

3.3.21.2 Broadcasting Tones:

3.3.22 The upgraded GV system shall be capable of being activated, monitored, and controlled from Primary CP Bldg. 920, 82 CS Bldg. 1121, and Alternate CP Bldg. 430.
3.3.22.1 Sheppard Primary Control Station, CP Building 920: The contractor shall provide a Desktop console with Windows 10 OS, 22in monitor, central communications unit (digital two-way communications, desk mount), software package, Smart UPS and the noise canceling microphone. The contractor shall interconnect the new central communications unit to the fiber devices, patch panel into the CP communication room and communicate to the entire GV system. The desktop PC console, monitor, communication control unit and desktop microphone shall be installed with the new Central Control Unit (CCU). The Primary central control station shall be connected and communicate with J/F12 approved digital operation UHF radios and software; Motorola APX4500 or equivalent, to all outdoor GV radios/ antennas connected to each RTU. The contractor shall properly setup and program the alerting software of the control, command, activation, map screen displays, and status monitoring of the complete GV system.
3.3.22.2 Sheppard Alternate Control Station, Building 430: The contractor shall provide a Desktop console with Windows 10 OS, 22in monitor, central communications unit (digital two-way communications, desk mount), J/F12 approved digital operation UHF radios and software; Motorola APX4500 or equivalent, software package, Smart UPS and use the noise canceling microphone. The desktop PC Console, monitor, communication control unit and desktop microphone shall be installed with the new Central Control Unit (CCU). The contractor could replace the existing antenna cable with a new proper LMR-400 antenna cable (if the cabling is needed) to support the Omni-directional antenna to communicate clearly with the outdoor GV system.
Note: The Primary CP REACT 4000 GVS had operational problems with some RTUs and was misconfigured showing GVT’s in wrong locations on the Map and false monitoring status for one (1) GV pole (#20). The contractor shall properly setup and program the GVS software of the control, command, activation, map screen displays, and status monitoring of the entire GV system to be accurate with Base CIP.
3.4 The contractor shall provide all manuals, software and licenses, and as-built drawings to support this replacement IAW CDRL A001.
3.5 Zone Selectable. The upgraded GV system shall provide a speaker zone selective capability. All zones are linked to provide simultaneous activations and selective zone ability to activate each individual zone. The upgraded GV system shall allow for the pre-configuration of at least eight (8) zones, which can be selected by the operator to promptly issue an announcement to the selected area.
3.6 Backup Power for Control Stations. The contractor shall provide each central control station with its own backup power (UPS) to maintain operations during emergencies that could result from temporary loss of normal base utilities. Backup power capacity for Fire Alarm systems is defined in the National Fire Alarm Code, NFPA 72 and section 4.4.1. As stated in Annex of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms. NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.
3.7 Backup Power for Outdoor and external building GV Speaker Locations. Each siren speaker location shall be operated on solar power panel as the primary/backup power source. Each new GV RTU location shall have 4 new 12VDC batteries to be charged and controlled by the solar regulator and solar power panel.
3.8 Electrical Power. Contractor shall install solar power panel kit that provides electrical power to the new GV pole/tower. The contractor shall collaborate with base 82nd Communication Squadron and Civil Engineering Squadron (CES) to approve the new GV pole/tower location. All existing poles should have solar power panels installed and/or functioning from the existing AC power sources.
3.9 Restoration. All wall penetrations, including inside buildings shall be restored to meet the NFPA 1, NFPA 70 and NFPA 72 standards.
3.10 Grounding. The Contractor shall properly ground electrical power installs in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition and in paragraph 4.2. In addition, contractor shall abide by the regulations listed within Motorola Standards and Guideline for Communications Sites “R56” 68P81089E50 manual. It states “Ground all RF transmission lines from the antenna structure to the shelter or building as described in Chapter 6.” And “Upon entering the building, all RF transmission lines shall route through a coaxial RF-type Transient Voltage Surge Suppression (or Surge Protection Device). Technical Order (TO) 31-10-24 “Installation Practices – Communication Systems Grounding, Bonding, and Shielding” must also be adhered to.
3.11 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding connectors shall be provided IAW RUS Bulletin 1753F-803 (PE-33). Shields shall be grounded and continuous throughout the cable distribution system.
3.12 Coordination. All support shall be coordinated with 82 CS/SCXP and the Civil Engineering Squadron.
3.13 Restoration. All wall penetrations, including inside buildings shall be restored to meet the NFPA 1, NFPA 70 and NFPA 72 standards.
