HEL MATERIALS & STRUCTURES RESPONSE

WIND TUNNEL TESTING SUPPORT

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Gun and Electric Weapon Systems Department (E), Laser Weapon System Technology Development Branch (Code El1) will be the lead for this effort. The purpose of this testing is to generate data to improve and validate modeling and simulation tools to predict laser penetration times of aerodynamic bodies in high-speed airflow. The NWSCDD will serve as the lead as stated but requires University of Mississippi’s National Center for Physical Acoustics (NCPA) in this effort to assist in the required testing.

2.0 APPLICABLE DOCUMENTS

3.0 SCOPE OF WORK

The scope of work includes capabilities and subject matter expertise (SME) to provide (a) wind tunnel testing of panel materials, and (b) designing, fabricating, and wind tunnel testing to support damage assessment on fins and structures. The work will be carried out at both subsonic and supersonic speeds.

4.0 REQUIREMENTS

4.1 Task 1: Additional Material Testing

4.1.1 Sample Material and Laser System Integration

4.1.1.1 The Contractor shall make any necessary modifications to the hardware and infrastructure initially designed and fabricated for the NSWCDD testing carried out in early 2020 to support (a) installation of laser and chiller cabinets, (b) implementation of sensor and diagnostic hardware into the test fixture, and (c) installation of new sample material coupons into the test fixture.

4.1.2 Pre-Test Planning

4.1.2.1 The Contractor shall coordinate with NSWCDD via teleconferences and meetings for pre-test planning and to establish measurement criteria, define performance metrics, and evaluate test data.

NOTE: Government will travel to location for face-to-face meetings, if required.

4.1.3 Wind Tunnel Operation and Testing

4.1.3.1 The Contractor shall coordinate with NSWCDD to ensure that no less than one (1) Government personnel present at testing.

4.1.3.2 The Contractor shall operate the wind tunnel during testing.

4.1.3.3 The Contractor shall support testing of seven sample materials and shall conduct testing at two Mach numbers, 0.8 and 2.0 with two pressure conditions each (low and high). A total of 126 wind tunnel runs is expected.

4.1.4 Post-Test Analysis and Reporting

4.1.4.1 The Contractor shall support the generation and validation of heat transfer coefficients based on flow conditions.

4.1.4.2 The Contractor shall provide data IAW CDRL A001.

4.2 Task 2: Control Fin Damage Assessment

4.2.1 Design and Fabricate Fin Models

4.2.1.1 The Contractor shall utilize its SME to design and fabricate fin models (test samples) and a test section support/sting fixture that incorporates a load cell to measure the lift/drag aerodynamics metrics. A load cell shall be purchased on this project and shall be integrated with the existing data acquisition system.

4.2.2 Pre-Test Planning

4.2.2.1 The Contractor shall coordinate with NSWCDD via teleconferences for pre-test planning and to establish measurement criteria, define performance metrics, and evaluate test data.

4.2.3 Wind Tunnel Operation and Testing

4.2.3.1 The Contractor shall coordinate with NSWCDD to ensure that no less than one (1) Government personnel is present at testing.

4.2.3.2 The Contractor shall operate the wind tunnel during testing.

4.2.3.3 The Contractor shall support testing of at least six test conditions with three laser shots at each, resulting in a minimum of 18 tunnel runs. Tests are anticipated to be carried out at a single high-pressure condition, at both Mach 0.8 or Mach 2, and at a minimum of three specified fin deflection angles.

4.2.4 Post-Test Analysis and Reporting

4.2.4.1 The Contractor shall support the generation and validation of heat transfer coefficients based on flow conditions.

4.2.4.2 The Contractor shall provide data IAW CDRL A001.

4.3 Task 3: Gap-Cavity Pre-Test Planning

The contractor shall collaborate with NSWCDD to prepare for gap-cavity testing with NCPA.

4.3.1 Coordination and Test Plan Set Up

4.3.1.1 The Contractor shall coordinate with NSWCDD TPOCs for pre-test planning and to establish instrumentation, measurement criteria, define performance metrics, and test plan set up.

4.3.1.2 The Contractor shall provide data on gap-cavity pre-test planning IAW CDRL A002.

4.4 Option 1: Sub-Scale Model Aero Coefficients

4.4.1 Design and Fabricate Sub-Scale Aero Model

4.4.1.1 The Contractor shall utilize its SME to design and fabricate aerodynamic models (test samples) and a sting-mount support fixture that incorporates a load cell to measure the lift/drag aerodynamics metrics. A load cell will be purchased on this project will be integrated with the existing data acquisition system.

4.4.2 Pre-Test Planning

4.4.2.1 The Contractor shall coordinate with NSWCDD via teleconferences for pre-test planning and to establish measurement criteria, define performance metrics, and evaluate test data.

4.4.2.2 The Contractor shall provide data on Wind tunnel run conditions and lift/drag aerodynamic metrics IAW

CDRL A002.

4.4.3 Wind Tunnel Operation and Testing

4.4.3.1 The Contractor shall coordinate with NSWCDD to ensure that no less than one (1) Government personnel is present at testing.

4.4.3.2 The Contractor shall operate the wind tunnel during testing.

4.4.3.3 The Contractor shall support testing of at least six test conditions with three laser shots at each, resulting in a minimum of 18 tunnel runs. Tests are anticipated to be carried out at a single high-pressure condition, at both Mach 0.8 or Mach 2, and at a minimum of three specified fin configurations.

5.0 GOVERNMENT FURNISHED MATERIALS (GFM)

5.1 The Government will provide the test coupons to the Contractor no later than one (1) week prior to the test date (Task 1).

5.2 The Government will provide a Standard Operating Procedure (SOP) for operating the laser during experimentation (Task 1, Task 2, Option 1).

6.0 GOVERNMENT FURNISHED INFORMATION (GFI)

6.1 The Government will provide window size requirement for laser ingress/egress and recommend window specifications (Task 1, Task 2, Option 1). Government will provide windows for laser ingress/egress.

7.0 PERIOD OF PERFORMANCE

7.1 The period of performance for Base period is anticipated to be six (6) months from receipt of the order.

7.2 The period of performance for Option 1, if executed, will be nine (9) months from receipt of the order.

8.0 PLACE OF PERFORMANCE

University of Mississippi, University, Mississippi.

9.0 SAFETY

The Government Laser System Safety Officer (LSSO) will furnish laser backstops and/or interlock hardware, if required by laser safety.

10.0 TRAVEL REQUIREMENTS

No travel is required.

11.0 SECURITY

All work to be performed under this SOW is unclassified.

RECEIVING HOURS

RECEIVING HOURS OF OPERATION – NSWC Dahlgren

All deliveries to the Receiving Officer, Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA shall be made Monday through Friday from 7:00 a.m. to 2:30 p.m., local time. Deliveries will not be accepted after 2:30 p.m. No deliveries will be made on government holidays.

LATE DELIVERIES

CONTRACTOR NOTICE REGARDING LATE DELIVERY

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

Final Invoicing Instructions

When submitting an invoice in the WAWF system, please mark all invoices as “FINAL” so that the invoice will be properly closed out once payment has been processed. For authorized partial shipment order, only mark the invoice as final once all items have been shipped.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (FEB 2021)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision --

“Covered telecommunications equipment or services” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Reasonable inquiry” has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

“Sensitive technology”--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"--

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned--

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name.

The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

“Veteran-owned small business concern” means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
