HVAC INSTALLATION TESTING FACILITY BUILDING 1354

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires setup and installation of cooling equipment for the NSWCDD Vibration Cube Facility, Building 1354 located in Dahlgren, VA. The new cooling equipment will support operation and performance of two hydraulic power supplies (HPS) and future comfort cooling within Building 1354.

2.0 APPLICABLE DOCUMENTS

3.0 REQUIREMENTS

3.1 The contractor shall furnish all materials, labor, tools and equipment to fulfill the minimum requirements of this statement of work (SOW).

3.2 The contractor shall provide a cooling system to meet the following performance criteria of each HPS:

3.2.1 The maximum cold water temperature entering the heat exchanger of each HPS will be

85°F at 82GPM.

3.2.2 Minimum cold water temperature entering the heat exchanger of each HPS shall not be less than 40°F.

3.2.3 Manufacturer data for the HPS units indicate that with an inlet temperature of 85°F, the outlet temperature from the heat exchanger will be 96.5°F. The heat exchanger for each HPS unit needs to transfer 470,720 Btu/hr.

3.2.4 The pressure drop going through the heat exchanger will be 3.6psi at 82GPM. There is a water modulating valve that controls the flow of water entering the heat exchanger. That valve is closed when the oil in the HPS is cold, and begins to open as the oil warms up.

Pressure drop across the valve will be 30-40 psi when fully open.

3.2.5 The chiller must provide 82GPM to each HPS unit individually or simultaneously.

3.3 The contractor shall review the Government Furnished Equipment (GFE) being provided to ensure the correct materials and complete cooling system are installed to maintain the manufacturer’s performance requirements on each HPS. Refer to Section 3.2 for performance criteria of each HPS.

3.4 The contractor shall provide a cooling system to meet the following minimum requirements for future comfort cooling inside Building 1354:

3.4.1 Future 20 Ton Fan Coil unit. This is not part of the current contract. Refer to drawing Cube-001(Dated 5-20-20) for planned future connection.

3.4.2 The contractor shall provide and install one set of future supply and return lines with ball valves and caps best placed to accommodate future comfort cooling that is identified in the location shown on the attached drawing, Cube-001 (Dated 5-20-20).The future supply and return lines shall be the same size as the main chilled water supply and return lines.

3.5 The contractor shall provide one new 100-Ton Air-cooled scroll chiller with buffer tank and built-in pumps.

3.5.1 Minimum specifications for the 100 Ton Chiller include:

Chilled water pump type: Dual high head; Must be operated by VFD Chilled water pump size: 10 hp Buffer tank: 200 gal capacity (minimum) buffer storage tank with pump flow control down to 5% Condenser Fan Motors must be operated by VFD 4 Scroll Compressors (Stages of Cooling) Factory insulation of all cold refrigerant lines in the chiller unit (Winterization

Ready) Performance based on 20%-50% propylene glycol Provide 100 Ton cooling in a wide ambient temperature range from 0°F to 125°F) Microchannel Condenser coil Across the line starter/direct on line (soft start) Single point connection main line unit power-ancillary items require other power o The Government will provide line voltage for heat trace (15A at 120V 1PH); The contractor shall be responsible for final termination at chiller.

Circuit breaker-high fault rated control panel & phase monitor.

3.5.2 The contractor shall provide the model and specifications of the chosen unit with their proposal.

3.6 The contractor shall set the new100 Ton Chiller on an existing concrete pad using vibration isolators in the location identified on the attached drawing, Cube-001 (Dated 5- 20-20).

3.7 The contractor shall provide and run all the chilled water piping and hoses from the 100 Ton Chiller to two HPS (GFE) as specified on the attached drawings, Cube-001 (Dated 5- 20-20) and Cube-002 (Dated 4-29-20). Pipe and hose sizes shall be determined by the contractor to meet the performance criteria specified in this contract. Hoses must mate with a 2-inch NPT male connection for each supply and return line at each HPS Container.

