This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

1. Identification of the agency and the contracting activity:

The requiring activity is the Bureau of the Fiscal Service’s Office of Financial Innovation and

Transformation (FIT) and the contracting activity is Bureau of the Fiscal Service.

2.a Nature and/or description of the action being approved:

The purpose of this limited-sources justification is to obtain approval to award a firm-fixed price sole source Task

Order BPA Call against Booz Allen Hamilton’s (BAH) OSSS BPA contract 2033H620A00008 (written against

BAH’s GSA Contracts GS-35F-386DA and GS-00F-008DA) for the purchase of business knowledge and technical expertise in the continued development of the Treasury Financial eXperience (TFX) site, a web-based portal that delivers and harmonizes the Fiscal Service’s guidance, policies, and procedures using state-of-the-art user centric delivery tools and methods, as described in section 3.a below. The need date for these services is

09/30/2022. The Period of Performance (POP) will be for one 6-month base period and four 6-month option periods with a not to exceed (NTE) optional CLIN to cover the entirety of the contract to allow for any in scope changes due to the possibility of technical requirements updates as imposed by evolving industry.

3.a A description of the supplies or services required to meet the agency’s needs:

The proposed acquisition is to acquire business knowledge and technical expertise in the continued development of the TFX site. The current site addresses content in the Treasury Financial Manual (TFM) Volume I and presents it in a user-centric way. As we have seen success with this first part of the TFX project, we look to address the remaining content of the TFM in the same manner. That would include the following content:

TFM, Volume II

TFM, Volume III

TFM, Volume IV

TFM, Volume Bulletins

TFM, Volume Announcements

TFM, any additional content.

3.c IGCE/Estimated dollar value:

The IGCE for this requirement is $2,358,816.00, inclusive of one 6-month base period and four 6-month option periods. The breakdown is as follows:

Base Period (Tasks A, B, C): $459,360.00

Option Period 1 (Task D): $474,864.00

Option Period 2 (Task D): $474,864.00

Option Period 3 (Task D): $474,864.00

Option Period 4 (Task D): $474,864.00

TOTAL: $2,358,816.00

4.a Identification of the authority being used (Check the appropriate box that applies).

☐ FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays.

☒ FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

☐ FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order or BPA provided that the original order or BPA was placed in accordance with FSS procedures in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

☐ FAR 8.405-6(b) – Items peculiar to one manufacturer.

4.b Supporting Rationale:

The proposed contractor’s unique qualifications and the nature of the acquisition requires use of the authority cited as follows:

i. The original award for this requirement was a limited source BPA Call (2033H619F00285) to Booz

Allen Hamilton via the FASS BPA (TFSAFSABPA17009). Neither the original BPA, nor the Call placed against the BPA contained the “end of contract transition” language. Without this language, the vendor is not obligated or required to provide any information concerning the systems, techniques, or software they created for this project to the Government or a new vendor.

ii. Booz Allen Hamilton developed the BETA and current Treasury Financial eXperience (TFX) site, and thereby possess the knowledge and proprietary data of the developed products and services.

iii. If a new vendor is brought in to continue the work, that vendor would need to spend a significant amount of time and effort understanding the current work accomplished, but without any of the proprietary information from Booz Allen Hamilton, the risk of some or all of the system needing to be redone or replaced is significant. This would risk starting over and throwing out all the previous work that had been accomplished in 2033H619F00285.

5. A determination by the ordering activity Contracting Officer that the order or BPA represents the best value consistent with FAR 8.404(d):

The Contracting Officer will determine that the task order represents the best value consistent with FAR 8.404(d) and lowest overall cost alternative (considering price, special features, administrative costs) to meet the

Government’s needs based on obtaining pricing information from the proposed contractor for the purposes of conducting a price analysis.

6. A description of the market research conducted among schedule holders and the results or a statement why market research was not conducted:

Market Research was conducted by the program office to identify if any OSSS BPA holders could be identified to fulfill this requirement. No other BPA holders were identified due to the reasons cited in 4.b.

7.a Any other facts supporting this justification:

Other facts in addition to the supporting rationale (section 4.b.) include the following:

(i) The requirements in the SOW cannot be modified to enhance competition because the requirements require:

1) demonstrated knowledge and technical expertise using the specific services described in section

3.a. and

2) demonstrated knowledge of the federal financial management business expertise developed under contract order no. TFSAFSABPA17009 including the guidance inventory and TFX prototyping, and expertise developed under contract no. 2033H620A00008 including the development of BETA and current Treasury Financial eXperience site.

(ii) Given the aggressive 6-month period of performance, and the high risk of failure with a new vendor, it is considered essential to the Government to solicit this as a sole source to Booz Allen Hamilton.

(iii) The new BPA Call to be placed against the OSSS BPA (2033H620A00008) shall contain the “end of contract transition” language to ensure this issue is not repeated.

8. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made:

Market Research will be conducted for future similar acquisitions when unique and highly specialized services are not required for a specific project. The government will seek competition for similar services in subsequent acquisitions.