3.14 Site Restoration/Debris Removal. The contractor shall remove the excessive existing GV equipment which is not used in the project. All equipment and residuals from this project including excess soil and cabling shall be disposed of off base by the contractor IAW Sheppard AFB environmental laws and regulations. At day’s end, the contractor shall remove all debris and surplus materials from the work place.
Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
3.15 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 82 CS/SCXP. This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of the upgraded GV systems IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance IAW CDRL A005.
3.16 Service Outages. The Contractor shall be responsible for preventing any unscheduled (i.e. cutting or disabling any in-service cables or equipment.), Contractor-caused, interruptions of communications capabilities that are properly identified. The Contractor shall coordinate planned outages with 82 CS/SCXP 7 days in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
3.17 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The contractor shall label all equipment and cables they install in accordance with ANSI/TIA/EIA-606-A-2002.
3.18 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system IAW CDRL A002.
3.19 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.
3.20 Red-Line and As-Built Drawings. The contractor shall submit drawing showing the “as built” configuration in Visio format along with PDF format. The As Built Drawings shall include the locations of all existing and the upgrade tower locations; the GPS coordinates of each tower location, the logical diagram and troubleshooting instructions of the upgraded and new GV system, the facility location of the GV equipment, a floor plan of the room location, power sources facilities and connections, a rack elevation plan of the GV equipment, and tested coverage areas for Sheppard AFB. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown IAW CDRL A001.
3.21 Restricted Access Areas. Sheppard AFB has some restricted areas where access is limited and requires Government escorts. The contractor shall coordinate with the 82 CS/SCXP 14 calendar days in advance for escorts and accessibility.
3.22 Test Plan. The contractor shall submit a written test plan that details how they will test the upgrade and new GV system. In addition, the contractor shall submit written instructions to system operator(s) for conducting periodic system tests. The upgrade GV system shall be tested and demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall also test the system to demonstrate to the Government quality assurance evaluator of the system IAW CDRL A005.
3.23 Acceptance/Installation Test Report. The contractor shall furnish all test equipment and personnel required to conduct all required testing. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the acceptance testing. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The contractor shall document all test results in a “Test Report(s)” and submit to the 82 CS/SCXP within 5 calendar days of completion of each test IAW CDRL A006.
3.24 Cutover Plan. The contractor shall provide a detailed cutover plan to delineate how the transition shall be implemented to minimize or avoid the CP system down time. This plan should outline how the system shall be placed into service and clearly specify how the newly installed system shall connect to the existing base system IAW CDRL A005.
3.25 RF Communications Test. The contractor shall test digital two-way radio transmit and receive communications signals from the Central Control Stations and Antennas to the remote GV controller units and antennas. Test shall be accomplished to ensure proper operation of the upgraded GV system with the digital two-way radio communications signals.
3.26 End to end testing of the GV System both primary and secondary control stations to check the operational readiness and compliance for the new GV pole/tower and Omni-directional speakers to include the existing GV poles and speakers for quality sound through the speaker clusters.
3.27 Oversized Vehicle(s): The contractor shall provide a crane and a licensed driver to operate the truck.

4 GENERAL INFORMATION
4.1 Period of Performance. The period of performance shall be determined by the proposed project duration including installation, and testing & acceptance.
4.2 Place of Performance. The place of performance is Sheppard AFB, TX.
4.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed at Sheppard AFB, TX. Normal duty hours are: 0800 – 1600. Any other work schedule outside of normal duty hours requires 82 CS/SCXP and Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on US or Federal/bank holidays or site-unique down-days unless expressly authorized by the CO. Extra coordination shall be required on that work day.
Note: Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.
4.4 Holidays/Down Days. The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the host base 82
CS/SCXP.
4.5 Base Support. The laydown and dry storage areas will be provided upon request. The contractor shall request the amount of storage in their proposal and secure this area if needed. If the base cannot provide the request area, the contractor will be required to find another area.
5 GOVERNMENT FURNISHED EQUIPMENT/STANDARDS/DELIVERABLES
5.1 Government Furnished Equipment.

- The existing antenna’s and cabling for each GV pole/tower

5.2 Government Applicable Documents and Standards. The contractor shall comply with these documents during the performance of this Task Order. The contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry/DoD/ Nation standards.