3.7.1 The contractor shall provide and install all pipe hangars/supports needed to ensure chilled water pipe is mounted and secured to the side of Building 154. Supply and return lines shall run parallel each other, as shown on attached drawing Cube-002 (Dated 4-29-20).

3.7.2 The contractor shall provide a 45 degree elbow (2-PL) and Cam-Lok fittings to mate supply and return chilled water hoses to the each HPS Container, as shown on the attached drawing, Cube-002 (Dated 4-29-20).

3.8 The contractor shall provide a certified water Test and Balance (T.A.B.) on the new 100 Ton Chiller and each HPS (GFE) (CDRL A001).

3.8.1 The contractor shall perform the installation of valves and adjust to allow for optimal performance in compliance with T.A.B.

3.9 All isolation points customer specified on the drawings, Cube-001 (Dated 5-20-20) and Cube-002 (Dated 4-29-20), shall be installed for future preventive maintenance/service capability and shall include a bypass loop, isolation of strainer, circuit setter/balance valve, and isolation of HPS units.

3.10 The contractor shall provide and install (Qty. 6) digital thermometers, (Qty. 6) pressure gauges and (Qty. 3) balance valves (i.e., Setter Valves) as specified on attached drawings, Cube-001 (Dated 5-20-20) and Cube-002 (Dated 4-29-20).

3.11 The contractor shall provide and install insulation and Iron Clad jacketing (or equivalent) on all exterior piping. Any exposed flexible hose installed shall have EPDM wrap with a minimum thickness of 1/2 inch.

3.12 The contractor shall provide and install heat trace on exterior piping. The contractor shall also provide and install thermostat control for the heat trace.

3.13 The contractor shall fill the 100 Ton Chiller system with a propylene glycol mixture a minimum of 40% by volume or -10°F.

3.14 The contractor shall provide Factory Startup of the new 100 Ton Chiller system.

3.15 The contractor shall remove all debris and trash from the work area daily, through project completion.

3.16 The contractor shall coordinate with the technical point of contact listed in Section 5.0 below, not later than three (3) calendar days after award of contract to gain access to the NSWCDD and to schedule the work to be performed under this statement of work. Work shall begin no later than ten (10) calendar days after award of contract. Work should be completed no later than 35 calendar days after scheduled date for work to start.

3.17 The Contractor shall provide each Contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.

3.18 All contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD base until notified otherwise by the government.

4.0 GOVERNMENT-FURNISHED EQUIPMENT/INFORMATION/MATERIAL

(GFE/GFI/GFM)

The Government will provide the following:

4.1 (Qty. 2) Team Corporation hydraulic power supplies (HPS 350)

4.2 Each HPS unit will be located inside its own HPS Container. The HPS Container will have a 2-inch NPT male connection for each supply and return line.

4.3 250amp 480 VAC 60Hz 3-phase electrical service will be supplied to the chiller from a

500 kW GFE generator.

4.4 A 250MCM cable will be provided to the new chiller unit. A Government electrician will make the connection to the generator and the contractor shall make the connection to the chiller.

4.5 15amp 120 VAC power source and single cable for the heat trace and thermostat. A Government electrician will make the connection to the power source and the contractor will make the connection to the chiller.

4.6 Rigging support for unloading of equipment deliveries

5.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Five (5) personnel to the NSWCDD in Dahlgren, Virginia to include three (3) mechanical technicians for 20 days and two (2) insulation technicians for 5 days.

All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.

CONTRACTOR NOTICE REGARDING LATE DELIVERY

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

G-232-H005 SUPPLEMENTAL INSTRUCTIONS REGARDING INVOICING (NAVSEA) (JAN 2019)

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.

Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.

(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (MAR 2020)

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 238220.

(2) The small business size standard is $16,500,000.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2020)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision --

“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except--

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Reasonable inquiry” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

“Sensitive technology”--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"--

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned--

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.

The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

“Veteran-owned small business concern” means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern--

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; or

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127)”, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
