Performance Work Statement (PWS) Physicist Support Services for the Time Scale and Primary and Secondary Frequency Standards
1. Introduction The Atomic Standards project within the Time Realization and Distribution Group maintains the primary frequency standard, the time scale, and the transfer operations for the U.S. contribution to the International Bureau of Weights and Measures. The group is also responsible for adapting the existing time scale infrastructure to a future optical time scale. The primary frequency standard for the U.S. is currently NIST’s cesium fountain standard, NIST-F1. NIST also has and will further develop optical frequency standards, which are beginning to contribute to International Atomic Time (TAI and UTC) as secondary frequency standards.
The NIST time scale is a weighted average of, primarily, six hydrogen masers, whose frequencies and linear frequency drifts are measured against primary and secondary standards. Two-way satellite time and frequency transfer and GPS common-view used to compare our clocks with standards around the world for our participation in the generation of TAI and UTC. Optical time transfer over fiber and free space is being developed to achieve time transfer stability commensurate with optical clock performance for future applications.
1.1 Objective/Purpose
The contractor will operate, maintain, evaluate the performance, and contribute to improvements of the NIST time scales and contribute to international time and frequency coordination. As a result of this work, NIST will be assured of the continued successful operation of the NIST time scale and the smooth transition to a future optical definition of the SI second.
2. General Requirements The Time and Frequency Division has spear-headed several initiatives supporting accurate timing. The contractor shall possess a unique knowledge of state-of-the-art time and frequency realization and distribution. The contractor shall have experience working in these areas, both in ultra-precise time and frequency measurement and in practical uses of precision time and frequency signals.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
The Contractor shall provide all support for project oversight, administration and technical execution of this contract.
2.2 PERIOD OF PERFORMANCE
Period-of-performance from 7/13/2020 through 7/12/2021.
PAGE 7 OF 44 1333ND20QNB680294

The contractor shall work at NIST on a 40% of FTE basis. The contractor shall work 8 hours per week. In the event of site closure due to weather or shut-down, the contractor shall be able perform services at the contractor’s site with the Technical Point of Contact’s (TPOC) recommendation and the approval of the Contracting Officer.
2.4 TRAVEL – Cost Reimbursable
Travel to national and international meetings up to 3 times per year to represent work performed by the contractor at NIST.

(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
